WHAT IS THE PNP P.A.T.R.O.L PLAN 2030?

The Philippine National Police (PNP) highlights its Vision to give a ‘Highly
capable, effective and credible police service by or before 2030’ to the Filipino Citizens.
In order to achieve this goal, a transition from the 10-year plan, the PNP ‘Integrated’
Transformation Program which started last July 2005 was to the newly adopted
PERFORMANCE GOVERNANCE SYSTEM (PGS) was done. In the PGS, scorecards
are utilized to measure breakthrough performance to assure attainment of its Vision.
Through the PGS, the PNP would initiate better daily direct contact with its citizens.
Example of these programs include the “OPLAN BES: Bisita Eskwela I am Strong
(Smart Talented Responsible Obedient Nice God-Fearing)” and Puso ng Pulisya sa
Gitna ng Trahedya, which aim to help the policemen to engage and to build trust within
its community. The PNP has been conferred three of the four PGS stages, INITIATION
(SEPTEMBER 2009), COMPLIANCE (OCTOBER 2011) and PROFICIENCY (SEPT
2012). The last stage, INSTITUTIONALIZATION, is yet to be conferred. The PNP aims
to achieve such through the following steps: (1) Establishing effective mechanism for
data tracking, (2) Reporting of governance performance, (3) Thorough conduct of
impact evaluation to determine breakthrough results, (4) Monitoring individual
performance (IP) Scorecards, and (5) Continuous conduct of PSG certification to all
PNP units and offices.

In order to achieve the organization’s Vision, the PNP devised the Peace and
order Agenda for Transformation and upholding of the Rule-Of-Law (P.A.T.R.O.L) Plan
2030. Included in this plan are agenda regarding (1) Enhancing Procurement and
budget system, (2) Upgrading skills and capabilities, (3) Improving crime prevention and
crime solution, and (4) Promoting active community engagement partnership. Lead
P.A.T.R.O.L ers are chosen through the establishment of Technical Working Groups
(TWG) and Police Strategy Management Units (PSMU) to advocate the PNP
P.A.T.R.O.L Plan 2030. National Advisory Group for Police Transformation and
Development (NAGPTD) was also organized to assist and support the PNP in the
implementation of the P.A.T.R.O.L Plan 2030. An Organized Advisory Summit are held
to showcase breakthroughs achieved by the PNP, to strengthen collaboration and
partnership with the stakeholders, to further explore new opportunities and avenues for
mutual support towards attainment a safer place to live, work and do business

The PNP P.A.T.R.O.L Plan 2030 currently has a roadmap that contains the
targets set to be achieved by the PNP units and offices. First is the RESOURCE
MANAGEMENT, this aims to optimize the use of financial and logistical resources. This
ensures that all strategic initiatives are connected with the approved General
Appropriations. The PNP Participatory Budgeting Process (PPBP) is also established to
ensure this step. The Increased Logistics Capability Index Fill-Up assures that
investigative and communications equipment, firearms and mobility assets are provided
to our policemen. LEARNING AND GROWTH aims to provide competent, motivated,
value-oriented and disciplined police personnel. Develop a responsive and highly
professional police organization. PROCESS EXCELLENCE focuses on improvement of
crime prevention and crime solution. Enhancement of community safety awareness
through community-oriented and human rights based policing shall also be done. Lastly,
COMMUNITY, the most important goal is to give our stakeholders, the citizens, a safer
place to live, work and do business. The PNP P.A.T.R.O.L Plan 2030 is inclined with
numerous the AMBISYON NATIN 2040 (long term Vision for the PH crafted by NEDA)
and forecasts based on the coming environment changes such as: (a) Population
growth, (b) Economic growth, (c) Increased migration to Urban Areas, (d) ASEAN
Regional Integration and; (e) Climate Change.
