1 Purpose

These guidelines describe the scope and handling of Marine Warranty Survey projects of Iranian
Classification Society (ICS) Industrial Services. These guidelines have to be used in conjunction with
recognized applicable international codes standards and regulations.
1.1 Scope

The Scope of this document is to define MWS role and responsibilities as well as scope of work.
During the construction, Loadouts, transportation and installation phases of offshore installation projects, a
Construction All Risks (CAR) and/or Transit insurance policies takes out by the owner, main contractor or
construction or installation sub-contractor to cover against losses during construction, Loadouts, transport,
installation and commissioning activities of the permanent materials. In most cases, the terms of these
policies will include a “Marine Warranty Clause” within which the Underwriter(s) who are offering the
Insurance will require that an independent Marine Warranty Surveyor (MWS) be appointed to the project to
act as marine experts on their behalf. It is the responsibility of the “Assured” (the insured party) to engage the
MWS provider either through existing agreement or via commercial Tender. However, the Marine Warranty
Surveyor chosen must be acceptable to the Insurer and in many cases, only a few specialized Warranty
companies listed in the policy as acceptable for the performance of the work.

The role of the Marine Warranty Surveyor is to act on behalf of the Insurer and the Assured to ensure that
specific project marine operations / offshore activities and related onshore operations / activities /
preparations / Loadouts / load-ins is performed to recognized codes & standards and within acceptable risk
levels. The scope of the approval activities to be performed by the MWS are agreed between the Assured and
the Insurer often with input from the chosen MWS, based on the proposed project activities and the
associated risk levels for these activities.
Instruction for Marine Warranty Survey
A marine warranty surveyor, unless hired to serve as marine consultant, is appointed to protect the interest of
the underwriter. To carry out the duty properly, the surveyor should only approve marine operations that
would not have considerable risk of damaging property, human life, and environment. Although all marine
operations carry some "risk" element, it is essential that these risks kept as low as reasonably practical. The
MW surveyor may note that the marine warranty companies are not contractually obligated with any of the
assured's contractors, e.g., tug operators, riggers, shipyards, installation contractor, designers, etc., and can
therefore issue no instructions whatsoever to them.
An experienced surveyor is the one who has the final authority of issuing the COA (Certificate of Approval)
and attendance in marine operations, the marine warranty services consists of five major basic elements, e.g.:

2.1.1 Reviewing Engineering & Project Documents, Calculations, Procedures & Plans

A front-end review of the proposed project design basis, specifications and limiting criteria is performed. The
criteria in question will range from the structural steel codes, to be used to check the design of the structures
to be installed for the installation design loads, to the weather limits under which the operation will be
performed which will be the major component for the installation loads experienced.
The MWS will then review the list of engineering calculations, procedures and supporting documentation that
will be generated by the project and will identify and advise the project of those documents that they will
require to review and approve and any others required for information. They will also at this time inform the
project whether there appears to be any documents which would be expected but which appear to be absent
from their intended list of deliverables.
Once received the documentation will be reviewed by a relevant discipline engineer. It is often the case that
particular procedures or calculations may need to be reviewed by more than one discipline in order that the
suitable level of warranty checking can be achieved.
The outcome of this review including any associated comments which the MWS Company may have will be
collated and presented to the Assured or their contractor in the form of a Marine Warranty Review letter
which indicates the status approval of the document.
As part of the review process, the MWS will also take part in various project planning meetings,
constructability reviews, Hazard Identification (HAZID) and Hazardous Operation (HAZOP) assessments to
ensure suitable mitigation is taken to any identified risks identified in these reviews.
All project documents will be reviewed and approved in the ICS Head Office in Tehran. It is the duty of the
Supporting Engineer(s) to review each MWS related document e.g. project specification, project co-
ordination procedure, contract and warranty clause submitted for approval against related codes, standards,
rules, guidelines.
The characteristic check items are following but not limited to:
The reviewed documents shall be given a reviewing code showing the review status as follows:
The results of the document review will be issued as Status Letter or Report and submitted by letter or by
email to the recipients defined prior to project start. Normally no stamped documents will be returned unless
it is requested by the Client. In this case there are three hard copies of the documents to be submitted.
The required documents to be approved by ICS is listed as below. The Department Manager will prepare the
project specific document list in close cooperation with the Client at beginning of the project. This can result
in a reduced or extended list in comparison with the following:
- General:
Design Basis, Location Survey Analysis, Pre-Engineering Survey and Pre-Installation Survey Reports, Soil
Condition Report, Pile Drivability Study, All Operation Procedures and Manuals, All Engineering Calculation
and Analysis Reports, All Drawings, Weight Reports, HSE and Medevac Plans, Risk Assessments, Project
Quality Plans, Welding and NDT Procedures, As-Built Drawings of all items to be installed etc.
- Loadout:
Loadout Procedures / Manuals / Drawings, Analysis report on structural integrity during Loadout, Soil
condition and capacity at the Loadout area, Cargo Barge specifications and certificates, Certificate / Approval
of cargo barge loading plan / deck strength, Mooring Documents, Stability Analysis of different Loadout
states / stages, Crane certificates including load curve in case of lifted Loadout, Spreader Beam Design (if
any), Material Certificates and NDT Reports in case of lifted Loadout etc.

