Purpose of this Guide

AVCS ENCs are produced and distributed according to well-defined international standards. However each
ECDIS manufacturer has implemented the ENC import module differently. Users who are experienced in
operating a particular model of ECDIS may initially encounter difficulties when managing AVCS ENCs on
ECDIS equipment that they are not as familiar with. The purpose of this guide is to provide equipment-
specific information to assist users in managing their AVCS ENC holdings.
This guide has been produced to guide users through the installation of the Admiralty Vector Chart Service
on ECDIS or ECS equipment. The actual instructions and screenshots are based on the version of the
ECDIS installed in the UKHO as detailed on the front cover. However the method of managing AVCS and
other digital data, e.g. ARCS, is generic across equipment supplied from the same manufacturer, i.e.
different versions and models. There may be minor differences between certain models and these will be
highlighted in this guide where known.

Getting Started
New AVCS Customers
Your Admiralty Chart Agent will provide you with the following materials when subscribing to AVCS for the
first time:
AVCS Start-Up Pack

AVCS Quick Start Guide;
AVCS User Guide;
AVCS Base Discs (a set of CDs or a DVD labelled ‘Base’);
AVCS Update Disc (a CD labelled ‘Update’) 1; 0F
Admiralty Utilities installation CD;

Admiralty Digital Data Services End User Licence Agreement (EULA).
AVCS Licence
This may be supplied with the AVCS Start-Up Pack on hard media, e.g. floppy, CD, etc. or separately by e-
mail. The initial licence pack will contain the following:
A “Schedule A”, this is a PDF document listing the Folios and ENC Units that the user is licensed for. It
also lists the “Home CD” where the licensed ENCs are held. This is particularly useful as it prevents
unnecessary loading of those CDs that do not contain any licensed ENCs.
A set of ENC Permit files (PERMIT.TXT and ENC.PMT) for each ECDIS installation.
AVCS Certificate (a PDF document showing your vessel and licence details).
For an initial installation, or a reinstallation of AVCS on a purged ECDIS you will need all of the above. If you
are applying a weekly update, you will only need the latest AVCS update disc and possibly a new ENC
Permit file. If you want to install additional coverage on the ECDIS you will need the latest base disc(s), the
latest update CD and a new set of ENC Permit files.
AVCS Media Replacement

Most Admiralty Chart Agents will have a stock of AVCS Start-Up packs, so Base and Update discs can be
obtained from them. Usually digital files, such as ENC Permits, are sent as attachments to emails and these
may be stored in your email system’s inbox. If not, your Chart Agent will often hold copies of any permit files
previously sent to you.
Pre-installation Checks
Data Cleansing
New AVCS customers who had previously subscribed to other ENC services are strongly recommended to
remove (purge) all ENC Permits and ENCs from the system before installing AVCS. There is a good reason
for doing this as previously installed ENCs may become out of date if they are not licensed in AVCS. If the
system is not purged redundant ENCs may remain in the system database (SENC) and be available for use,
even if the previous licence has expired. However unlicensed ENCs cannot be updated and the user may be
unaware of this if inadvertantly navigating on one. Instructions on how to remove ENC Permits and ENCs
are described later in the Data Cleansing section.

Public Key – Is the Correct File Installed?

The ECDIS will not install ENCs from the Admiralty Vector Chart Service unless the correct public key is
installed. If the correct public key is not installed the ECDIS will report an Authentication Failure.

Background
The ECDIS authenticates the source and integrity of encrypted ENCs from Service Providers against a pre-
installed Public Key. The Public Key can be formatted in one of two ways, either as an ASCII text file (.PUB)
or an X509 Certificate (.CRT). Newer ECDIS (post 2003) often come with the IHO.PUB and/or IHO.CRT pre-
installed as the IHO are the Scheme Administrator (SA) for the S-63 ENC Data Protection Scheme. The
UKHO is a certified subscriber to this scheme. However, for historical reasons, it does not use the IHO
Public Key. The Admiralty Vector Chart Service ENCs are currently authenticated against the PRIMAR
Public Key. The reason for this being that many legacy ECDIS are configured to authenticate against this
public key. The UKHO will migrate to the IHO public key in the future when it is considered safe to do so
without causing any inconvenience to existing users.
Check the Public Key

