SECTION 1.2 SELECTION OF EMPLOYEES FOR SHORT TERM FOREIGN ASSIGNMENT

1. PURPOSE

1.1. The purpose of this policy is to establish objective criteria and define
procedures to be used to select employees for short term (a year and less
than a year) assignment to ET MRO outstation bases, other Airlines or MRO
Companies when the need arises and is approved.

2. REVISION HISTORY

2.1. The revision history is followed up by Q-Pulse.

3. PERSONS AFFECTED

3.1. All aircraft maintenance technicians & Fleet Experts under Director Line
Maintenance and Director Aircraft Base Maintenance sections who meet the
requirements are affected.

4. POLICY

4.1. ETHIOPIAN shall assign its qualified Technicians to ET-MRO outstation bases,
other Airlines or Aircraft Maintenance Companies for a limited period of time
to provide exposure opportunities to its employees and/or to exploit business
opportunities with such organizations.

4.2. Selection among employees for short term assignment shall be made based
on objective criteria and pre-defined procedures so as to:

a. reward employees performance


b. recognize longer years of service
c. distribute the opportunity to all qualified personnel in the field on fair
grounds.
d. ensure transparency

4.3. The term of such assignment shall be for a period of three months to one (1)
year. However, the assigned person can be recalled before the term is
completed if:

A. He/she fails to discharge his/her responsibility in the judgment of


Ethiopian Maintenance, Repair and Overhaul Management, or
B. At the request of the customer organization, or
C. When ET operation does not allow seconding its personnel to foreign
organizations.

4.4. Selection of employees for short term foreign assignment shall be made from
all qualified candidates in each section strictly in accordance with the Policies
& Procedures herein.

5. DEFINITION

ABM – Aircraft Base Maintenance


LMT – Aircraft Line Maintenance

6. RESPONSIBILITY

6.1. MD ET-MRO Services shall be responsible for the interpretation and revision
of this Policy and Procedure.

6.2. Director Aircraft Line Maintenance and Director Aircraft Base Maintenance
shall be responsible for the proper implementation of this policy.

6.3. Manager ET-MRO HR and Finance shall be responsible for compiling


employees’ data and coordinating the nomination process.

7. PROCEDURES

7.1. MD ET-MRO Services, in consultation with Director LMT and/or Director MRO
Sales & Marketing, shall first decide on the total number and composition of
specialties of the team to be selected for each outstation.

7.2. When it is decided to assign ET staff to an external organization or foreign


ET-MRO Bases in the area of aircraft maintenance, or replace the existing
staff at such locations, a panel composed of MD ET MRO Services, Director
LMT & Director ABM shall make the selection.

7.3. Selection Process

7.3.1. Manager HR and Finance – ET MRO Services shall perform the following
once every 3 months:

a. Identifies and lists all employees that may be potential candidates for
the short term assignment by position from LMT and ABM (List I).
b. Collects all pertinent data for each potential candidate, checks eligibility
per the criteria set in paragraph 7.10.1, and prepares the list of eligible
candidates that meet the minimum criteria (List II)
c. Apply quantitative evaluations on List II and list all eligible candidates
from the top scorers to the least scorers together with their
qualifications (Type Ratings and Authorizations) (List III).
d. Obtains the list of Stations where the maintenance personnel are to be
positioned by qualification and number, sorted from the best to the least
preferred in terms of preference by Maintenance Personnel. (List IV).
e. Calls the Selection Panel for association of the Maintenance Personnel
to the Stations.

7.3.2 The Selection Panel, composed of MD ET MRO, Director LMT and Director
ABM, shall assign the short-listed Maintenance personnel from List III
to the Stations in List IV, by starting with the employee with the highest
quantitative rating to the most preferred stations provided qualification
requirements are met. The following additional factors shall be
considered in the association process:
a. Priority shall be given to Sections that support the fleet type in ADD,
that is going to be supported at Outstations.
b. Qualification requirement/Fleet Organization of hangars & Line
maintenance.
c. Existing Sections in ADD are not starved by robbing more personnel
from one or few sections or nominating only the most senior people
at the same time.
d. No. of Technicians working on each section with the required
qualification.
e. The selection/association process will be conducted as follows:
i. Priority shall always be given to the top qualified A/C
Technician IV & Fleet Expert who scored a minimum of 4.00
and above average ISC rating during the last two consecutive
semiannual performance evaluation periods. All qualified A/C
Tech. IV & Fleet Expert who scored a minimum of 4.00 & above
ISC rating will be competed in one category (Category A). The
top scorer Tech.IV/Fleet Expert with the highest quantitative
rating shall be assigned to the most preferred stations provided
qualification requirements are met.
ii. If there are no enough qualified Technician IV/Fleet Experts
who meet this requirement (ISC rating of 4.00 & above), all
qualified A/C Technician III, A/C Technician IV & Fleet Expert

shall be competed in one category (Category B) as long as they
meet the minimum ISC rating of 3.5 and above. The selection
panel shall assign the short-listed Maintenance personnel from
Category B to the Stations in List IV, by starting with the
employee with the highest quantitative rating to the most
preferred stations provided qualification requirements are met.
7.3.3 As per sub paragraph 7.3 here-in, all eligible candidates shall compete
for the assignment regardless of their current section/department
provided that they have Authorization for which the assignment
opportunity is provided.
7.3.4 The nomination shall be made official ONLY after securing approval of
MD ET-MRO Svcs. COO, VP Corporate HRM & GCEO. It shall be kept
confidential until it is approved at top management level.
7.3.5 Manager HR & Finance-MRO will verify the all the documentations are
valid and assure the compliance of this policy.
7.3.6 All assigned employees authorization must be valid at least for six
months prior to their departure.

7.4. Only those candidates who meet the minimum criteria indicated in item
number 7.8 below are considered for the quantitative evaluation.

7.5. If two (2) candidates get the same numerical scores, priority shall be given
to the one who has better company seniority.

7.6. The MD ET-MRO Services may assign Managers for short term assignment
directly without following the procedures stated here when it is found
appropriate.

7.7. The following personnel shall not be considered during both the initial
screening and the quantitative evaluation unless there are no adequate
qualified candidates to satisfy the demand.

a. All personnel that had earlier assignment opportunity for duration of at
least:
• Three (3) to six (6) months in the last 18 months
• More than six (6) months to 1 Year in the last three years

b. Personnel who have been returned after completion of Long term (3 years)
Foreign Assignment opportunity in the last six years.

c. Any employee who has refused to accept foreign assignment previously


shall not be considered for any outstation assignment for the next three
years. However, Director LMT, Director ABM, Manager HR & Finance-MRO
& MD ET-MRO can discuss and decide/prove genuineness of the justification
and consider the concerned employee for assignment.

7.8. EVALUATION PROCEDURES


1. Minimum Criteria for Screening Purpose
a. Eligible Current Positions
- Fleet Expert
- A/C Technician IV
- A/C Technician III

b. Work Experience
- Must have worked in ABM or LMT sections at least for three
years out of which at least one year as Aircraft Maintenance
Technician

c. License - Must hold an AMT / A&P License

d. Authorization - Must
• Have Authorization for which the assignment opportunity is
provided.
• If enough candidates who hold valid authorization to fill the
open stations couldn’t be obtained, A/C Type rating will be
considered.

e. Performance
A minimum of 3.5 average BSC/ISC rating during the last one
year i.e., two semiannual evaluations.

f. Personal attributes
- No major disciplinary offence during the last one (1) year
that casts doubt on the individual’s ability to be eligible for
foreign assignment. (If there is any, the case has to be
explained and justified)
