WHEREAS, Section 17 (a) of the Local Government Code provides that “local
government units shall endeavor to be self-reliant and shall continue exercising the powers and
discharging the duties and functions currently vested upon them x x x and shall likewise exercise
such other functions and responsibilities as are necessary, appropriate, or incidental to efficient
and effective provision of the basic services and facilities enumerated therein”;

WHEREAS, due to geographical location and poor road conditions, most barnagays
have no regular transportation which make health service delivery difficult;
WHEREAS, as a means of increasing the mobility of health workers, the program shall
provide motorcycles to qualified health workers in the health care delivery system of the
province through a salary deduction scheme;
WHEREAS, the Department of Health through the ICHSP provided one hundred (100)
motorcycle units to selected Rural Health Units and hospital personnel to be paid on installment
basis through salary deduction, the proceeds of which is deposited on a trust fund account;
WHEREAS, when the Integrated Community Health Services Project ended in 2005, the
Department of Health transferred to the Provincial Government the full ownership of the vehicles,
cash documents and other assets of the Motorcycle Fund Program;
Section 1. TITLE - This Ordinance shall be known and cited as “THE VEHICLE
REVOLVING FUND FOR HEALTH WORKERS IN THE PROVINCE OF PALAWAN”.
Priority 3: PHO and hospital personnel performing field health services and
liaison work
In case there is shortage of Priority 1 applicants, the Priority 2 applicants may then avail
of the program to be followed by Priority 3 applicants.
Personnel who will retire within five (5) years from date of filing of application is not
qualified in the program.
4.a. PERIOD OF PAYMENT – The qualified health worker can avail the
program under an installment payment scheme through monthly salary deduction based
on approved amortization schedule for a period of thirty-six (36) months. This shall be
remitted to the Provincial Treasurer within ten (10) days of the following month.
Upon full payment of the vehicle (motorcycle), the vehicle becomes private and
transferred to the owner/borrower’s name.
The Provincial Health Officer, thru the PHO shall act as the Secretariat.

2. The payment of the vehicles shall be by monthly salary deductions for individual
applicants and by schedule of amortization of the Rural Health Unit concerned to
be remitted monthly to the Office of the Provincial Treasurer.
1. The Provincial Government shall establish a special account under the general fund
for proceeds of loan payments from borrowers. All obligations and expenditures incurred by the
program shall be charged to this fund which shall be considered self-perpetuating and self-
liquidating.
2. A separate Book of Accounts for the revolving fund shall be maintained by the
Provincial Government, which should be made available for review anytime by the Committeee
or Program Manager.

3. Revolving Fund from the Vehicle Program shall be utilized for the acquisition of other
vehicles exclusively for health and to finance other health and health-related activities subject to
the approval of the Committee.
The Revolving Fund shall be separately recorded and deposited in a Special Account
under the General Fund and shall be considered self-perpetuating and self-liquidating. The
Provincial Health Office shall implement the program and manage the fund.
4. All administrative and incidental expenses such as but not limited to vehicle
insurance, registration, etc. shall be charged to the special account. Administrative fees may be
collected to defray this cost; as may be recommended by the Committee.
Section 11. EFFECTIVITY – This Ordinance shall take effect immediately upon its
approval.
