Overview

z Darwin City Council owns and maintains over


385kms of footpaths and over 18,800 driveways
z Service levels drive maintenance programs
z Good management requires an in depth knowledge
of the assets
z Mobile Mapping and GIS systems allow the efficient
collection and analysis of data
z DCC uses MapInfo, Exponare, GBM Mobile and
Microsoft Excel
History

z There are a range of surface types, ages and


conditions of footpaths and driveways across the
municipality
z These major attributes combine to allow an
understanding of assets
z Locations that do not currently have footpaths or
driveways need to be identified
z Balancing game of prioritisation
Maintenance

z There are 4 main types of maintenance activities in


respect to footpaths and driveways
– Repair
– Rehabilitation
– Replacement
– Reconstruction
z New Construction works are additional to the
maintenance activities
z Replacement, Reconstruction and New Construction
are the focus of forward works programs
z Repair and Rehabilitation are generally reactive works

z Council has two separate policies that relate to


driveways and footpaths
z The footpath policy (#048);
– One well-maintained footpath for all roads
– Concrete material
– Priority areas considered
z The driveway policy (#049);
– One driveway maintained by Council
– Concrete material
– Repair versus replacement
Asset Segments

z Footpaths
– Each property frontage is one segment
– Width of driveways is subtracted from the segment length

Surveys

z 4 year survey cycles


z Last survey was in 2006
z Survey collected both
attribute and condition
data
z Portable handheld
devices were used with
GBM Mobile software
z All device setup and the
survey was undertaken
by DCC staff
2006 Survey Outcomes

z 4 year reconstruction
and new construction
program developed
z Significantly damaged
assets were identified
and repaired as priority
z Data in MapInfo and
Exponare used colour
coding lots indicating
material
2010 Survey

z 51% of the network surveyed


z Consultants undertook the survey and
transferred the data to Council
– Preparatory work included current data analysis and
tidy up and minor changes to the data structure
– Field survey was completed within 1 month
– The entire project took 11 weeks
z Data presentation changed from coloured
lots to coloured polylines

z Polylines provide much more flexibility for visual


analysis
– Gaps in footpaths are easily identified
– Corner blocks are represented with two separate lines for
both footpaths and driveways
– Thematic maps can be created for any attribute or condition
– Walkways and bicycle path can be added to visualise
linkages
– Layers showing schools and other lots of interest can be
added to see how the linkages tie in to high-use areas

z Run query on all footpaths with cracking >50% of length
