1 PROJECT OVERVIEW
The Bakun Hydroelectric Plant (HEP) being the largest hydroelectric power scheme in Malaysia
is located on the Balui River in the upper Rajang River Basin, Sarawak. The Bakun HEP owned
by Sarawak Hidro Sdn. Bhd. (SHSB) (now formally known as Bakun Hydro Power Generation
Sdn. Bhd. – BHPG) has been acquired by Sarawak Energy (Sarawak Energy) in August 2017.
With the takeover, Sarawak Energy has embarked on Bakun HEP improvement works including
the facilities and this comes to need of the project.
The Proposed Bakun HEP New Operator Residence 2 is a centralized township concept to
provide Bakun Staff with an upgraded living standard and improved safety features.
The location point and coordinate of the Project are shown at Figure 1 and Figure 2 under
Volume 1-Part 1, Section 1-Introduction.
With reference to Sub-Clause 4.10 [Site Data] of the Conditions of Contract, the list of Site
information and documents made available by the Employer prior to the Base Date is included
in Attachment E-1 [List of Employer Supplied Information and Documents] to Contract Appendix
E [Employer's Technical Requirements].
The Project is being implemented under one (1) contract package as below:

1.4 Definitions
Unless otherwise stated, all references to a particular Clause, Sub-Clause or sub-paragraph are
references to a clause or sub-clause in this Contract Appendix.
Unless otherwise stated, capitalised words and expressions shall have the meaning given to
them in the Conditions of Contract and/or in the various Contract Appendices.

The Contractor is to take careful note of the existing platform levels, soil condition and
other features as depicted during the site visit and to account for any works deemed
necessary to be carried out as specified in the contract and specification. The Contractor
shall allow for all necessary costs and no claim shall be entertained for lack of account for
existing site condition.
Regardless of whether the Contractor conducts further investigations, the price for such
investigations shall be deemed to be included in the Contract Price.
The Contractor’s geophysical and geotechnical investigation program shall detail the
location, type, characteristics and purpose of any such additional investigations. Upon
completion of the additional investigations, conducted in accordance with the geophysical
and geotechnical investigation program, the Contractor shall provide SEB with a related
factual report detailing the findings of the investigations. The factual report shall be
provided to SEB prior to the commencement of any construction work based on such
additional investigations, unless otherwise agreed by SEB.

1.4 To carry out site preparation, earthworks and other general civil works to the existing site to
make up the required proposed platform and other general civil works as deemed
necessary for the Project.
1. The Contractor is required to design, supply, construct, install, testing and commissioning
of the following: -
i. 11/0.433kV Distribution Substation (Dsub);
ii. All the equipment in the 11/0.433kV (Dsub) including all require accessories for the full
proper functioning of the installation; and
iii. 11kV and LV underground cable complete with accessories from the existing Bakun
Power Station MV-Station Distribution Board and terminate at 11/0.433kV (Dsub).

2. The Contractor shall provide the operation and maintenance training for the equipment
supplied and installed under this contract.
3. The Contractor shall include the detailed design, complete supply, erection, installation,
connection and leaving in serviceable condition by the Contractor of all civil, mechanical
and electrical installation works.
4. The Contractor shall provide efficient supervision of the works, and appoint a Site
Supervisor(s), who can understand explanations and carry out instructions given by the
Employer’s representative. Any orders or instructions which the Employer’s representative
may give to the Contractor’s supervisor(s) shall be deemed to have been given to the
Contractor.
i. A minimum of one (1) Competent person with valid CAC certificate on 11kV underground
cable laying, issued by the authority, as the Site Supervisor for cable laying is required for
this contract.
ii. A minimum of one (1) Competent person with valid CAC certificate on 11kV cable jointing,
issued by the authority, as the Site Supervisor for cable jointing is required for this
Contract.
5. The Contractor shall provide a complete list of competent workers and fill in all their names
prior commencement of the works.
6. Testing and commissioning comprised of off-site test (Factory Acceptance Test) and on-site
test.
7. On-site testing of the cable and equipment supplied and installed under this contract shall
be conducted by competence tester recognized by EIU and SESCo. The test result shall be
certified by the competence tester.
8. The Contractor shall submit plans, procedure and schedule, detailing the extent and nature
of the test for Factory Acceptance Test (FAT) and Final Testing & Commissioning to the
Employer for review and approve prior to the commencement of the test.
9. All design, equipment, materials and accessories supplied/installed shall comply to SESCo’s
standard requirements and Approved List of Materials.
10. The Contractor will be required to defray all fees in connection with the testing or re-
testing of the installation.

