Executive summary

Higher education remains the most important investment any person can make in their

future. Open school data can foster accountability and combat corruption in education, but only

when it is used effectively and any malpractice is addressed with clear consequence. The

Department of Education (DepEd) of the Philippines is a very strong advocate of freedom of

information, and is active in promoting transparency and accountability. This Policy Forum is a

great venue to craft strategies and efforts that will help advance the quality of education, with

inputs coming from a strategic mix of people who are devoted to education and really know what

they are talking about.

Policies and capacity development initiatives must also exist to help close the gap

between information and how it is actually used to improve the quality and service delivery of

education. Open school data should not be considered only as a technical issue but rather as a

political issue, which can help modify power imbalances within education systems and can

strengthen routes towards more accountability in the sector.

The interwoven concepts of accountability and transparency seem to be the dynamic

factors which keep pushing governments towards intensified evaluation and to publish results

more openly. All has approached the questions of how to collect school performance data

optimally and the extent to which the results ought to be published, in different manners, based

on their own historical, cultural and political trajectories. If we want to turn our focus to more
recent policies or anticipate future paths, we have to look at the discursive practices which

constantly interpret, renew or challenge the legitimacy of the current evaluation practices in the

society.

The project team come up with the making of a brochure to help in informing and

disseminating the university’s approach to combat transparency and accountability to every

parents and students across campuses.

Objectives of the Study

The objectives of this study is to create a brochure that includes:

1. Identifying what are the approach of JRMSU to attain transparency and

accountability of the students of JRMSU.

2. Determining how JRMSU handle in terms of accountability to students.

3. Finding out if there are areas of the organization that is not transparent and does

not hold accountable to the students.

4. Featuring one of the college who has exercise transparency and accountability.

Statement of the Problem

Transparency and accountability has always been the issue of any organization that is

why the team come up with this project to mainly help the university validate it’s transparency

and being accountable to the students.

To the best of our knowledge, the factors enhancing transparency and accountability in

any organizations have also received empirical research to the help this project successful.

Participants
The subject matter of this becomes relevant in every organization since every

stakeholders want that sense of transparency to further understand what happened to their

investments. This mainly focuses on Jose Rizal Memorial State University to further give

information to the parents and students on how the university handle accountability and

transparency.

 Firstly, the results of this project will be of interest to the students and parents. This is

because they will the first who will be benefited in this study.

 Secondly, the university since they can use this to strengthen their approach on being

accountable and transparent not just to the students and parents but also to the possible investors.

 Lastly future, researchers definitely will find the outcome of the study useful in terms of

reference materials.

Technical Approach of the Project

In order to achieve and resolve the objectives and problems of this study. The following

approaches must be followed:

 Strategies

1. Gathering information on transparency as to how the university staffs and admins

discharged its duties and enables a more informed assessment of its performance

and effectiveness.

2. How the top management adopted principles and practices to the betterment of the

organization as to being accountable to the studentry.


3. Getting results to students on how effective the university on being transparent to

any transaction related to students.

4. Interviewing any college representative to attain personal information regarding

these transparency and accountability in their college

 Activities

1. Researchers must disclose the approach of the university as to how transparent the

university to the students through the created brochure.

2. Informing students through online platforms regarding how accountable the

university when in terms to students complaints by presenting the finish project

which is the brochure.

3. Evaluating the university if it's in line with the principles and laws they have

presented.

4. Publishing the created brochure to the university.