Before installing AVCS ENCs the user must check that the correct public key is installed on the system. The
method of managing and viewing these will vary between different makes or versions of ECDIS. If the
PRIMAR Public Key is not present on the system then it will have to be installed before AVCS ENCs can be
loaded. See the Check the Public Key section for the method of managing the public key on this particular
ECDIS.
ECDIS Authentication Warning

New build ECDIS, type approved against the latest IMO ECDIS Performance Standards (Jan 2009), will
report a warning when installing AVCS. The message reads as follows:
SSE26 - This ENC is not authenticated by the IHO acting as the Scheme Administrator
Users should acknowledge these, if prompted to do so, but should not be alarmed as the source and
integrety of the ENCs are authenticated correctly against the PRIMAR Public Key. Other errors or warnings
relating to the validity of the public key or certificate should be reported, see the section on Getting Help.
Emergencies
In certain circumstances it may be necessary for a vessel to get access to an AVCS ENC at very short
notice, for instance, if having to divert from the planned route in a medical emergency. See Emergency
Chart Permit Generation in the Getting Help section.

Raytheon - Data Management

The Charts Utility
The Raytheon ECDIS carries out all licencing and data management operations from the Charts drop down
menu. This can be accessed from the Menu Bar at the top of the screen.
The Raytheon ECDIS does not have a separate Chart Management application. All functions relating to the
ECDIS from the installation of ENCs to Route Planning and Route Monitoring are carried out using a
common interface. There is a Menu Bar, as depicted below, permanently displayed along the top of the
ECDIS screen. All ECDIS functions can be accessed from this including the AVCS Licencing and ENC Chart
installation.
Selecting “Charts” from the Menu Bar provides the user with the following options:

Only those options highlighted in red in this list are relevant to AVCS ENC Licencing and AVCS ENC

The Licence option

Select from the Menu Bar: → Charts → License → [IHO S-63]
This utility provides the user with the means to import the AVCS ENC Permit files, view the status of all
installed permits and remove, as necessary, redundant permits. From the Charts Menu select License from
the drop down options. All AVCS licence and permit management processes are carried out using the IHO
S-63 option in the drop down menu.
The Installation option

Select from the Menu Bar: → Charts → Installation
This utility is used to manage ALL ENC loading and system database (SENC) management processes. This
is carried out using the S57 and CM93/3 Installation option in the drop down menu.
The Updates option

Select from the Menu Bar: → Charts → Updates
This utility is used to mange the import of AVCS Updates and review their status once installed. This is
carried out using the S57 and CM93/3 Installation option in the drop down menu.

Preliminary System Checks

General
The Pre-installation Checks section identifies some Pre-Installation checks that the user should carry out

before loading AVCS ENCs into the system. These checks are primarily aimed at systems which had ENCs
from another service installed prior to converting to the Admiralty Vector Chart Service. It would however be
prudent to carry out the following checks when installing AVCS on newly delivered systems.
Data Cleansing
The Data Cleansing section above highlights the need for new AVCS customers, who had previously

subscribed to other ENC services, to remove all ENC Permits and ENCs from the system before installing
AVCS. It also outlines the reasoning behind this recomendation, the following section outline the method of
carrying this out on this ECDIS.
Remove System ENC Permits

Select from the Menu Bar: → Charts → License → IHO S-63
Use the path highlighted above to display the IHO S63 License Administration window and click on the
License list button. A full list of installed ENC Permits will then be displayed together with the permit expiry
date. If there are no ENC Permits listed there is no further action required and the window can be closed.
The License List option gives the user the ability to remove
permits according to the following criteria:
1. Delete selected License

2. Delete expired Licenses
3. Delete all Licenses
Select the Delete all Licenses option to remove all ENC

Click Yes to confirm

Remove System ENC (SENC) Database

Select from the Menu Bar: → Charts → Installation → S57 and CM93/3 Installation
The following section describes how to remove all installed ENC Cells currently on the system. Navigate to
the S57 and CM93/3 Database Installation dialog using the path highlighted above.
Deleting all ENCs from the System Database will remove all ENCs including any installed using the CM93/3
SENC format.