a. The whole of the works shall be carried out in accordance with the requirements of:
i. The Electricity Ordinance, Sarawak.
ii. The Regulations of the Sarawak Energy Berhad (hereafter called SEB Regulations).
iii. The current edition of the Regulations for the Electrical Equipment of Building published
by the Institution of Electrical Employer’s Representatives, London (hereafter referred to
as the I.E.E. Regulations).
iv. All relevant Malaysian Standards and the latest edition of related British Standards (B.S.)
and Codes of Practice (C.P.) published by the British Standards Institution, London (B.S.I.).
v. The requirements of the Jabatan Bomba and Telekom Malaysia.
vi. All factories and Machinery Act.
vii. The requirement of all other authorities having jurisdiction over the installation, including
regulations.

formed steel roof truss system inclusive of rafters, truss connectors, splice plates, brackets,
cleats, bolts and nuts, saddles, purlins, sag rod, turn buckle, wall plate, fascia board, steel
column support and all other necessary fixing devices and steel members required for the
complete installation of the steel roof truss system and associated roof structures including
all necessary painting to structural members.
Powder coated Zincalume metal roofing sheet shall be used. Roofing system shall include
perimeter UPVC gutter and rainwater downpipes with its fittings and accessories and other
necessary water proofing works.
All bricks shall be properly bedded in mortar and all joints shall be thoroughly flushed up
and raked out to a depth of 13mm as the work proceeds. No joint shall exceed 10mm in
thickness. All intersections and angles of walls shall be properly bonded together, and all
walls and piers of lengths and widths not multiples of brick sizes shall be cut and bonded in
the best approved manner. No broken bricks shall be used except where required to form
bonds.
Emulsion type of paint of approved color shall be used for internal wall and ceiling panels.
Water type of paint of approved color shall be used for Bathrooms. Weather resistant
acrylic type of paint of approved color shall be used for external wall and staircase.

The Contractor shall provide training on site and at the manufacturer’s workshops as
required. The transfer of knowledge shall ensure SEB’s staff shall be able to operate and
maintain the facility after commissioning of the plant.
1.14 Ordering
The Contractor shall place his orders for specified materials at the earliest possible date
after notification of acceptance of tender or at such times as may be specifically stated
for any particular material.
1.18 Temporary Diversion and Relocation of existing Overhead and Underground Services
Before commencing any excavation, etc. the Contractor shall enquire from the various
authorities whether any underground pipes, cables, etc. are present on the Site and if
so, he shall make arrangements for the disconnection, removal and if necessary, the

relocation and reconnection of such services and pay all necessary cost and fees in
connection with all temporary diversion and relocation of existing services.
If during excavation, the Contractor comes across any underground cables, etc . he
shall immediately stop work and refer to SEB for further instructions and make
arrangements for the disconnection, etc. The Contractor shall be responsible for
making good all damage to the cables, etc. and shall indemnify SEB against any claims as
a result of such damage.
The Contractor shall provide all water required for the use in the Works including paying
all associated costs and fees and providing and removing all temporary plumbing and
storage facilities on completion.
The Contractor shall execute ESCP which provides for inspection of erosion and
sediment control devices and facilities on a weekly basis and following precipitation
events, as well as maintenance, replacement or repairs to inadequate or damaged
controls and devices to ensure effective and efficient operation.
The Contractor shall maintain all the temporary works regularly throughout the
construction period, or as directed by SEB and making good of any damaged portions
during the course of the works. The Contractor shall make proper provision for the
drainage of surface water from the work site including rainwater from surrounding areas
which drain on to the site.

