WHEREAS, President Rodrigo Roa Duterte has repeatedly declared the intensified
implementation of National Program on Population and Family Planning (NPPFP) as a national
priority and policy strategy;
WHEREAS, in the President’s 10-Point Economic Agenda, he strategically and explicitly
included the full implementation of the Responsible Parenthood and Reproductive Health (RPRH)
Law to enable especially the poor couples, to make informed choices on financial and family
planning;
WHEREAS, the Philippines Development Plan (PDP) for 2017-2022 has likewise include the
achievement of demographic dividend as a key strategy in harnessing the country’s growth
potential;
WHEREAS, President Duterte issued Executive No. 12 to mandate the Department of Health
(DOH), Commission on Population and Development (POPCOM), Department of the Interior and
Local Government (DILG) and other relevant agencies, including local government units to attain
and sustain zero unmet need for modern family planning;
WHEREAS, the implementation of this priority strategy entails the mobilization and full
participation of LGUs particularly in the delivery of the full range of family planning information
and services especially among the marginalized and underserved population;
WHEREAS, the DILG issued Memorandum Circular No. 2020-132 dated October 7, 2020
providing the guidelines for the establishment of the Implementing teams of the RPRH Law in the
LGUs.
NOW, THEREFORE, I GAUDIOSO R.AMBAT, Punong Barangay of Barangay
TALON,AMADEO, Province of Cavite, by virtue of the power vested in me by law, do hereby order
the following:
Section 1. Creation of the Barangay Reproductive Health (RPRH) Law Implementing
Team
The RPRH Law Implementing Team shall be organized with the structure as identified
below:
The RPRH Law Implementing Team shall perform the following functions:
2.1 Conduct of regular quarterly meetings and special meetings when necessary;
2.1.1 The agenda of such meetings shall include, but not limited to, the development and
implementation of policies/programs, projects and activities (PPPAs) relative to
the promotion and fulfillment of the RPRH Law specifically localizing the national
program on population and family planning;
2.1.2 The conduct of these meetings should adopt the new normal protocols.
2.2 Formulate policies necessary to promote the programs on Population and Family Planning
which cater the basic needs of men and women;
2.2.1 Undertake information, education and advocacy campaign on RPRH to give
prominence to the implementation of family planning in the country;
2.2.2 Conduct capacity building programs for all stakeholders involved in the
implementation of RPRH PPAs;
2.2.3 Provide services to all men and women regarding the programs on population and
family planning;
2.2.4 Create and establish systems on effective coordination with the national agencies
involved in the promotion of RPRH;
2.2.5 Institute policies and programs to promote the welfare of men and women on
RPRH programs aligned with the national thrusts;
2.3 Prepare and submit approved Annual Work and Financial Plan to the Commission
of
Population on or before every 15 of January of every year; and
2.4 Prepare and submit Semestral Accomplishment Report based on the AWFP on or
before
every 20th of January and July to the DILG.
3.1 Prepare and keep records of the duly signed Minutes of the Meetings, attendance sheet and
pictures; and
3.2 Ensure that the minutes of the meetings, agenda, and summary of agreements as approved
by the Chair of the implementing team shall be forwarded to the Commission on Population
Regional Office every end of the quarter;