- Transportation:
Grillage and Sea fastening Design, Transportation Analysis, Analysis report on structural integrity during
transportation, Towing Arrangement / Bollard Pull Calculation, Towing Vessel specifications and certificates,
Stability Analysis etc.
- Installation:
Installation Procedures / Manuals, Anchor Handling Procedures / Anchor Patterns, Lifting / Upending
Analyses, Certificate / Approval of structural integrity during lifting, Spreader Beam Design (if any), Material
Certificates and NDT Reports, Rigging Design, Crane Vessel specifications and certificates including load
curves, On Bottom Stability Analysis, Mating Analysis of Topside / Jacket etc.
- General:
Design Basis, Location Survey Analysis, and Alignment sheets, HSE and Medevac Plans, Risk Assessments,
Project Quality Plans etc.
- Loadout:
Pipe Loadout Procedures / Manuals / Drawings, Cargo barge specifications and certificates, Certificate /
Approval of cargo barge loading plan / deck strength, Mooring Analysis, Stability Analysis of different
Loadout states / stages, Crane certificates including load curve etc.
- Transportation:
Pipe Transportation Analysis, Pipe Sea fastening Design, Towing Arrangement, Towing Vessel specifications
and certificates, Stability Analysis etc.
- Installation:
Installation Procedures (incl. start-up, laydown, crossings, abandonment and recovery), Pipe laying Vessel
specifications and certificates, Anchor Handling Procedures / Anchor Patterns, Lifting Analyses for risers,
spools and davit lifts, Crossing configurations, Hydro test records, As Built records etc.
Certificates, specifications and all related documents of all nominated vessels for the operation as well as all
machinery and equipment e.g. jacks, cranes, lifting gears, power generator, pumps, compressors, winches etc.
should be submitted to the MWS service provider head office for review prior to operation commencement.
The MW surveyor reviews all the documents and verifies using of the nominated item in projects.

MW surveyor is to verify on site the conditions and/or certificates of all vessels and equipment, e.g., slings,
shackles, pins, mooring lines, pumps for ballasting, cranes, pulling system, jacking system, theodolites for
leveling, site condition, such as condition of dock/pier, loading beams, etc.
The MW surveyor should review the contingency plans for their suitability with the facilities. To minimize
wasting time during the actual operation, the contractor should bring any operational and equipment
deviations to the attending surveyor's attention.
Marine operations by their nature involve vessels. It is required that the main vessels to be used within any
given operation be surveyed by the MWS to confirm their suitability for the proposed operation(s). The
surveyor will take his time reviewing the deviations for the success and safety of the intended marine
operation. He may need to discuss the procedure with the expertise at the home office before approving it.
Any non-conformances found by the attending surveyor in relation to the above, or any of the other standard
checks performed for specific operation types, will be brought to the attention of the Assured’s attending site
representatives together with recommendations of how they may be rectified.
Although the MWS do not necessarily include advising services, it has been generally found that client
companies are highly benefited by including such services in the scope of work. It is important for MW
surveyors to maintain un-biasness in their review and approval process, and to remember that their primary
objective is to ensure all risk elements at each stage of the marine operations. They may face situations when
they may be improperly accused of "playing too safe" thus it is important to recognize that while exercising
due diligence, they should avoid the practices of "playing too safe".
The surveyor should attend all the meetings related to marine operation, activities, schedule, personnel
assignment, etc. so that he can organize his schedule and communications with key personnel. The attending
warranty surveyor issues COA's prior to any marine operations. The contractors should note that marine
operation(s) should not be carried out without obtaining COA prior to the commencement of the actual
operation, because it may cause breach of warranty.
MWS is to be present on site during all key activities. All participating parties must note that the attending
surveyor may advise to stop and/or abandon certain marine activities whenever such activities in his opinion
is unsafe and chances of success are very low. The stoppage or abandoning operation may be due to weather,
equipment shortcoming, facilities, capabilities of personnel, etc. If the contractor fails to comply with
surveyor's advice, it may lead to breach of warranty.
On satisfactory completion of the preparations for an operation and prior to the operation commencing the
attending MWS shall issue the Marine Warranty Certificate of Approval granting permission for the operation