The Contractor shall provide, form, fix and maintain such pumps, chutes, walls, drains,
bunds and other temporary works necessary for the proper drainage of the Site so that
no ponding, flooding or other damage or disturbance is caused to areas surrounding
the works throughout the duration of the Contract.
Where the Contractor uses existing/private roads as his access, he shall be responsible
for any damage to the existing roads, bridges, drains, culverts, roadside furniture, and
all other appurtenances and services on such roads caused by any work carried out by
him throughout the construction period. The Contractor shall repair any damages and
reinstate the same to their original condition to the satisfaction of SEB.
If the Contractor fails to carry out his obligations as stated above, SEB shall carry out
such maintenance and restoration and all costs incurred shall be borne by the
Contractor or deducted from any money due or to become due to the Contractor
under this Contract.
The Contractor shall ensure, so far as is practicable, the safety, health and welfare at work
of all his workmen including:
1.1 The provision and maintenance of plant and system of work that is safe and
without risks to health;
1.2 Ensuring safety and absence of risks to health in connection with the use or
operation, handling, storage and transport of plant and substances;

1.3 The provision for such information, instruction, training and supervision as is
necessary to ensure the safety and health at work of his workmen;
1.4 The maintenance of place of work condition, the provision and maintenance of
the means of access to and egress from place of work that are safe and
without risks;
1.5 The provision and maintenance of a working environment for his workmen
that is safe, without risks to health, and adequate as regards facilities for
their welfare at work;
1.6 Ensuring all workmen have a valid Sarawak Energy Safety Passport (SESP) and
CIDB Green Cards before entering the construction site.
1.25 Contractor’s Temporary Accommodation and Facilities for Workmen Living on Site
The Contractor shall provide and maintain all temporary accommodation and facilities
including temporary lighting, plumbing and water storage for his labour and staff living
on Site. Such accommodation shall be in the form of standard cabins or constructed of
plywood and/or metal deck or of other materials approved by SEB and provided with
adequate facilities to the approval of SEB, in accordance with the following requirements:
1.1 The location of the accommodation quarters shall be to the approval of SEB
before the erection and shall be such as to avoid obstruction
and nuisance to the Works and public and shall be laid out in an approved
and orderly manner.
1.2 Under no circumstances shall the accommodation be provided in buildings
under construction.
1.3 The temporary accommodation shall be provided with adequate ventilation
and lighting. Each accommodation unit shall be maintained, kept tidy and clean
at all times.
1.4 The accommodation quarters shall not be more than two storeys high. Common
areas for dining, recreation and praying purposes shall be provided.
1.5 Plywood used shall be new and of minimum thickness 12 mm. The external
walls shall be painted.
1.6 The Contractor shall provide adequate temporary toilets and bathing place with
necessary water, septic tank and drainage in accordance with DOE and/or Local
Authority requirements. It shall be maintained in a clean and sanitary condition
at all times to the satisfaction of SEB / Ministry of Health (MOH) / Local Authority.
All wastewater must be treated such that its effluent meets the requirements of
all existing legislation and regulations.
1.7 A separate area shall be provided for cooking.
1.8 Water used for consumption shall be obtained directly from water authority
mains. Where such water supply is not available, potable water shall be
provided from sources approved by SEB. Potable water shall comply with the
requirements of the guidelines issued by the MOH.
1.9 The Contractor shall appoint a person to be responsible for keeping and
maintaining a register of the workmen and other persons occupying the site
accommodation.
1.10 No rearing of animals shall be allowed at the Site.

1.11 Proper provision shall be made for the disposal of all waste and refuse.
The Contractor shall store or stack at all times, all materials, tools, etc. in a safe and
orderly manner so as not obstruct any passageway or place of work.
Suitable types of fire extinguishers shall be installed and maintained at required locations
on the Site throughout the Contract period inclusive of the provision of Wifi services, printer
inclusive of scanner, photostat and A4 paper, first aid kit, rack cabinet to store PPE and
drinking water. The Contractor shall provide the equipment and facilities as listed above
for the use of SEB staff. All equipment and facilities provided shall be new, delivered,
tested and installed within four (4) weeks from the date of possession of Site.
The facilities provided shall be maintained by the Contractor or his appointed agent
throughout the contract period until the issuance of the Certificate of Practical Completion.
Maintenance shall include all necessary monthly servicing according to the manufacturer
specifications and supply of accessories and consumables.

