A1. School Purpose Criterion: The school has established a clear vision and mission (purpose) that reflects the beliefs and
philosophies of the institution. The purpose is defined further by adopted schoolwide learner outcomes that form the basis of the
educational program for every student.
UPDATES:
● Teachers are reciting Vision, Mission, and SLOs with students during Google Meets/Hardcopy-
Vision, Mission, and SLOs will be distributed via Hard Copy packet
● Use of SLOs evidence will be collected via PenPal letters that were sent home to both Hardcopy and
Online learners.
● Each student will fill out the SLOs rubric this year. Rubric was not implemented during 1st Quarter;
however, teachers will be monitoring SLOs evidence through the use of SLOs rubric for 1st Semester-
Hardcopy version to be sent out through the packets/ Online version will be in two styles: Google
Slides for primary grades and Google Forms for intermediate grades.
● AIMSWeb assessments and/or DWA are unclear as to its administration this school year due to
current school closures.

A2. Governance Criterion: The governing authority (a) adopts policies which are consistent with the school’s
mission and vision (purpose) and supports the achievement of the schoolwide learner outcomes, (b) delegates
implementation of these policies to the professional staff; and (c) monitors results.

● Due to COVID-19, GEB regular meetings are conducted virtually via Zoom Conferencing and live-
streamed on Guam Department of Education’s facebook. Public notice is published in the Guam
Daily Post and on the Office of the Attorney General’s Public Meeting website. Meetings are
recorded and minutes of the meeting are produced and posted on the GEB website. The Board allows
individuals to submit written testimony of public participation within 10 days after each meeting via
email.
A3. School Leadership Criterion: The school leadership (a) makes decisions to facilitate actions that focus the
energies of the school on students’ achievement of the schoolwide learner outcomes; (b) empowers the staff;
and (c) encourages commitment, participation, and shared accountability for student learning.

● The school principal maintains shared responsibility and involves all staff by clearly defining their
roles and responsibilities to include ensuring students are provided quality education and reinforces
the vision, mission, goals, and student learning outcomes to improve student achievement.

A4. Staff Criterion: The school leadership and staff are qualified for their assigned responsibilities and are
committed to the school’s purpose and engage in ongoing professional development that promotes student

A5. School Environment Criterion: The school has a safe, healthy, nurturing environment that reflects the
school’s purpose and is characterized by respect for differences, trust, caring, professionalism, support, and high
expectations for each student.
UPDATES:
Describe the school’s facilities and their overall condition (buildings, labs, technology, library, athletic
facilities, playground, etc.).
● There have been a number of added equipment since the closure of SY 2019-2020.
Formats of communication extend through the use of technology, media, personal communication, and written
documentation. The following tools are commonly utilized to communicate with stakeholders:
● PTO meetings are currently on hold during the pandemic.
● In the new way of learning, conferences were scheduled in multiple modes (virtual/video conference,
phone call, email).
● Classroom Assessment Summaries were not used for the 1st quarter, but will be used for 2nd quarter.
● Currently, teachers are using progress reports as a means for a report card for the first quarter and
semester of distant learning.
● Currently, teachers are using progress reports as a means for a report card for the first quarter and
semester of distant learning.
● PowerSchools PULSE Data is not currently being used as student misbehavior and conduct hasn’t
been reported due to distant learning.
● Currently, teachers are not using CFAs as a form of assessment.
● The use of District Wide Assessments (SBA/ACT ASPIRE) for the end of this school year is still
uncertain and has yet to be decided by Guam DOE.
● Currently, teachers are not using AIMSwebplus as a form of assessment.
● Currently, teachers are using progress reports as a means for a report card for the first quarter and
semester of distant learning.
● Currently, of 23 teachers, 100% of them use formative assessment for both models of learning.
● Currently, of 23 teachers, 82.6% of them use summative assessment and 17.4% of them do not for
both models of learning.

A7. School Improvement Process Criterion: The school leadership facilitates school improvement which (a) is
driven by plans of action that will enhance quality learning for all students, (b) has school community support and
involvement, (c) effectively guides the work of the school, and (d) provides for accountability through monitoring of the
school wide action plan.
Explain how stakeholder involvement in the development and implementation of the school’s action plans for
improvement demonstrates a broad-based, collaborative process.
Updates:
● VDPO/ PTO meetings are on hold at this time due to COVID-19.
● On a yearly basis, the HSTES guidance counselor will share District-Wide Assessment and
AIMSwebplus results with all stakeholders at PLC and VDPO Meetings.
