Technical Report for Procurement of Material of Allai Khawar Hydel Power Station
Introduction
Allai Khwar Hydropower Plant is a run-of-the-river, high head project of 687 metres,
located in the Battagram District on the Allai Khwar River, a left bank tributary of
Indus River in Khyber Pakhtunkhwa Province, Pakistan. It is approximately 245 km
from the federal capital of Islamabad and 330 km from the provincial capital of
Peshawar, in the Islamic Republic of Pakistan.
The total electricity generation capacity of the Allai Khwar Plant is 121 MW. There
are two Pelton-type turbine based electricity generating units of 60.5 MW each
installed at Allai Khwar Hydroelectric Station with the total average annual
generation yield of 463 million units (GWh) of least expensive electricity. The project
is completed by the technical assistance of international corporations via a
consortium between local and Chinese firms headed by Dongfang Electric which
was responsible for the civil works. The E&M works were carried out by Andritz
Hydro GmbH Austria. The transmission line was laid by the North East China Electric
Power Corporation along with the assistance of a local firm Imperial Construction
Company (ICC) from Lahore.
The project was officially inaugurated on 4 March 2013 by President of Pakistan Asif
Ali Zardari. The Chinese firm handed over the Project to Water and Power
Development Authority on 8 October 2013.

1. During the last shut down of Allai Khwar Power Station from 25/08/2017 to
03/10/2017, all the 12 Nos. eroded needle tips and seat rings of turbine nozzles of
both units were replaced with new one available at O&M store. Moreover water filters
for MIV’s were also replaced with new one. At present the stock position of water
filters for MIV’s is nil or bare minimum. In order to cope with emergency situation, the
procurement of water filters for MIV’s and oil filter as per sample is urgently required.
2. In this regard local market survey of water filters for MIV’s and oil filter as per
sample was carried out on 25.11.2017. Quotations from different suppliers of
Rawalpindi have been collected. Comparative statement is as under:-

Rates have been estimated where as the actual rates will be finalised by the purchase

All the material is purchased with best negotiations prices and authority used is
under rules of Wapda book of financial powers 2016. For that purpose,
quotations were exploited and minimum cost is evolved in purchasing of all
these material as per given explanations provided above.