The vehicle shall be in the custody of the Contractor at all times and be readily available
for the use of SEB staff. The Contractor shall provide comprehensive insurances to cover
all drivers and passengers and ensure that all road tax is valid throughout the period of
service.
Replacement vehicle shall be provided when the normal vehicle is not available such as
during periods of servicing, maintenance or repair. If the Contractor fails to provide
the required transport, the officer shall have the option to arrange alternative
transport and the Contractor shall bear the expenses incurred. After the issuance of the
Provisional Acceptance Certificate, the vehicle shall be returned to the Contractor.
The Contractor shall be responsible for the maintenance of the Laboratory and all
equipment including all necessary calibration throughout the duration of the Contract.
The laboratory may be jointly used by SEB and the Contractor. All tests shall be carried
out by qualified laboratory assistant(s) / technician(s) and shall be witnessed and
approved by SEB.
Subject to the SEB’s approval, the Contractor may also propose an accredited
laboratory approved by SIRIM as an alternative to the construction of a testing
laboratory. All works subject to laboratory test shall not be permitted to commence
until the laboratory and necessary equipment have been provided or the accredited
laboratory has been approved by SEB.
1.31 Sanitation
The Contractor shall provide and maintain sufficient temporary toilets at appropriate
locations on site as approved by SEB. Toilets shall be complete with adequate water
closets, urinals, hand-basins with proper sanitary system and maintained in a clean and
sanitary condition in accordance with the requirements of the MOH.

All wastewater must be treated such that its discharged effluent meets the requirements
of all existing legislation and regulations.
The Contractor is not allowed to carry out open burning of cleared vegetation, debris
and construction waste etc., shall not be allowed unless prior approval is obtained from
the Director General of the DOE. The Contractor shall provide suitable spraying
equipment for regular spraying of water over the existing roads, tracks and access
roads, near settlements, completed as well as incomplete road and other barren areas
of the site used by the Contractor especially during the dry season or as and when
directed by SEB.
When the Contractor’s trucks or equipment utilizes public or private roadways, all dirt
and materials shall be removed from the trucks/equipment by hosing, lorry wash-trough,
etc. before leaving the site. The Contractor shall provide for the prompt removal of all
dirt and other materials spilled from his or his sub-Contractor’s vehicles on public or
private roadways.
For Contractor’s trucks carrying sand, aggregates, earth and other loose construction
materials liable to spillage, tarpaulin must be used to cover such open trucks when
passing through villages and settlements or on all roadways. The Contractor shall also
ensure dust control at quarry / batching plant (if any) complies with environmental
requirement as stipulated in the Environmental Quality (Clean Air) Regulations, 1978.
The Contractor shall ensure that at any time, the vibration levels resulting from his works
at or across real property boundary should not exceed the Recommended Limit. No
person unless duly authorized by law or carrying our legitimate duties shall use explosives
or results in explosions which create a vibration disturbance across a real property
boundary or on a public space or right of way.
The Contractor shall comply with the general recommendations set out in DOE Interim
Planning Guidelines for Vibration Limits and Control in the Environment together with
any specific requirements described in the Contract.

The Contractor shall gather up and clear away all rubbish as it accumulates during the
progress of the Works at least twice each week at times approved by SEB. The services
shall be continued until the completion of the Works. Garbage or construction waste
shall be disposed in a locally available landfill or hauled to disposal sites approved by
SEB.
Before handing over of the Works, the Contractor shall scrub all floors, paving’s,
staircases etc. and clean out all gutters, gulley’s, manholes, sumps and drains. The
Contractor shall also clean all glass panes and leave every part of the completed Works
included in this Contract in a clean, sound and tidy condition to the approval of SEB.
1.36 Mock-ups
The Contractor shall prepare sample installations as required to match specified works
in all respects before proceeding with work. Mock-up units approved and accepted by
SEB shall be referred as the Standard of comparison for the work.

2.1.2 Specifications
The Works to be performed by the Contractor under the Contract comprises the performance
of all activities and the provision of all resources necessary to complete the engineering,
procurement, construction, mechanical completion and start-up of the Permanent Works.
The project shall consist but not limited to the following scope of works:

inclusive of concrete with all necessary gaskets, weather strips, sealers,
lintel and mosquito brackets, straps, tapping screws, mastic, hardwood
netting. packing and setting blocks, approved waterproof
silicone sealant compound pointing to aluminium
base and side sections, fittings, etc. and approved
ironmongery
• Aluminium framing windows shall be probably braced
and checked, halved, screwed or bolted together as
required.
• Sliding window complete with head, cill, jamb &
mullion. 6mm thick Malaysia Safety Glass (MSG) or
approved tinted glass as described with grounded and
polished edged.
• All carpentry and joinery work shall include all
necessary notching, halving, mortising and tenoning,