In the Administration window tick and highlight all listed

databases as circled in the screenshot across. Note there may
be more than one database listed, e.g. CM93/3, make sure that
all are ticked and highlighted.
Click on the Remove Database button and the user will be
prompted to confirm the operation.
Click Yes to remove all ENCs from the system database.
Check the Public Key

The Pre-installation Checks section refers to issues relating to the public key installed in the ECDIS. The
following section outlines these how these issues can be resolved within this system.
There is no functionality within the version of the Raytheon ECDIS available at the time of writing (version
E03.12 date 05.08.2008) for importing a new Public Key or certificate file. However ECDIS that are type
approved against the latest ECDIS Performance Standards must have the capability to import new certificate
or public key files so future versions of the Raytheon ECDIS will include this functionality.

AVCS Licensing and Permit Installation

General
AVCS ENCs are currently distributed on CD-ROM and DVD media and are encrypted according to the
International Hydrographic Organization (IHO) S-63 Data Protection Scheme. Initially the AVCS user is
provided with ALL of the latest base and update discs which contain all the ENCs in the Admiralty Vector
Chart Service. However these cannot be accessed by the ECDIS unless a valid set of S-63 ENC Permits is
installed. Each ENC Permit is unique and is the method which gives the user selective access to particular
ENCs required for an intended voyage(s).
The AVCS Licence

The AVCS ENC Permits will be supplied to you by your Admiralty Chart Agent in a zipped file. The contents
of this file will depend on the user’s bridge configuration as each AVCS licence allows for use on up to 5
ECDIS. When extracted one or more set of permit files (PERMIT.TXT and ENC.PMT) will be copied
automatically into folder(s) named MASTER, BACKUP, RESERVE1, RESERVE2 and RESERVE3
depending on the number of ECDIS configured on the bridge. The contents should be extracted to a media,
e.g. USB flash drive or floppy that is capable of being read by the system.
The User Permit

Select from the Menu Bar: → Charts → License→ IHO S-63
AVCS ENCs are encrypted according to the IHO S-63 Data Protection Scheme. Therefore the IHO S-63
should be selected and will result in the following IHO S-63 License Administration window being displayed.
The default view for the IHO S-63 License Administration window shows the User Permit button selected.
The adjacent message box displays a 28 character alphanumeric string that informs the user of the IHO S-
63 User Permit assigned to this installation of the ECDIS. The User Permit is unique for each installation and
is used by the UKHO to create system specific ENC Permits for the customer. This utility is useful should the
customer misplace or lose the User Permit.
Installing AVCS ENC Permits

Select from the Menu Bar: → Charts → License → Add Licenses from file
To install the AVCS ENC Permits select the Add License from file button. A list of all available drives will be
identified in the central status window. The user should browse to the drive and, if necessary, subfolders that
contain the ENC Permits extracted in 0. Highlight PERMIT.TXT (as circled below) then click on the Add

License button.

The system will now install the ENC Permits for all AVCS ENCs licensed to the end user. Successful import
of the permits will result in an Add License message box reporting the number of permits added and
updated.
If there is a problem with the install process an Error Add License window, similar to the one below right, will
be displayed. If the permits have been created for the wrong system or the wrong dongle is attached the
system a CRC error will be reported. This is due to the fact that the system cannot validate the User Permit
used to create the ENC Permits against the User Permit of the ECDIS.

Managing Installed ENC Permits

Select from the Menu Bar: → Charts → License → License list
Users can view and manage ENC Permits currently installed on the system. Clicking on the License list will
display a list of all installed permits and each permit’s status in respect of its expiry date.
The License list option colour codes the installed permits in the Legend box as follows:
Expired Licenses are shown in RED
Licenses that will expire in less than 30 days in ORANGE
Valid Licenses in BLACK
An example of the IHO S63 License Administration (License list) window is provided below and identifies the
available functions which allow the user to selectively delete installed permits.
Deleting ENC Permits

The License List option gives the user the ability to
remove permits according to the following criteria:
1. Delete selected License
2. Delete expired Licenses
3. Delete all Licenses
Users will always be prompted to confirm the
selected action as shown in the ECDIS message
window.