to proceed. During operation and after completion of the operation required / requested reports and
certificate would be issued by surveyor.
Although it is the Underwriter (Insurer) who imposes the warranty, in practice it is usually the assured (the
Client) who engages and pays for the warranty survey service, in order to comply with the warranty clause.
The assured may be the operator, the owner or his contractor.
If acceptance is granted by the leading Underwriter (Insurer) ICS offers and signs a separate contract with the
assured in which ICS is authorized by the assured (the Client) to act as Marine Warranty Surveyor according
to the warranty clause. ICS will upon his appointment as Marine Warranty Surveyor make clear to the Client
the requirements to fulfil the terms of warranty.
The details of the work scope for warranty survey have to be agreed mutually by the leading Underwriter,
assured and ICS. The final scope of work will be agreed with the Insurer according to the Joint Rig
Committee Generic Warranty Surveyor Scope of Work, if applied.
The tools available to the MWS can generally be broken down into two categories being Desktop activities
and Site activities. These activities are combined to achieve the overall Approval process. The general
workflow of this process is presented in below figure. In practice one or more of these activities may be
occurring simultaneously for various marine operations within a given project but in general this is the
process that is followed for the approval of a single marine operation.

The general concern for Marine Warranty service provider party is to ensure:
- That satisfactory plans and procedures for the operation / activity have been designed and prepared
as per to agreed codes and standards.
- That satisfactory preparations and pre-operation activities carries out to the extent and in a manner
approved for the operation / activity.
- That the marine / offshore / onshore operations / activities are performed in accordance with the
approved procedures and are carried out in compliance with the governing codes and standards or
overriding regulations of the region.
- When the required documentation are approved, the prevailing environmental conditions have been
found acceptable, and the necessary site, vessel and equipment surveys have been completed to the
Warranty Surveyor's satisfaction, a marine / offshore / onshore operation declaration (More
commonly known as a Certificate of Approval) will be issued by the MWS, thus authorizing the
operation in question to proceed.
Importantly, if MWS approval is not been provided prior to the commencement of a particular operation /
activity or is rescinded during the course of that operation / activity, then the Assured can be called in Breach
of their Warranty and this will allow the Insurer to avoid the policy in the event of an incident.
2.5 Compliances

If applied, ICS Marine Warranty Survey activities will be in accordance with the Joint Rig Committee
Warranty Surveyors’ Code of Practice.
Risk identification and evaluation will be done in accordance to ISO 17776 “Guidelines on tools and
techniques for hazard identification and risk assessment”. Contingency situations may be defined or excluded
based on conclusions from risk evaluation.
The occupational health and safety risk of the Warranty Surveyor(s) on site shall be identified and evaluated
by a job hazard analysis described in the HSE-Manual of ICS.
It is the duty of the Off / On Shore Department Manager to brief the nominated MW surveyor, prior to
project start. During briefing the mentor has to address the following topics:
Marine operations are in general all activities pertaining to the sea, but in this context limited according to the
definition of designed, non-routine operations of limited duration carried out at sea. This covers the
temporary phases in connection with load transfer, transportation and or securing of units at sea, Loadouts,
discharge operations and offshore transportation and installation activities. Typical marine operations in
which the Marine Warranty Surveyor is supposed to attend and provide approval is as below:

Within ICS, the following organizational way applies for projects relevant for Onshore / Offshore Surveys:
- ICS Head Office in Tehran (Plan Approval Department) carries out the document review and
approval.
- ICS Head Office in Tehran (Off / On Shore Department) nominates MW certified and authorized
surveyors, assign task and makes necessary arrangements.
Following ICS personnel is usually involved in the framework for Onshore & Offshore survey projects
organized:
The Manager of the ICS Onshore /Offshore Department is the leader of the Onshore / Offshore Surveying
projects in ICS Head Office in Tehran. The major duties are:
- Preparing and finalizing contracts & amendments as ICS representative / contact point.
- Preparing and signing project related correspondence
- Allocating sufficient resources, assigning tasks to surveyors
- Organizing surveyor attendance in project
- Preparing invoices, reviewing time sheets
- Reviewing and organizing daily reports and survey reports