a. To design, supply and construct civil and structure of the proposed 11/0.433kV Dsub
including all necessary accessories, works and test. The location of Dsub shall be proposed by
Contractor with the following to be considered.
i. located above the local flood level and well drained
ii. clear of other services such as sewer, water, or telecommunications
iii. clearance from other building and building earth – at least 5m from any metal structure,
fence or reinforced concrete in contact with other buildings earth

f. The Dsub shall consist of but not limited to the following equipment complete with all

ii. 11kV Ring Main Unit (RMU)

g. The quantity of the equipment supplies and install shall be proposed by the Contractor base
on the Contractor design and the estimated connected load.
h. Supply of machinery, equipment’s and accessories which have been originally designed for
operation on 60 Hz alternating current supply and then modified for operation on 50 Hz
alternating current supply will not be acceptable.
i. The Contractor shall ensure that all equipment supplied can be installed in the available
space and that there is adequate access to admit the Dsub and equipment to their respective
positions with sufficient clearance for its proper operation and maintenance.
j. Complete earthing system and protection system shall design and install by the Contractor
with the approval of Employer. Earth tape shall be painted with CRC coating or better to be
protected with heat shrink.
k. The earthing system comprises a ring of 70mm2 copper cable linking rods driven just inside
the enclosure perimeter. Additional earthing may be required where earth resistivity is high.
Where separate earthing is used, a separate LT earth is run external to the substation,
typically along the cable route. The interconnecting conductor is laid 300mm below the
surface. ‘Tails’ from the ring are connected to the plant and cable terminations.
l. The design of the protection system shall consider that any tripping occurred at the
substation or cable fault at the 11kV underground cable will not jeopardized the operation of
the Bakun Power Station MV-Station Distribution Board.

m. The design shall be considered that failure of any of the equipment or LV cable fault will
not result in a total blackout of the Operator Residence.
n. The rating of each transformer shall propose by Contractor and include a minimum
additional 20 % contingency allowance applied to the total estimated connected load and
shall be subject to the approval of the Employer.
o. The transformers shall be installed within the respective proposed Dsub on the transformer
plinth.
p. The 11kV RMU shall be extensible type and the Contractor shall consider the require space
and shall be installed on plinth for future extension in the Dsub in this contract.
q. 7W6F Distribution Pillar may be positioned on plinth at any convenient exterior wall

s. Design document, drawing, calculation and installation method statement, operation and
maintenance manual shall be submitted for employer approval.
t. The general requirement for Cable Laying is as below:
i. The 11kV and LV underground cable design shall be proposed by the Contractor for
Employer approval. All design shall comply to SESCo’s standard requirements and
Approved List of Materials. Contractor are to refer full manual for better
understanding to apply the design.
ii. The sizing of the 11 kV and LV cables shall be proposed by the Contractor based on
the maximum connected load of the feeder loads plus a minimum additional 20 %
contingency allowance and shall be subject to the approval of the Employer.
iii. The rating of the respective cable conductors shall comply with IEC 60287.
iv. Horizontal direct drilling (HDD) shall be applied for road crossing.
v. Cable markers shall be supplied and installed by the Contractor at the interval of 100
feet for straight route. On the point when route direction changes, and on curve the
interval is to be instructed by the Employer. Cable joint markers shall be supplied and
installed by the Contractor upon backfilling.
vi. Design document, drawing, calculation and cable laying method statement shall be
submitted for employer approval.
vii. Testing and commissioning of equipment and cable supplied installed shall be
performed by Contractor’s competence person and witness by Employer
representative.