AVCS Base CD Installation

General
The AVCS Base data is currently delivered on a series of CD-ROMs 2 or a single DVD. Each Base CD
contains all the ENC base cell files and associated updates for those producer nations identified on the CD
label. Users are provided with all ENCs in the service but can only access those ENCs that they are licenced
for. The AVCS Base CDs are periodically re-issued to free up space on the AVCS Update CD, this is
currently about every 6 to 8 weeks. The AVCS Base CDs must be loaded first before any AVCS Update CD
can be loaded.
The AVCS Base CD label contains the date and week of issue. Users should be careful to only load an
AVCS Update CD that is newer than the installed bases. Users with internet access can check the status of
the latest AVCS Base CDs using the following link:

Click on the Licencing and Updating tag to view the AVCS distribution and issue dates.
Although ECDIS equipment and ENCs are designed to be very reliable, there is a slightly increased
risk of problems occurring when ENCs are being added, removed or updated. For this reason, you
must not attempt to make changes to the installed AVCS ENCs when the equipment is being used for
primary navigation or if the vessel is committed to an imminent departure.
Installing AVCS for the first time

It is recommended that users read the Pre-installation Checks and Preliminary System Checks sections
before proceeding to install ENCs from the AVCS Base CDs.
New AVCS customers will be provided with an AVCS licence (permit files) and a complete set of AVCS Base
CDs by their Admiralty Chart Agent. The AVCS permit file must be installed first before any AVCS ENCs can
be loaded. A Schedule A should also have been supplied with the permits files. This document informs the
user which Base CDs are required to install all the user’s licensed ENCs in the Home CD column.
There are currently 9 AVCS Base CDs but this number will grow as more ENCs become available for
distribution within AVCS. It is unlikely that you will need to install all of the CDs in order to load all licensed
ENCs. Reference to the Schedule A can avoid the unnecessary loading of some CDs and save you time. A
small sample of the information contained in the Schedule A is provided below.

instructions in the Digital Products Downloads box. These are contained in a series of zipped files named
AVCS_WKWW_YY_BaseN, where WW is the week number, YY the year and N is number of the base.

Loading the AVCS Base CDs

Select from the Menu Bar: → Charts → Installation → S57 and CM93/3 Installation
When the user selects the S57 and CM93/3 Installation
option the following S57 and CM93/3 Database
installation window is displayed.
Insert the first AVCS Base CD, as identified in the
Schedule A, into the appropriate drive, e.g. D:\. AVCS
ENCs are supplied encrypted according to the IHO S-63
Data Protection Scheme and the user should select the
Import IHO S63 option highlighted across.
Clicking on the Import IHO S63 option will bring up an
Import IHO S63 data window (see below). This window
enables the user to browse to the source of the AVCS
Base CD.
1. In the Select Source window highlight either the
volume label, V01X01 or the ENC_ROOT folder.
2. Click the Check for Cells button. The application
then scans the source for all ENCs on the AVCS
Base CD and populates the Database window with
all available ENCs.
3. Click the Execute button to start the import process
to load all licensed ENCs to the system database
(SENC).
During this import process the system cycles through five distinct operations as described below.
1. Decrypt ENCs: Uses the installed ENC Permits to decrypt each licensed ENC in turn.
Checks each ENC for conformance with the IHO S-57 ENC Product
2. Analyse Cells:
Specification as well as logical consistency in respect of edition numbers.
Converts and recompiles each S-57 ENC base cell into the system database
3. Install Cells:

Checks each update for conformance with the IHO S-57 ENC Product
4. Analyse Updates: Specification as well as logical consistency in respect of update and edition
numbers.

When all five operations have been completed an ECDIS message box is displayed providing a summary of
the import results. The user should acknowledge the ECDIS message box by clicking OK.
The user should now replace the AVCS Base CD with the next Base CD identified in Schedule A and repeat
the process above by clicking on the New Import button highlighted above. This process should be repeated
until all Base CDs have been installed. Finally the user should insert, if available, the latest AVCS Update
CD.
Make sure that ALL the AVCS Base CDs have been inserted and the import operations completed before
installing the latest AVCS Update CD. Updates cannot be applied unless the ENC base cell file is present in
the system database.
The Import IHO S63 data window provides the user with a facility to review the import log in more detail. This
can be done by clicking the View Log button. This functionality is dealt with in more detail in the System
Import Log section.