The department surveying project coordinator is the main contact point between surveyor and Main Office /
Onshore/ Offshore Department and surveying projects coordinator. The major duties are:
The Local Coordinator / Representative (if any) is the controller of the project on site. The major duties are:
The Supporting Engineer is the responsible engineer of the Onshore / Offshore surveying projects in ICS
Head Office in Tehran. The major duties are:
- Reviewing, verifying and approving submitted manuals / procedures / analyses / drawings and
calculations.
- Issuing status confirmation fax about the submitted documentation.
- Assuring proper data entry into project database.
- Supporting the Surveyor(s) on demand with all data / information needed for the project.
- Informing the department manager and Surveyor(s) if approval of specific document is denied or if
approval is only given under specific conditions.
- Tracing the modifications of documents for which approval was denied or given under specific
conditions.

The Marine Warranty Surveyor is the surveyor in charge for on-site surveillance and approvals. The major
duties are:

the surveyor's prerogative to accept the procedure as presented or he may either recommend
modifying the procedure, or impose restrictions, e.g., environmental limit, incorporating contingency
plan, additional survey requirement and/or attendances, etc. to reduce the risk to acceptable level.
- Safety of human lives and environment should be the major consideration when developing the
procedures. The procedures should be outlined in steps with well thought-out contingency plans in
case of bad weather, failure of equipment, damage of any components, etc.
- On arriving at the facilities, the surveyor should assess the procedure with respect to the capability of
the facilities, and identify any deficiency that may need to be attended for the success of planned
marine operation.
- The surveyor should have open communication with the engineering personnel for advice and to
resolve any issues and concerns.
a proposed vessel regarding certain operation, such as, cargo transportation, capability of a tug for
towing a cargo barge, launching a jacket, etc. During the assessment, the surveyor will use all the
pertinent project information, e.g., transportation route, bathymetrical data of the route, weather
condition during tow, etc., beside the vessel specific information, such as condition of the vessel,
lightship characteristics, certificates of classification society and other regulatory agencies, pumping
capabilities, capacity of deck of a deck cargo barge, bollard pull of tug, etc. The assured must obtain a
written document which in it the surveyor stating that the proposed vessel is fit for the intended use.
All necessary equipment preparations and function testing has been completed.
- Carrying out On-hire and Off-hire surveys to compare the condition of the vessel before and after
the specific mission to see if there was any damage to the vessel during the marine operation. The
survey may not be included in the marine warranty unless they are specifically included. The vessel
owner may use another surveyor to conduct such a survey.
- Review of Certificates includes as appropriate depending on the specific marine operation, but not
limited to, certificates of crane including crane capability chart, slings, shackles, pin, jacking system,
mooring ropes (wire and/or chain), winches, valid classification certificates, bollard pull certification,
weighing equipment certificates, any test certificate, etc.
- MW warranty surveyor should be encouraged to provide advices and/or independent calculations as
long as they recognize that such calculations and/or advices, when complied by the contractors, in
effect become warranties themselves. Thus, when offering such services, marine warranty surveyor
should take great care that advises and/or calculations are proper for the intended operations.
- Ensuring that Vessel specifications/capacities have been accurately presented and vessels are in good
operational condition, Vessel’s equipment and performance is well suited to the task in question,
Vessel has the required statutory certification for the proposed type of operation and location, Vessel
is adequately manned and managed with suitably qualified personnel who have relevant experience
for the proposed activities.
- Ensuring that all relevant engineering and procedures documents have been issued and are approved.
- That the necessary communications protocols for the operation have been finalized and conveyed to
the necessary parties.
- That the prevailing and forecast environmental conditions such as wind, wave, current, tide height,
water depth, visibility etc. are within the approved design limits for the operation
- That any major equipment proposed for use during the operation is both suitable and suitably
certified for its intended purpose and is to be operated by appropriately qualified persons.
- That suitable consideration has been taken as to the particular risks of an operation and that
appropriate mitigation has been made.
- That preparations and testing is carried out prior to commencement of the operation to an extent
and in a manner suitable for the operation in question.
- That the marine operations once commenced are performed in accordance with the approved
procedures.

