LOCATION: Based in Hpa-An (Kayin State)
STATUS: Full-time, January to August 2021

ARC Mission Statement


The American Refugee Committee (ARC) is an international nonprofit, nonsectarian organization that
has provided humanitarian assistance and training to millions of beneficiaries over the last 35 years.
ARC works with refugee communities in 11 countries around the world, helping people regain control
of their lives. The people ARC serves have lost everything to events completely beyond their control.
ARC provides shelter, clean water and sanitation, health care, skills training, microcredit education,
protection and whatever support we can to let people begin again.

The Myanmar country program of American Refugee Committee is actively responding to


humanitarian concerns in Myanmar, particularly in remote areas of the Southeast region. ARC is
working closely with national and local authorities to galvanize concerted and coordinated lifesaving
humanitarian assistance to people in need. Primary interventions focus on community health responses
to endemic malaria among hard-to-reach or transient populations.

Project Overview
USAID Defeat Malaria Activity (henceforth, Defeat Malaria) will support the national goal of reducing
malaria morbidity and mortality and controlling artemisinin-resistant malaria toward the long-term goal
of eliminating malaria in Burma. Defeat Malaria will strengthen the capacity of local partners, from
national to peripheral level, to lead, manage, and implement interventions to reduce the malaria burden
towards the goal of elimination and simultaneously strengthen the malaria surveillance system to better
inform and target control strategies and to monitor progress. Defeat Malaria will also engage
communities and promote the involvement of the private sector, testing new tools and approaches as
control measures are scaled.

Essential Duties and Responsibilities

Township Coordinator will be responsible for the following activities:

Program Management
• Actively participate in the regular operation and ensure timely implementation of planned
project activities
• Ensure the quality assurance of the services delivered to the community
• Ensure the regular and timely supply, stock and distribution of essential anti-malarial drugs
and malaria commodities
• Provide support for coordinating referrals to hospitals for critical cases
• Organize recruitment, training, and supervision of ICMV (Integrated Community Malaria
Volunteers)
• Coordinate, support, and supervise the township-level project team in community
mobilization and participate in malaria awareness and prevention initiatives as well as in bed-
nets distribution and impregnation activities
• Coordinate and conduct various surveys that will be organized by the project, including
baseline assessment, bed net use, entomological survey, socio-behavioral research on malaria
BCC, and possible school surveys.

Networking and Coordination


• Ensure the strategic direction, coordination and support of the project team working in
township
• Ensure regular monitoring and supervision of project activities
• Ensure the regular collection, storing and processing of program related data and information
for project evaluation and reporting
• When requested by the Field Technical Coordinator, liaise with local authorities at township
level
• Report to the Field Technical Coordinator any constraints, difficulties or needs in project
implementation.
• Other tasks as assigned.
Education, Technical Skills and Knowledge Required
• Public health or medical degree, or equivalent, from a recognized institution
• Valid Myanmar medical license (Sa-Ma)
• Previous experience of working in malaria projects, preferably 5 years
• Strong organizational and management skills
• Public health background and/or experience in epidemiology desired
• Karen language ability highly desired
• Ability to communicate in spoken and written English with aptitude in reporting are
mandatory
• Good practical skills and experiences, good communications and cooperation skills
• Ability to work under pressure and adapt to situations as required due to changes on the
ground
• Emphasis will be given to personal qualities of enthusiasm and commitment to the project
• The person should be tolerant and flexible to work overtime as project requires
• Required to work in Kayin including travel to remote rural areas
