01 50 00 Temporary Facilities and Controls
1. PART 1 - GENERAL
A. Contractor shall provide, erect, install, maintain, alter as necessary, and remove on
completion or when directed by the Engineer, temporary facilities and as described
in Project Documents and/or specified herein.
B. Contractor shall provide and maintain the temporary accommodation and facilities
for the Owner and the Engineer site offices requirements indicated in this section as
per categories respected to the project site area, any project site category shall be
determined as following:
2. Category C1 for project site area equal and more than 1,501 m2 and less than
4,000 m2.
3. Category C2 for project site area equal and more than 4,001 m2 and less than
9,000 m2.
4. Category C3 for project site area equal and more than 9,001 m2 and less than
20,000 m2.
5. Category C4 for project site equal and more than 20,001 m2 and less than 50,000
m2.
6. Category C5 for project site equal and more than 50,001 m2.
B. Contractor shall satisfy himself as to the location and nature of the proposed
access routes to site and shall be responsible for preventing any damage
whatsoever to adjacent property and vegetation and keeping the access road free
from debris at all times.
A. General:
1. Contractor shall make his own provisions with prior approval of the
Engineer, or he shall perform necessary works required in conjunction with
Project Documents.
B. Temporary Water:
1. Contractor shall supply in sufficient quantity all necessary potable and other
water for construction purposes for other trades at a point within a
reasonable distance from buildings being constructed. Contractor shall
make arrangements and pay charges for water service installation,
maintenance, and removal thereof, and pay cost of water for other trades.
2. When permanent water supply and distribution system has been installed, it
may be used as the source of water for construction purposes, provided
that the Contractor obtains the written approval of the Engineer, and
assumes full responsibility for the entire water distribution system, and pays
all cost of operation and maintenance of the system.
3. Temporary pipe lines and connections from the permanent service line,
whether outside or within the building, but necessary for the use of the
Contractor and his subcontractors, shall be installed, protected and
maintained at the expense of the Contractor.

1. Contractor shall provide and maintain adequate fire protection in the form of
barrels of water with buckets, fire bucket tanks, fire extinguishers, or other
effective means of extinguishing fire, ready for instant use, distributed
around the project and in and about temporary inflammable structures
during construction of the works. Gasoline and other flammable liquids shall
be stored in and dispensed from safety containers approved by the
Engineer and storage shall not be within buildings. Torch-cutting and
welding operations performed by Contractor shall have the approval of the
Engineer before such work is started and a chemical extinguisher is to be
available at location where such work is in progress. Contractor shall follow
instructions and specifications of the Civil Defense Department.
4. Contractor shall provide and install the required numbers and quantities of
telephone and fax lines, handsets, fax machines and system equipments
indicated in the following table:
A. General:
1. The Contractor shall provide and maintain for the entire duration of the
project such administrative and supporting facilities as required for the sole
use of the Engineer and his staff. The building/s may be pre-fabricated or
conventionally constructed and all rooms shall be sufficiently dimensioned
to include the essential furnishings. The temporary offices shall be
available for use not later than one (1) month after the date of the site
handing over.
2. The Engineering site office shall consist of at least the required rooms
spaces, functions, and facilities which shall be provided as indicated in the
following tables B & C:
All rooms shall have a minimum height of 2.45 m. construction shall be approved
by the Engineer prior to erection. The Contractor shall provide water, electricity,
AC, telephone and drainage system and all such supplies shall be continuously
furnished throughout the construction period. Contractor shall be responsible to
provide adequate and sufficient services for the Engineer and his staff including
the messenger / office boy acceptable to the Engineer in full time basis and shall
keep the building in clean conditions. Contractor shall supply to the satisfaction
of the Engineer the necessary office equipment and furniture, i.e. telephone
exchange, telephone sets, fax machine, electrical typewriter English and Arabic,
desk calculators, advanced photocopy machine, chairs, desks, tables, filing
cabinets, coat hooks, etc.
6. Office furniture and equipment : Contractor shall furnish all rooms and office
with the suitable furniture and equipment for the offices use as per the list
to be submit for the Engineer approval and as indicated in the following
table E:
Contractor shall furnish and supply the offices with all the necessary office
supplies of adequate quantities as directed by the Engineer during the
entire project duration.

C. Contractor’s Facilities :
1. The Contractor shall, for his own use, furnish and maintain suitable offices,
stores and auxiliary facilities on the site. The Contractor shall include for
general use the following:
b. First Aid Facilities: The Contractor shall provide adequate first aid
facilities for the joint use of his staff and the Engineer and his
personnel. They shall be made available at no extra cost.