- That the work is carried out in compliance with the governing codes rules, regulations or project
specifications in force.
All towing vessels, cargo barges and crane vessels should be audited prior to mobilization to ensure that they
are fit for purpose and up to standard (towing equipment, towline recovery equipment, navigation lights,
pumping equipment, mooring ropes and fenders) in order to avoid problems during MWS Vessel Condition
Survey. If possible MWS Vessel Condition Survey should be carried out before departure from the home
ports.
In order to ensure sound surveys / inspections / audits the Warranty Surveyor will use a suitable set of
checklists. The Warranty Surveyor on site will require and check that

Prior to start of the operation the Warranty Surveyor will require functional tests or dry runs of the systems if

Testing and marine operations shall always be carried out in the presence of the Warranty Surveyor.
The final warranty survey report has to meet requirements of Insurer and Client. The wording of the report
must be clear, concise and accurate English. The report should be capable of being understood by the Insurer
/ Underwriter. The structure of the final warranty report is as follows o Introduction with a short description
of the project, the Client, the scope of work, the location including environmental conditions, involved sub-
contractors, selected equipment (e.g. cranes, trailers) and vessels (e.g. barges, crane vessel, offshore supply
vessels), the applicable procedures and standards and the specified safety measures / precautions.
The Daily report should contain Short description of the daily activities in chronological manner, Separate
description of unwanted / non-planned occurrences and Appendix containing:
- all warranty certificates issued by the Warranty Surveyor(s) during the project or during a defined
period of time
- Summary of all confirmation faxes and emails issued by the Supporting Engineer(s) during the
project or during a defined period of time
- list of findings and recommendations of the Warranty Surveyor(s)
- list of Minutes of Meeting relevant for the project
- All unwanted / non-planned occurrences like contingency or breach of warranty, poor co-operation
with Warranty Surveyor(s), no or delayed reaction on remarks / recommendations from Warranty
Surveyor(s), delays of the project have to be described in detail.
- Prepare daily reports containing pictures, weather forecasting reports, every event and carried out
activity in project by detail and minimum requirements as per mentioned in templates regularly and
send them to department coordinator / manager in daily basis.
- Preparing time sheets and client approval on it and sent them to department coordinator / manager.
- Issuing the requested warranty survey reports in which surveyors work, findings and
recommendations are comprehensively documented.
- When a new vessel, e.g., drilling rig, floating production unit, deck cargo, derrick, pipelay barges, etc.
are built or retrofitted, they are tested before putting them into services. These tests may involve
trials of jacking of jack-up rigs
- Ensuring that all the key personnel involved with the operation have been fully briefed through
relevant pre-operations meetings and tool box talks.
- Informing the assured and department coordinator / manager, immediately, whether safe working
practice or good seamanship is not assured and when approval or certification for specific elements /
operations is denied and if a breach of warranty applies.
- Adhering strictly to the occupational health and safety instructions of the HSE manual as well as to
the local occupational health and safety regulations on site.

recorded in the project data base by the Supporting Engineer in ICS Head Office or ICS Technical Office or
to be recorded in the notebook of the Warranty Surveyor on site. It is the duty of the Supporting Engineer or
Warranty Surveyor to inform:
- the Client immediately by fax, email or letter or noting in daily reports about severity, scope and
nature of non-compliance
- the department Manager by phone or e-mail and reflecting in the daily reports about severity, scope
and nature of noncompliance
- the Warranty Surveyor by phone or e-mail if the non-compliance is detected in ICS Head Office or
in ICS Technical Office
- The Supporting Engineer by phone or e-mail if the non-compliance is detected on site Depending on
the severity of non-compliance the Supporting Engineer will reject or hold the corresponding
documents.
Concerning scope and nature of non-compliance the Supporting Engineer is requested to describe all
deficiencies in plain wording and to state what is expected to be in compliance with best practice and
applicable codes and standards.
The Warranty Surveyor on site may transmit the non-compliance(s) and belonging recommendations verbally.
If his recommendations will not be followed he is required to inform:

It is the duty of the Warranty Surveyor to inform the Department Manager immediately in case of
contingency. Depending on the severity, scope and nature of the contingency the Department Manager
evaluates the impact on the project and decides further steps to be taken to ensure the interests of the Insurer
and Client.
It is the duty of the Warranty Surveyor on site to issue and submit the Breach of Warranty Report to the
Client and to the Department Manager immediately (fax or e-mail and reflecting in Daily Report) when for
any reason there is a breach of warranty. If fax or e-mail is not available the Warranty Surveyor has the duty
to inform the Department Manager by phone. The Department Manager has to inform the Insurer or
Underwriter about the breach of warranty immediately.
A breach of warranty is given if there is a deviation from approved procedures / plans and the deviation is
not approved beforehand by the Warranty Surveyor. In such a case a warranty certificate will not be issued by
the Warranty Surveyor or will be declared as invalid if the breach of warranty is detected after issuance of the
warranty certificate.
If the condition leading to the breach of warranty does no longer exist, the Warranty Surveyor issues or
revalidates the warranty certificate.