1. The Contractor is required to supply, delivery, lay, install and test the following:
i. 12-core single mode armoured outdoor fiber optic cable;
ii. Cat6A ethernet cable;
iii. Network Equipment Rack;
iv. Fiber optic and Cat6A Patch panel (include patch cord); and
v. Other component and accessories base on the supply cable and equipment.
2. To supply and install network equipment rack complete with all necessary accessories; 42U
rack at Server Room in Administration Office and 1(one) 9U rack at each of the other
building.
3. 9U and 42U rack with physical lock for each of the network cabling consolidation locations,
to secure the network switches inclusive of installation and mounting. Please refer to
Technical Specification for more details.
4. Design, supply, install and testing & commissioning of 12-core single mode armoured
outdoor fiber optic cable complete with all accessories from:-
i. the Bakun Power Station to the Operator Residence 2 Server Room in Administration
Building following the 11kV underground cable route; and
ii. the Server Room in Administration Office to all the 9U rack at respective building.
5. All core of the fiber optic cable shall be terminated at the patch panel at the respective
location supplied under this contract. Actual location of the network equipment rack and
patch panel shall be finalized based on actual building layout design and shall be subjected
to SEB’S approval.
6. To lay, terminate and test of Cat6A ethernet cable from patch panel at network equipment
rack of each respective building to:
i. 60 rooms and 4 meeting room for Visitors Centre;
ii. 96 rooms for Staff Quarters;
iii. 2 point at Restaurant;
iv. 2 point at Chapel; and
v. 1 point at Guard House.
*Note: Nodes stated in item 6 serve as minimum number.
7. Cat-6 ethernet cable jack socket shall be provided at respective nodes stated at item 6 for
Access Point connection. Location to be finalized base on the actual building layout and
shall be subjected to Employer approval.

8. All Cat-6 ethernet cable shall be conceal within the wall with proper cable conduit and
necessary accessories.
9. Patch cord for fiber optic cable and Cat-6 ethernet cable shall be provided.
10. For underground cable, Contractor is required to dig cable trench with at least 2 feet depth,
lay the cable inside HDPE pipe with warning tape, brick and sand, then backfill and
compaction.
11. Concrete Cable marker shall be installed at every turning point and every 30m along the
underground cable. Detail design of the cable marker shall be submitted for approval.
12. Supply and install GI pipe sleeve for any cable crossing inclusive of road crossing, building
slab, drainage crossing etc.
The Contractor is required to enter their response to specified requirements as per the table in
accordance with requirements set out in Contract Appendix A (Attachment A-1 Technical
Specification for Network Equipment and Cabling Works). Absence of a response, where
expected, shall be taken to mean non-compliance.
The Contractor shall ensure that the Works are performed with a view to ensuring that the
Works (when completed) will be fit for their intended purpose, safe, reliable, maintainable,
accessible, operable and efficient throughout their required lifetime. In order to achieve this
intended purpose, the Contractor shall, in the performance of the Works:
(a) ensure a world class standard for health, safety and environment ("HSE") in all aspects
of the Works;
(b) ensure efficient and effective engineering, procurement, construction and mechanical
completion activities, through the implementation and use of an effective organisation,
utilising the best available resources from the Contractor and SubContractors;
(c) select an execution strategy that provides maximum added value to the Project (e.g.
delivery of Permanent Works fulfilling the Contract requirements) at the lowest possible
cost, without unmanageable risk to project cost, schedule or performance;

(f) ensure an optimal design to reduce the overall procurement and construction costs of
Subcontracts;
(g) secure delivery of Plant and Materials to the Site free of punch list items by:
(ii) performing efficient factory acceptance tests ("FAT") to the extent deemed
beneficial;
(h) secure efficient mechanical completion inspection at the Site prior to undertaking the
start up activities; and
(i) secure efficient and timely taking-over of the Works or a Section, as the case may be, to
the Employer.
The Contractor shall provide an organisation to manage and control all activities and phases of
the Works and to ensure full and satisfactory performance of all its obligations under the
Contract. The Contractor's organisation shall ensure quality and effective communication in all
elements of the Works, in particular with respect to the interface between engineering and
construction.
The Contractor shall carry out quality management related work, administration, planning,
scheduling, cost control, reporting and other requirements as further outlined in Contract
Appendix D [Employer’s Administration Requirements]. HSE shall be an integrated part of the
Works.
The Contractor shall provide all office facilities and associated utilities required to perform and
complete the Works.
The Contractor shall provide, operate and maintain the temporary site facilities and services for
the Contractor and the Employer, including the offices, accommodation and other facilities as
necessary for the Works.