AVCS Updating
General
The Admiralty Vector Chart Service is updated on a weekly basis and is distributed via your Admiralty Chart
Agent on CD-ROM 3. The only exception to this is in a week when the AVCS Base CDs are re-issued; in

these instances an AVCS Update CD will not be issued. The AVCS Update CD contains all new ENCs, new
editions of ENCs and ENC updates issued since the last set of AVCS Base CDs were issued. The CD is
cumulative so the user only has to load the latest week number. Users can update their system using the
AVCS Update CD or remotely over the Internet using the Admiralty Updating Service (AUS).
The Weekly Update CD

Your Admiralty Chart Agent will provide you with a weekly Update CD, when it is practical to do so.
The AVCS Base CDs are re-issued about every 6 to 8 weeks depending on the amount of data on the
Update CD. It is important that you do not attempt to load an Update CD that is not consistent with the Base
CDs. For example, you should not attempt to load an update that is older than the Base CDs held on board.
When new AVCS Base CDs are issued you must install these before attempting to load the latest Update
CD.
Periodically you will be supplied with an updated set of AVCS ENC Permits. New permits must be installed
for any ENC that has had more than one new edition.
An AVCS permit file is specific to a particular week as described in the Schedule A. It is important that you
do not install these unless you have the corresponding Update CD for the same week. Failure to follow this
advice could render some of the installed ENC unavailable for use in the ECDIS. The only exception to this
rule is if additional coverage is required in cases of emergencies or changes to a planned route.
The Admiralty Updating Service

The Admiralty Utilities Installation CD which comes with the AVCS Start-Up Pack contains a copy of the
Admiralty Updating Service application. This application, when installed, provides the user with the capability
to download updates directly, over the Internet or by e-mail, from a server hosted in the UKHO. For more
details see the EOUS (ENC Online Update Service) Customer Service Guide on the Utilities CD.
Although ECDIS equipment and ENCs are designed to be very reliable, there is a slightly increased
risk of problems occurring when ENCs are being added, removed or updated. For this reason, you
must not attempt to make changes to the installed AVCS ENCs when the equipment is being used for
primary navigation or if the vessel is committed to an imminent departure.
Installing AVCS ENC Updates

Select from the Menu Bar: → Charts → Updates → S57 and CM93/3 Installation
Insert the AVCS Update CD in the drive and select S57 and CM93/3 Installation from the path specified
above. The following S57 and CM93/3 Database Update window will be displayed. To install the AVCS
Update CD click on the Semi Auto Updating button. The user will then be presented with a list of available
drives. Normally this will be the D:\ drive, select either V01X01 ((D:) or ENC_ROOT and click on the Start
button. The relevant buttons and drives are highlighted below.

The latest AVCS Update CD is available for download from the UKHO website. This can be found using the following
link http://www.ukho.gov.uk/ProductsandServices/ElectronicCharts/Pages/AUS.aspx and following the instructions in the
Digital Products Downloads box. It is in a zipped file named AVCS_WKWW_YY_UPDT, where WW is the week number
and YY the year.

As with the AVCS Base CDs the system then cycles through the five operations as described in the Loading

the AVCS Base CDs section. When all five operations have been completed an ECDIS message box is
displayed providing a summary of the import results. The user should acknowledge the ECDIS message box
by clicking OK.
The system should now be up to date for the Admiralty Vector Chart Service to the week number and date
indicated on the AVCS Update CD label.
The Update IHO S63 data window provides the user with a facility to review the import log in more detail.
This can be done by clicking the View Log button. This functionality is dealt with in more detail in the System

Reviewing Updates
Select from the Menu Bar: → Charts → Updates → S57 and CM93/3 Installation
Selecting the Review Updates button allows the user to check that all updates for a particular ENC have
been performed and accepted into the system database (SENC).

