Clash of Civilization

1. Hypothesis: the fundamental source of conflict in this new world will not be primarily
ideological or primarily economic. The great divisions among humankind and the
dominating source of conflict will be cultural. Nation states will remain the most
powerful actors in world affairs, but the principal conflicts of global politics will occur
between nations and groups of different civilizations. The clash of civilizations will
dominate global politics. The fault lines between civilizations will be the battle lines of
the future.
2. History of Conflicts and their driving force
3. Shifting trends of global conflicts- Civilization.

“A civilization is thus the highest cultural grouping of people and the broadest level of cultural
identity people have short of that which distinguishes humans from other species.” These
include Western, Confucian, and Japanese, Islamic, Hindu, Slavic Orthodox, Latin American and
possibly African civilization.

How about Judaism?

African on the basis of geography? But religion and ethnic factor? – This signals that Samuel
highlighted those areas that may rise against west for its expansionist and resource mongering
policies.

4. Why Clash
i. Civilizational Differences their different outlook on life and socio-economic
political system… difference doesn’t mean conflict > violence.
ii. The interactions among people of different civilizations enhance the civilization-
consciousness of people that, in turn, invigorates differences and animosities
stretching or thought to stretch back deep into history.
iii. Modernization and social change: call for revival. Indigenization.
iv. Civilization consciousness. Hinduness, Islamization, Asianization, political culture.
v. Economic regionalism based on civilizational linkages, China dominated Asia,
North America,
vi. Most important, the efforts of the West to promote its values of democracy and
liberalism as universal values, to maintain its military predominance and to
advance its economic interests engender countering responses from other
civilizations.
5. Features of that Clash: The clash of civilizations thus occurs at two levels.

At the micro- level, adjacent groups along the fault lines between civilizations
struggle, often violently, over the control of territory and each other. At the macro-
level, states from different civilizations compete for relative military and economic
power, struggle over the control of international institutions and third parties, and
competitively promote their particular political and religious value.

6. Conflicts on cultural fault lines:

i. Islam vs. west: culture as a factor or geo-politics? Prediction of struggle between
Islam and west over dominance in world order... he has quoted all violence
driven by governance crisis in Muslim countries, Sudan, Nigeria, Yugoslavia…
these are not civilizational, but domestic in nature, Muslims VS Hindus. Violence
also occurs between Muslims, on the one hand, and Orthodox Serbs in the
Balkans, Jews in Israel, Hindus in India, Buddhists in Burma and Catholics in the
Philippines. Islam has bloody borders. Kin Country Syndrome,
ii. Conflict within western countries is unthinkable.
iii. Differences in power and struggles for military, economic and institutional power
are thus one source of conflict between the West and other civilizations.
Differences in culture, that is basic values and beliefs, are a second source of
conflict.

7. Confucian-Islam nexus against west.

8. Destructive Consequences
i. Inspiration for those who use ideology for confrontation. Al-Qaeda VS Neo-Cons.
ii. Global Terrorism
iii. Global wars for Westernization
iv. Violation of HR
9. Criticism

i. Paul Breman
a. Erroneous Observations: Disharmony among cultures. Kin Country
Syndrome, Overestimation of the harmony with in West. How there will be a
nexus between Islam and Confucianism.
ii. Foud Ajami – Faulty Unit of Analysis
iii. Edward Said
a. Myth of Clash of Civilization (Liberal valuees are inherently islamic and not
Western)
b. Clash of ignorance
i. Radicals of 9/11 present distorted image of islam
ii. Critics do not highlight positive image of islam
iii. Muslims have adopted western culture such as dressing and
technology so there exists no cultural conflict.
iv. Clash of Fundamentalism – Tariq Ali
v. Intention to serve American interests. Kennan Sweepstakes.