Such office and site facilities shall comply with the requirements as further outline in Contract
Appendix E [Employer's Technical Requirements].
The Contractor shall fully co-operate with the Employer, the Employer’s other Contractors and
other third parties involved in the Project in order to achieve continuity and compatibility of all
systems, installations and operations of the Project.
The Contractor shall be responsible for the handling, co-ordination, development, technical
content and construction of its interfaces (physical, logical, equipment, systems and areas).
The Contractor shall comply with Sub-Clause 4.6 [Cooperation] of the Conditions of Contract
and Contract Appendix D [Employer's Administration Requirements].
The Contractor shall plan, organise and perform the Works so that all HSE and security
requirements are complied with in all phases of the Works, including during design, and
construction. The Contractor shall prepare and implement an HSE and Security Management
Plan in accordance with the requirements in Attachment D-2 [Health, Safety, Environment and
Security Requirements] to Contract Appendix D [Employer’s Administration Requirements].
The Contractor shall perform necessary HSE and security studies, reviews and analyses as per
the requirements of the Contract and the Contractor's HSE and Security Management Plan. The
Employer shall be invited to participate in all analyses. The Contractor shall ensure that all
assumptions in, and agreed recommendations resulting from, HSE and security studies
performed by the Contractor are reviewed by the Employer and implemented.
The Contractor is responsible for the HSE and security activities and performance of the
SubContractors and the Contractor’s Personnel.
The Contractor shall implement quality and risk management systems that as a minimum
comply with the requirements set out in Contract Appendix D [Employer's Administration
Requirements].
The Contractor shall establish necessary resources to develop, maintain and follow-up the
quality and risk management systems throughout all phases of the Works.
The Contractor’s project quality and risk management function shall be an integrated part of
the Contractor’s project management organisation, and shall irrespective of other
responsibilities have the authority to institute necessary actions to secure that the project-

specific quality and risk management systems are functioning within all areas of the
Contractor’s work.
The Contractor shall ensure that all relevant requirements for quality and risk management are
implemented in Subcontracts to ensure fully integrated and consistent quality and risk
management of the Works.
The Contractor shall prior to award of a Subcontract assess the SubContractor’s quality and risk
management systems and determine its compliance with the requirements set out in Contract
Appendix D [Employer's Administration Requirements]. Reports from such assessments shall be
submitted to the Employer for information. The Contractor shall ensure that corrective actions
are implemented if the SubContractor’s quality and risk management systems are not
sufficiently implemented.
7 GENERAL REQUIREMENTS
The Contractor shall comply with all applicable Laws, codes and standards during all phases of
the Works.
7.2 Standardisation
The Contractor shall reduce the number of makes of Plant and Materials by using only one
make or type for each function within a system independent of area/location within the
Permanent Works. The Contractor shall standardise makes across the Permanent Works as far
as practicable.
The Employer shall at all times have access to all data and documents produced by the
Contractor and SubContractors.
The Contractor shall, when requested by the Employer, submit to the Employer all necessary
documentation in support of the Employer's submissions to the Government Authorities or
other third parties.

The Contractor shall identify and present to the Employer a list of all notifications and permits
required to perform the Works. The Contractor shall provide all required input for the
Employer’s required notifications and applications.
The Contractor shall be responsible for preparing notifications and applications and obtaining
those permits which it is responsible for in accordance with Sub-Clause 1.10 [Compliance with
Laws] of the Conditions of Contract. Notifications and applications shall be submitted to the
Employer for its approval. The Contractor shall notify the Employer promptly of any
communication with the Government Authorities.
The Contractor shall be responsible for all planning, scheduling, progress monitoring, cost
control and reporting of the Works. The Contractor shall use its own systems for performing
project control. These systems shall incorporate established planning, scheduling and control
techniques. The Contractor's systems shall be in accordance with the requirements for project
control set out in Contract Appendix D [Employer’s Administration Requirements].
In order to ensure a fully integrated and uniform project control system for all the Works, the
Contractor shall ensure that all relevant requirements for project control systems are
implemented into Subcontracts.
8.1 General
The Contractor shall perform and document all engineering required for completion of the
Works in accordance with Sub-Clause 5.1 [General Design Obligations] of the Conditions of
Contract.
The Contractor's design and engineering activities shall be based on the specifications and other
technical documentation enclosed in Contract Appendix E [Employer’s Technical Requirements]
and Contract Appendix G [Contractor’s Information], and shall be performed in accordance with
Contract Appendix C [Work Schedule]. The Permanent Works shall be designed and engineered
with a view to ensuring that the Permanent Works will be fit for their intended purpose, safe,
reliable, maintainable, accessible, operable and efficient throughout their required lifetime.

