User Information

1. Developer Information
This is information that the county should require of the developer. If describes
each roadway segment and the number of loads that will use that segment.

a. Existing Road Segment

The roadway designation and number, divided into approximately 1-mile segments, denoted by a letter.
b. Segment Length
The length of the segment, in miles.
c. Road Authority
The owner of the roadway segment.
d. Number of Turbines
The number of turbines (and all associated loads) that will traverse this road segment.
This number includes those turbines that will be installed in different areas but travel along this segment.
e. Segment Loads per Turbine
The number of loads of all types that are associated with each turbine (aggregate, concrete, etc.)

2. Agency Information
This information is provided by the county, and describes the current state of the roadways that will be used by the
This area is also where the county determines which analysis method to use.

a. R-Value.
The R-value used in pavement designs for the roadway.
b. Cumulative ESALs Since Last Reconstruction
An estimate of the cumulative ESALs on the roadway segment since it was last reconstructed.
c. Design ESALs from Previous Design
The ESAL value used in the design at the last reconstruction.
d. 20-Year Projected ESALs without Development
The projected ESALs for the next 20 years, without the loads associated with the development.
e. Existing Pavement GE
Value of pavement GE with actual pavement layer thicknesses and standard GE values.
f. Effective GE, as a percentage of Original GE
As pavements age, the GE values of their layers decrease. The older the pavement (since last reconstruction
g. Appropriate Design Method: 1, 2, or 3
Select 1 for the GE Difference method, 2 for the Mn/DOT Overlay method, or 3 for the Percent of Life Used m
1. GE Difference Method
The difference in layer thicknesses, using the GE method, with and without the development.
2. Mn/DOT Overlay Method
The required overlay thickness to return the pavement to its original structural condition.
3. Percent of Life Consumed Method
The portion of the original design life (in ESALs) that is consumed by the development.
