National Living Treasures and Contemporary Art Production

Filipinos are widely recognized all over the world for their artistic talents. The Filipino talents in the arts is truly
something that we should be proud of.

This unit will introduce you to the country’s national living treasures-artists who still keep the tradition of the past to
survive the changing world. These artists remind us of the rich artistic and cultural heritage of our country

NATIONAL LIVING TREASURES AWARD: GAWAD SA MANLILIKHA NG BAYAN

In this new millennium, the indigenous and tribel cultural and artistic heritage of the Philippines is threatened by
modernization and globaloization. Many members of Philippine Tribal and Indigenous Communities move to the city to
seek better economic opportunity. Thus, they leave behind the rich and unique language and practices that have
thrived for many years.

Modernization and Globalization threaten the cultural and artistic heritage of Philippine Indigenous Communities In
response to the pressing concern of art and cultural preservation, the Philippine Government in 1992 enacted
Republic Act 7355. This institutionalized the National Living Treasure Award or the Gawad sa Manlilikha ng Bayan.

The National Living Treasures Award or the Gawad sa Manlilikha ng Bayan recognizes Filipino Tradition Arts.

GUIDELINES

∙ ​He/she is an inhabitant of indigenous/traditional cultural community anywhere in the Philippines that has
preserved indigenous customs, customs, beliefs, rituals and traditions and/or has syncretized whatever
external elements that have influenced it.
∙ ​He or she must have engaged in a folk art tradition that has been in existence and documented for at least 50
years.
∙ ​He/she must have consistently performed, over a significant period, works, of superior and distinctive quality. ∙​
He/she must possess a mastery of tools and materials needed by the art, and must have an established
reputation in the art as master and maker of works of extraordinary technical quality.
∙ ​He or she must have passed on and/or will pass on to other members of the community their skills in the folk
art for which the community is traditionally known.

A traditional artist who possesses all the queries of a Manlilikha ng Bayan candidate, but to age or infirmity
(deterioration) has left him of her incapable on teaching further his or her craft, may still be recognized if the
following are met.

his or her art, thus achieving important contribution for its development.

National Living Treasures: Gawad sa Manlilikha ng Bayan (Literature)

∙ ​Philippine literature has rich roots and colorful beginning.


∙ ​During precolonial times, there were many epics and folk tales that circulated in the country.
∙ ​Precolonial Philippine literature is rich with narratives in the form of epics and folk tales.
∙ ​In the iskand of Luzon, the Ifugaos had the Hudhud, the Ilocanos had the Biag ni Lam-ang and the Kalinga had the
Ullalim. From the Visayas is the Hinilawod of the Hiligaynon people. And from Mindanao is the Darangan. ∙​ ​These epics
are part of the Philippine oral tradition-these tales of heroism and adventure are passed on to the next generation by
month.

The individuals who have contributed to the preservation of the country’s folk and
oral literacy tradition.

GINAW BILOG (1953-2003)


∙ ​Awarded: 1993
∙ ​Poet
∙ ​Hanunuo Mangyan
∙ ​Panaytayan, Oriental Mindoro

∙ ​The ambahan is a form of poetic literature which is made up of seven-syllable lines used to communicate messages through metaphors
and imagery.
∙ ​It is sung and contains various messages ranging from advice, to courtship, and to farewell.
∙ ​This national treasure from Mansalay, Oriental Mindoro, took it upon himself to incessantly record the ambahan poetry by the use of
bamboo tubes and old dog-eared notebooks passed on to him by family and friends.
∙ ​His contribution to Philippine art is through the preservation of this ancient form of literature. In contemporary times ambahan serve’s
as a reminder of the country’s rich history and culture.

∙ ​His influences in contemporary arts is making these pieces of ancient knowledge accessible to today’s artists. ∙​
The tultul (epics), sudsungit (narratives), and tuturan (myths) are distincts Palawan folk Literature.

SAMAON SULAIMAN (1953-2011)


∙ ​Awarded: 1993
∙ ​Musician
∙ ​Maguindanao
∙ ​Mamasapano, Maguindano

∙ ​He was a master and teacher of kudyapi in Libutan and other barangays of Maganoy town, Maguindanao, Mindanao. ​∙
The kudyapi of Maguindanao is one of the most sophisticated Philippine musical instruments.
∙ ​Samaon Sulaiman was also highly skilled in handling other Philippine traditional instruments such as the kulintang, agong,
gandingan, palendag, and tambul.
∙ ​His contribution to Philippine Culture and arts was through his dedication in teaching how to play kudyapi. ∙​
He was also a popular town barber and served as an imam in the Libutan Mosque.

National Living Treasures: Gawad sa Manlilikha ng Bayan (Craft)

∙ ​Almost every Filipino appreciates the colorful and iniricate tapestry and textiles that are hung in homes. Grand hallways and
lobbies.
∙ ​Many tourist destinations showcase traditional crafts for local and foreign tourist.
∙ ​This is a clear sign that Filipinos continue to patronize their own products.
∙ ​The Philippines’s national living treasures for crafts continue to create truly Filipino crafts that represent the country’s art and
culture.
∙ ​Philippine traditional crafts are still found in many Filipino homes and are used in fashion and the tourism industry.

