Concept of Applying The Neighborhood Unit Principles in Bolstering

Social Interaction in a National Housing

(Case Study : National Housing in Bumi Tamalanrea Permai, Makassar)

ABSTRACT

Neighborhood unit concept popularized by Clarence Arthur Perry in 1929 and has become a popular urban
settlement planning in America. In general, the neighborhood unit planning contains the spatial boundaries of
housing that aims to a strong interaction between the dwellers of the environment. In the formal housing, the
policy are used as a reference to the arrangement of the environment has not been focused on social goals.
Though it is important and urgent to establish the approach to the environment with the social life of the residents
where is a lot of the emergence of social problems and inequalities of society, especially in Indonesia, which
ethnic and cultural diversity.
This study aims to find the local conditions of the neighborhood unit, so it can be applied within the guidelines
and policies in formal housing, especially Perumnas as a pioneer for various income level. This study used mixed
methods to obtain a fuller view of qualitative and quantitative methods. Qualitative methods through interviews,
observations and collecting data from various sources with the descriptive analytical and evaluative approach in
order to find a policy that is appropriate with the local context. While quantitative find the characteristic and
relationships social interactions and neighborhood. The use of mixed methods in this study is to provide an
understanding and better result in application of the concept of neighborhood units in the study area.

Abstract
Throughout the history, the term neighborhood has a different meaning for different cultures and places,
and also used in several different ways. The word is used to designate a neighborhood area or district
inhabited by a community. The term neighborhood units appeared and first popularized by Clarence Perry as
the concept of urban design in America. Since then, the concept of neighborhood units continues to grow and
has become a concept that is able to adapt to the environment, even in the context of a particular country.
Until now there is no sense of neighborhood as a unit which is universally applicable. So as to better
understand the notion of neighborhood units, we need to understand the principles and its adaptation to local
contexts in a formal housing.