Instances of rejected/unaccepted updates should be reported to the UKHO for further investigation with the
particular producer nation. The user should report the ENC name and the update number affected plus any
other information that the system reports.

AVCS and System Status Checks

ENC Update Management
The system provides the user with the capability to view the status of the system database against any
outstanding ENC new editions and/or updates available in AVCS. This can be done remotely while vessels
are at sea assuming it has access to the internet or prior to updating with the latest available AVCS Update
CD.
AVCS Service Status

Select from the Menu Bar: → Charts → Licence
ENCs that are encrypted in accordance with the IHO S-63 Data Protection Scheme contain a file named
PRODUCTS.TXT. This file is held in a folder named INFO held in the root directory of the AVCS CD and
contains a record of all ENCs in the Admiralty Vector Chart Service. The latest AVCS Update CD (or Base if
re-issued) will contain the current status of ALL AVCS ENCs with respect to edition and update number and
their respective issue dates. This file can be used to independently check the current status of the system
database (SENC) against the latest AVCS ENCs available. The user can obtain a copy of the latest
PRODUCTS.TXT file from the following sources:
1. The latest AVCS Update CD prior to installation. This will identify whether it is necessary to load the
latest update or not.
2. The Admiralty Updating Service (AUS), the latest PRODUCTS.TXT file will be downloaded with any
requested ENC new editions and/or updates.
3. The latest PRODUCTS.TXT file can be downloaded from the UKHO website using the following link and
the information provided below:

A window will be displayed prompting the user to type the following information:
Username: ukhopublic
Password: Public12345
Select the directory Digital Products
Download file named WKNN_YY_PRODUCTS.TXT (Where NN = Week Number & YY = Year)
Using the path specified above click on Import Product list. Highlight the INFO folder followed by the
PRODUCTS.TXT file as highlighted below then click on the Import Product List button.
The example used here shows the AVCS Update CD as the source. However this may have been
downloaded independently and may be stored in a user defined folder somewhere on the system.
If the PRODUCTS.TXT presented for import is older than a previously installed PRODUCTS.TXT file then a
Product List message box will be displayed as shown below left informing the user of this. If the AVCS
Update CD is newer than a previously installed PRODUCTS.TXT file then the system will proceed to install
the new product listing and display a Products List message box stating that the import was successful
(below right).

The updated product list can be viewed by pressing the Product list button; this will display a window similar
to the example below.
The user can view the current status of all AVCS ENCs in the service. On its own this does not really provide
much useful information however the following section describes how the user can make use of this
information prior to updating.
ECDIS Database Status

Select from the Menu Bar: → Charts → S57 + CM93/3 Chart Catalog
Selecting the path identified above will display the following S57 and CM93/3 Chart Catalog window.
The user must first select the database to be checked. This can be done by selecting from the down arrow
circled in the Chart Catalog window below. Select (S63) to view AVCS ENCs, users should aware that there
may be more than one (S63) database in the drop down list. This may be the result of independent database
installations of AVCS ENCs. Only one (S63) requires selection as even if there are more than one the
contents are identical.
The user can now click on the Verify Update Status button. This action checks the content of the system
database against the imported PRODUCTS.TXT file. Initially the left hand message window is populated with

the content of the system database and the status of each AVCS ENC. If the Status column is flagged OK
then there are no ENC new editions or updates available in the service. If the Status column is flagged with
Out of date then newer information is available for that ENC. Clicking on the ENC cell name provides
additional information in the right hand message window.
The example above shows ENC cell GB100002 highlighted and flagged as Out of date. The system
database shows the status of GB100002 as correct to Edition 15, Update 3. The latest PRODUCTS.TXT file,
imported in the process identified in the ECDIS Database Status section, indicates the Update Status for this
ENC cell is OUT OF DATE: expected Ed=15, Up=5. This indicates that there have been two ENC updates
issued since the system database was last updated, i.e. GB100002.004 & GB100002.005.
If the Status of all ENC cells in list are flagged as OK then the system is up to date.
If the vessel is at sea and has internet access then these outstanding updates can be accessed via the
Admiralty Updating Service.