∙ ​Casque Maker (Tabungaw)
∙ ​Ilocano
∙ ​San Quintin, Abra

∙ ​Teofilo Garcia of San Quintin, Abra, is a master artisan, farmer, and innovator.
∙ ​He is recognized for his beautifully crafted casque or tabungaw, a distinctive and functional headpiece that he made to
safeguard him from the harsh rays of the sun and from the rain.
∙ ​His creation are made of hollowed-out native gourd which he polishes and varnishes.
∙ ​The interior of tabungaw is lined woven rattan for comfort.
∙ ​His contribution to contemporary art is the integration of his craft in Abra’s harvest festival.

EDUARDO MUTUC (1949)
∙ ​Awarded: 2005
∙ ​Eduardo Mutuc is an exceptional Filipino sculptor who works with silver, bronze, and wood, crafting religous and layman artworks. ∙​
His works include intricate and church retablos, ornately designed mirrors, grand altars, and breathtaking carosas used in churches
or produced by collectors.
∙ ​Mutuc was able to progress and cultivate his valuable skills.
∙ ​His works are more than simply ornamental, for his masterpieces add charm and luxury to every home and manument. ∙​ ​Mutuc’s
contibution to contemporary art in the Philippines is in his opulent craftmanship that graces the places of worship of many Filipino
faithful.

Lang Dulay (1928-2015)

∙ ​Awarded: 1998
∙ ​Lang Dulay was a master weaver. She started honing her skills at the young age of 12.
∙ ​She was famous for using traditional Filipino materials such as abaca fibers weaved into T’nalak cloth. ∙​ ​Her artistic designs
incalculated with the rich history of the country have made her a national living treasure. ​∙ ​She was widely known for her
distinct designs such as kabangi (butterfly), bangkiring (hair bangs), and the bulinglangit (clouds).
∙ ​The weaving of Lang Dulay and her people inspired the 2014 Cinemalaya film K’na the Dreamweaver. ​∙ ​Traditional T’boli
weaving uses two distinct sets of threads that are knitted at right angles to create an elaborate design.

103-Year-Old Filipina Tattoo Artist is the Last One of Traditional Kalinga Style

Whang-Od Oggay, who is popularly known as Apo Whang-Od, is the oldest ​tattoo ​artist in the Philippines at 103 years
old and is the last mambabatok – or traditional Kalinga tattooist – in the country. Whang-Od, who lives in the village
of Buscalan in Kalinga province, started tattooing headhunters with the help of her father at the age of 15, according
to ​My Modern Met​.

According to ​Great Big Story​, Whang-Od uses a traditional process where she taps pomelo tree thorns dipped in
charcoal water with a coffee tree hammer into the skin and leaves a permanent ink mark. Her tattoos come with
variations in designs, such as normal lines, animals and her world-famous three dot signature. Some of them even
have meanings like strength and fertility, B

Traditionally, the tattoos were only given to men after making kills. Women also receive tattoos as a way to enhance
their natural beauty and to attract any potential partners, A​BS-CBN reported. Tribes members view their tattoos as
signs of prestige, honor, beauty and fortitude. With the more modern age, Whang-Od opened her doors to outsiders
who want to experience the traditional form of tattooing. People from around the world travel more than 15 hours
from the Philippines’ capital of Manila up north to Buscalan to get tattooed by the legendary artist. Keeping the tattoo
tradition in Buscalan is not as easy as passing the tools to the next generation. In their culture, the art of
mambabatok ​must be passed down to their relatives to prevent contamination or infection of the tattoos. ​Even
though Whang-Od has no sons or daughters, she trained her grandnieces, Grace Palicas and Ilyang Wigan, to be the
next tattoo masters.

“[My friends who gave tattoos] have all passed away. I’m the only one left alive that’s still giving tattoos,” Whang-Od
said. “But I’m not afraid that the tradition will end because [I’m training] the next tattoos masters.” In 2018,
Whang-Od received the Dangal ng Haraya Award for Intangible Cultural Heritage where she was recognized, “as a
living vessel of a traditional practice, [who] deserves honor and acknowledgment for her contributions, particularly by
bringing to greater attention the indigenous practice of tattooing and Filipino culture in general,” ​Inquirer r​ eported.

The award “is given to living Filipino artists, cultural workers and historians; artistic or cultural groups, historical
societies, institutions, foundations and councils, to recognize their outstanding achievements in relevant fields that
have made an impact and significant contribution to Philippine culture and arts,” said the ​National Commission for
Culture and the Arts ​(NCCA).

That same year, Philippine senators made a resolution to nominate Whang-Od for the National Living Treasure
A​ward, “the highest honor given by the state to traditional folk artists,” ​Rappler r​ eported.

recognition for the artists who excel in creating and preserving traditional arts.
​Currently, there are 13 artists who are recipients as Gawad sa Manlilikha ng Bayan Award namely
Ginaw Bilog, Federico Caballero, Alonzo Saclag, Masino Intaray, Samaon Sulaiman, Uwang Ahadas,
Darhata Sawabi, Haja Amina Appi, Lang Dulay, Magdalena Gamayo, Salinta Monon, Eduardo Mutuc,
and Teofilo Garcia.
​These artists have their no-table share in keeping the traditional arts of their respective communities