The Contractor shall design and develop all systems relevant for the Permanent Works and
produce all required documentation, drawings, databases, etc. to support such design and
development.
The Contractor shall perform hazard and operability analysis ("HAZOP") / hazard identification
and evaluation ("HAZID") analyses and implement all findings in the Works. Such analyses shall
as a minimum be performed prior to release for instruction (e.g. prior to commencing
production of isometric drawings or prior to award of Subcontracts).
The Contractor shall perform area design reviews to verify safe and easy routes for personnel,
vehicles, operation and maintenance of Plant and Materials, as well as safe and easy
arrangements for exchange of Plant and Materials.
The actions from all design reviews shall be documented and followed-up until all actions are
implemented and closed.
Notwithstanding the specific requirements of this Contract Appendix, the Contractor shall
produce all specifications required for the performance and completion of the Works.
The Contractor shall perform all evaluations and studies required to complete the Permanent
Works.
The Contractor shall perform all calculations and analyses necessary to complete the Works. All
such calculations and analyses shall be performed utilising recognised methods, algorithms,
computer programs and models.
The Contractor shall produce manuals for operation and maintenance for the Permanent
Works. Such manuals shall be developed as the Works progress and shall be organised by

system. The Contractor shall prepare step-by-step procedures specifying actions to be adhered
to for start-up, shutdown and other operational situations.
The table of contents for the manuals shall be presented to the Employer for review and
approval.
The specified number and types of copies of operation and maintenance manuals prepared and
submitted by the Contractor shall comply with the requirements set out in Attachment E-3
[Technical Documents and Drawings Requirements] to Contract Appendix E [Employer's
Technical Requirements].
Pursuant to Sub-Clause 5.5 [As-Built Documents] of the Conditions of Contract, the Contractor
shall prepare, and keep up-to-date, a complete set of As-Built Documents of the execution of
the Works. For purposes of this Sub-Clause, "As-Built Documents" shall refer to those
documents describing or showing the as-built arrangement, condition, or status of each
respective part of the Works.
The As-Built Documents to be submitted to the Employer shall include (as applicable to the
respective parts of the Works):
(a) final design report (updated to include the As-Built condition of the respective parts of
the Works);
(b) drawings (updated to include the As-Built condition of the respective parts of the
Works);
(c) operation and maintenance manuals (updated to include the As-Built condition of the
respective parts of the Works);
(d) details of any operating constraints and limitations that could affect the respective parts
of the Works; and
The specified number and types of copies of As-Built Documents prepared and submitted by
the Contractor shall comply with the requirements set out in Attachment E-2 [Technical
Documents and Drawings Requirements] to Contract Appendix E [Employer's Technical
Requirements].

The Contractor shall provide required support documents to the Employer for development of
maintenance and inspection programs as per the Employer's requirements in Contract
Appendix E [Employer’s Technical Requirements].
8.9 Start-up
The Contractor shall prepare all procedures required for start-up of the Works. The Employer
shall review such procedures.
9 PROCUREMENT
The Contractor shall perform all procurement and administration of Subcontracts required for
the Works. This includes Subcontract pre-qualification, evaluation, award, invoice
administration and payment, and all other procurement activities required.
Contract Appendix H [SubContractors] comprises the list of approved SubContractors. Prior to,
or at latest in parallel to, request for bids from SubContractors, the Contractor shall submit the
technical specification of the request to the Employer for its review.
The Contractor shall ensure that delivery is performed so that all Plant, Materials and any other
Goods arrive at the Site in accordance with Contract Appendix C [Work Schedule]. Any
deviations shall be reported to the Employer without undue delay.
The Contractor shall be fully responsible for the procurement and delivery of all Goods as
necessary for implementation of the Works.
10 CONSTRUCTION
The Contractor's construction activities shall be based on the specifications and other technical
documentation enclosed in Contract Appendix E [Employer’s Technical Requirements] and
Contract Appendix G [Contractor’s Information], and shall be performed in accordance with
Contract Appendix C [Work Schedule].
11 COMMISSIONING
The Contractor shall be responsible for the management, coordination and execution of the
mechanical completion of the Permanent Works. The Contractor also has the responsibility for
all aspects of commissioning preparations and execution work, including the provision of
procedures, temporary facilities, consumables, special tools, commissioning spares, etc.