The Contractor shall provided all skilled labor required for the
installation, operation and maintenance of all laboratory equipment.
The equipment shall be periodically calibrated as directed by the
Engineer. The laboratory shall at all times be available for use by the
Engineer.
D. Labor Camps:
2. Any labor camp or accommodation shall be provided for laborers off site and
is expected to be fully in accordance with the laws of the Kingdom; and the
Contractor shall be fully accountable and responsible for ensuring all labor
laws are complied with, and security and the conduct of such men are lawful.
A. Contractor shall provide, install, maintain and remove materials and personnel
hoists as required for normal use by all trades, and employ only skilled operators
for them. He shall provide necessary guards, signals, protective facilities, safety
devices and the like required for safe operation, provide suitable runways from
hoists to each floor level and roof, and remove all such facilities after they have
served their purpose or when directed by the Engineer.
B. Contractor shall also provide and maintain all temporary ladders, ramps, runways,
chutes, derricks, stairs, and similar items required for the proper execution of the
work and permit the use of such facilities by other contractors, subcontractors or
trades. Hoists and chutes shall be so constructed as to prevent damage, staining
or marring of permanent work.
C. Not materials, rubbish or debris shall be permitted to drop free, but shall be
removed by use of materials hoist and/or fully enclosed rubbish chute.
D. Where required, openings in slabs, walls and partitions shall be provided for
installing large pieces of equipment. Openings shall be closed and/or made good
after the equipment is in place. Structural modification, if required, shall be subject
to prior approval by the Engineer.
A. Contractor shall provide, erect and maintain all staging and scaffolding (exterior
and interior) for all trades for their use during the construction of the building.
Staging and scaffolding shall be of approved design, erected and removed by
experienced stage builders and shall have all accident prevention devices
required by government laws.
B. Such staging and scaffolding shall be erected in sufficient time and in a proper
sequence so as not to delay the works. Subcontractors shall schedule and
commence their work so that building progress is not delayed or obstructed once
staging and scaffolding becomes available.
C. The above facilities shall be constructed and maintained in accordance with the
applicable requirements of Government Authorities and designed to comply with
the recommendations of the British Standards CP 97, Parts 1, 2 and 3, as
applicable, and be removed after they have served their purpose or when
directed by the Owner's Representative.
1. 7 TEMPORARY COVERINGS
A. Contractor shall protect finished surfaces, including jambs and soffits of openings
used as passageways or through which materials are handled, against possible
damage resulting from the conduct of work by trades.
B. Adequate protective material shall be laid under all materials stored on finished
surfaces, and shall be laid before moving materials over finished areas.
Wheelbarrows used over such areas shall have rubber type wheels.
E. Waterproofed and roof surfaces shall not be subjected to traffic, nor be used for
storage of material. Where some activity must take place in order to carry out the
work, adequate protection, subject to approval by the Engineer shall be provided.
A. Contractor shall provide and maintain during the entire contract period all
temporary safety measures necessary for the protection of people, buildings,
structures, pavings, curbs, channels, fences and the like on the site or adjacent
properties, and he shall be solely responsible for any damage to life and property
caused as a result of not having taken adequate precautions against such
damage.
A. Provide, erect and maintain on suitable supports and as directed by the engineer
one signboard of minimum size 6 x 3 m giving the names of the Project, the
Owner, the Designer, the Engineer, the Contractor and other required
information.
A. Provide temporary fencing, 2 m high with lockable gate (s) and adequate access
around the site, constructed in the conformance with the Municipality Regulations
and requirements.
A. The Contractor should provide new cars for the Owner site supervision team
(Employer Representatives) covered by the Contract’s value and with the
following specifications & quantity:
“Japanese Jeep, four doors, 4 driving wheels, model of the year during which the
project shall start. Then the ownership of this car will be transferred to the MOI. The
Contractor won’t be responsible for the expenses of fuels, maintenance, insurance &
traffic violations, as its responsibility is limited only for providing the car and the
expenses of transferring its ownership.
The Contractor shall organize and conduct 20 No. training courses in Saudi Arabia for
the Employer’s personnel, and such courses should fulfill the needs of The Employer’s
personnel.
The Contractor shall be responsible for all costs resulted from organizing these courses,
and such costs to be incurred on its total price in the project. The cost of one course
shall be SR 50,000 (Saudi Riyals Fifty thousand)
Employer shall determine the training topics, which will be carefully selected to fulfill the
needs of MOI personnel and to realize integration and full knowledge with all modern
techniques and methods in all different engineering and projects management fields,
Including Building Information Modeling (BIM) for facilities management of the Project
The Contractor shall be responsible for organizing such courses and all related
coordination, procedures and arrangements. The contractor shall be also liable any
delay occurred in courses or non-conducting or any part thereof, and in case of the
Contractor’s failure to conduct one of these courses, the Employer shall have the right
to conduct such courses or any part thereof and then to collect their values directly from
the contractor or shall deduct them from the contractor’s due payments or from those
payments may be due to it later.

A. General: Materials shall be new and approved by the Engineer, and must not
violate requirements of applicable codes and standards.