System Import Log

Important Information for Users
The International Hydrographic Organisation (IHO) provides definitive guidance on the validation checks that
should be carried out on ENCs produced by or on behalf of Hydrographic Offices. These checks relate to the
data’s compliance with the various IHO S-57 publications relating to the content and structure of the ENCs.
Further validation checks are defined for implementation in the ECDIS equipment and these relate to
consistency in respect of importing ENCs. These are published in the IHO publication S-58 Recommended
ENC Validation Checks.
All ENCs supplied by HOs are validated using ENC validation tools. Furthermore the majority of ENCs are
also processed through the various Regional ENC Centres (RENCs), where additional validation checks are
carried out to ensure consistency between producer nations. Over the years a great deal of experience has
been gained validating ENCs knowing what S-58 errors and warnings are acceptable and which are not.
Although S-58 draws a clear line between ENC manufacture checks and ECDIS checks, many ECDIS
manufacturers still implement the full suite of tests identified in S-58. This can sometimes result in
unnecessary errors and warnings being presented to the user either on screen or in a log file. Users should
only report instances where an ENC has failed to load; these are normally identified by the ECDIS as a fatal
error or ENC failed import. In these instances the UKHO will seek to resolve this with the ENC producer.
Reviewing the Import Log

The Loading the AVCS Base CDs and The Weekly Update CD sections describe how AVCS Base and
Update CDs are installed on the system. On completion of these processes the system displays an ECDIS
message box summarising the results. Clicking on the OK button then allows the user, in both the Import
IHO S63 data and Update IHO S63 data windows, to review the import log in more detail by clicking on the
View Log button.
Clicking on the View Log will display an Installation Log widow. This provides the user with two options as
follows:
1. View a more detailed account of the summary which identifies individual ENCs and/or updates that have
failed to import to the system database (SENC).
2. View detailed information relating to the import of an individual ENC.
The example below identifies 7 files that failed to import in the ECDIS message box, click OK to remove the
box. In the Installation Log window highlight Summary in the Cell names list as indicated below. This
provides the user with a more detailed summary of these as circled in the Messages column below.

The Messages column identifies that one ENC could not be imported and two ENCs could not be updated. It
also identifies five ENC updates could not be applied because the ENC, identified previously, was not
imported. Also one ENC update failed import. To sum up one ENC plus six updates failed to import making
seven files in all.
Clicking on an individual ENC in the Cell names column will display the results of the validation checks for
that ENC in the Messages column.
The report provided in the Messages column is usually of a technical nature and almost unintelligible to all
but an expert in the IHO S-57 standards.

Who should you contact?
You will receive the most effective support if you address your initial query to the correct organisation. This
will usually be the manufacturer of the ECDIS equipment, or the Chart Agent you obtain your AVCS charts
from, but in certain circumstances you may need to contact the UKHO.
Problem Contact
Hardware problems: difficulties with the keyboard, mouse, display or main
system console, failure of a floppy disk or CD drive.
ECDIS Manufacturer
Software problems: difficulties with configuring or using the ECDIS system
software, interfacing problems.
Chart installation problems: problems with installing certificates, permits and
AVCS ENCs, standard error codes displayed (see AVCS User Guide). Admiralty Chart Agent

When reporting a chart related problem it is useful if you can provide the following details:
The AVCS licence number
The ECDIS system (and model/version) being used (especially if you have more than one system on
board)
The date and week number of the latest base and update disks held on the vessel
The issue date of the latest ENC Permits held. If the problem appears to be related to the permits it is
best to send a copy of the latest ENC Permits held by email if this is possible.
Any error messages displayed on the ECDIS (see page 18 of the AVCS User Guide)
Emergency Chart Permit Generation

In certain circumstances it may be necessary for a vessel to get access to an AVCS chart at very short
notice, for instance if she has to divert her route due to a medical or safety emergency. In these
emergency circumstances only, individual AVCS ENC Permits can be obtained from the UKHO 24 hours a
day, 365 days a year. These permits can be transmitted direct to the vessel by email wherever possible, by
fax, or simply by reading the characters out over the telephone or radio. Each permit consists of 64
characters.

the User Permit 4 Number of your ECDIS system and the required ENCs.
