ARC FLASH RISK ASSESSMENT
Objective:
A person performing a task on energized electrical equipment should be able to survive without permanent physical
damage, should an arc flash occur while the person is performing the task.
Premise:
A potential arc flash hazard is presumed to exist
✓ Whenever energized electrical conductors or circuit parts are considered to be exposed and an employee is within the
limited approach boundary
✓ When an employee works on an energized electrical equipment when conductors or circuit parts are not exposed.
Usually, an Arc Fault event occurs as a result of some movement and Under normal operating conditions. When no
activity is ON, the potential for Arc Fault Hazard is low.
Approach:
In order to prevent the Arc Flash HAzard, one needs
➢ To identify Arc Flash Hazards
➢ To eliminate the likelihood of occurrence of injury of damage to health and potential severity of injury or damage
to Health.
➢ To determine the need for additional protective measures including the use of PPEs
The arc flash risk assessment should be re-evaluated to lower the risk or incident energy prior to determining the
necessary through the appropriate action with respect to the elements of Power Distribution before deciding on PPEs.
PPE should not be the first or only control element used. Properly selected arc-rated PPE limits the severity of an injury
but does not necessarily prevent an injury if an incident occurs.
ARC FLASH RISK ASSESSMENT
Considerations:
The requirement for arc flash protection when the incident energy is below 1.2cal/cm2 is not considered critical, since the
expected injury from such an incident will be survivable and non-permanent.
Properly rated PPE should limit the injury to a second-degree burn if an arc flash were to occur while performing work
within the arc flash boundary.
Factors influencing the Likelihood of Arc Flash and Severity of the injury:
✓ The design of the electrical equipment, including its overcurrent protective device and its operating time.
✓ The operating condition of the electrical equipment and the condition of maintenance.
✓ The position of the person in relation to the arc flash.
✓ The incident energy level that is impinged upon the body.
✓ Appropriateness of the safety-related work practices. An abnormal condition exists when all of the normal
operating conditions have not been met.
✓ The arc flash boundary.
✓ The hierarchy of risk controls employed to address arc flash mitigation. Greater would be the risk of injury if
the upstream overcurrent device has not been maintained
✓ The PPE to be used within the arc flash boundary.
✓ PPE is considered the least effective and lowest level of risk control for employee protection and should be the
last line of control , after all other risk controls have been exhausted.
ARC FLASH RISK ASSESSMENT
Risk Components:

The two considerations for additional protective measures are required are
✓ the likelihood of occurrence of injury or damage to health
✓ the severity of injury or damage to health
that results from a hazard.
Design Considerations:

Proven designs such as


➢ arc-resistant switchgear
➢ remote racking (insertion or removal),
➢ remote opening and closing of switching devices,
➢ high-resistance grounding of low-voltage and 5000-volt (nominal) systems,
➢ current limitation,
➢ specification of covered bus or covered conductors within equipment
could reduce the risk associated with Arc Flash incidents.
ARC FLASH RISK ASSESSMENT
Methods:
If a person’s body (or part of his body) needs to be within the arc flash boundary, in order to perform a task, an arc flash risk
assessment must be performed
✓ to determine the amount of incident energy that might be impinged upon the person, in calories per square
centimetre(Cal/cm2).
✓ to determine the PPE to be used.
The person then must select and use, appropriate PPE, having a rating, at least as high as the predicted incident energy that
is available from the energy source.
There are several methods for estimating the incident Energy and Arc Flash Boundary. NFPA 70E does not limit calculation
methods and other appropriate techniques available to estimate the incident Energy and Arc Flash Boundary.
Within NFPA 70E, there are only two methods that are prescribed for selecting the PPEs for arc flash and the short circuit
current and the fault clearing time needs to be the basis.
1. The incident energy analysis method, which results in an arc flash boundary at a distance where the incident
energy is 1.2 cal/cm2 in accordance with 130.5(G)
2. The arc flash PPE category method, which results in an arc flash boundary selected directly from the tables in
accordance with 130.7(C)(15)
ARC FLASH RISK ASSESSMENT

Only one of the methods shall be used on the same piece of equipment. The procedure that defines how to perform the arc
flash risk assessment must also specify which method is preferred.

Incident Energy Analysis Method:


The level of the incident energy shall be based on the working distance of the face and chest area of the person from the
prospective source of the arc flash during the performance of the specific task. With the increase in incident energy
further closer to the working distance considered above , additional PPEs shall be used for parts of the body closer to the
source of the arc flash, than the working distance. Thus, the actual working distance might be different from what is
specified on the label.

Incident Energy Analysis method involves extensive calculation and allows for a more precise determination of PPEs for
working at a given distance from the Equipment or the Electrical System.

Thus, any task performed, at a distance less than the working distance specified is susceptible to exposure to increased
energy levels and the work permit issued considering the distance in the label would become ineffective.

The body parts, such as hands and arms that get extended closer to the working distance would demand usage of
additional protective measures.

The arc rated PPEs used at a rating lesser than the actual rating of the PPE would be enable better protection.
ARC FLASH RISK ASSESSMENT
Incident Energy Analysis Method:
The incident energy analysis shall take into consideration
✓ the characteristics of the overcurrent protective device
✓ its fault clearing time
✓ condition of maintenance.
Hence, it is important to update the changes in the Electrical Distribution Systems in incident Energy analysis.
The Change in Electrical Distribution System could be
✓ Addition of a new equipment that would require a new label to be made
✓ Alterations or modifications carried out in an Electrical System for various operational reasons
✓ Changes made in the Power Distribution System by the Utility companies, resulting in a change in the Source Fault levels
Under the above circumstances the ARC Flash Analysis would be required to be reviewed.

The accuracy of the Incident Energy analysis shall be reviewed at an interval not more than 5 years.

Limitations:
While usage of PPE could protect the person from the high energy released from the fault in terms of heat energy. However,
PPE would not provide protection against
✓ The strength of the pressure wave created by the Arc Flash
✓ The shrapnel ejected at a velocity high enough to prevent the body.

When using the incident energy analysis method, the selection of PPE must also comply with the requirements of 130.7(C).

✓ a single layer, such as an arc-rated shirt and pants or a coverall, or for an arc flash suit or
✓ a multi-layer system if tested as a combination consisting of an arc-rated shirt and pants, coverall, and arc flash suit.

b :Face shields with a wrap-around guarding to protect the face, chin, forehead, ears, and neck area are required by 130.7(C)(10)(c).
Where the back of the head is inside the arc flash boundary, a balaclava or an arc flash hood shall be required for full head and neck protection.

c :Rubber insulating gloves with leather protectors provide arc flash protection in addition to shock protection.
Higher class rubber insulating gloves with leather protectors, due to their increased material thickness, provide increased arc flash protection.

The incident energy analysis shall be updated when changes occur in the electrical distribution system that could affect the results
of the analysis. The incident energy analysis shall also be reviewed for accuracy at intervals not to exceed 5 years.
ARC FLASH RISK ASSESSMENT - PPE category method

When conducting the arc flash risk assessment using the PPE category method, the tables must be used in the following
sequence:
1. It must be determined if an arc flash is likely for the tasks specified

2. If an arc flash is likely, the hierarchy of risk controls must be exhausted before determining necessary PPE.
3. When PPE will be employed as a risk control, the level of PPE necessary must be determined from either Table
130.7(C)(15)(a) for ac systems or Table 130.7(C)(15)(b) for open-air dc systems.
4. Table 130.7(C)(15)(c) must then be used to determine the personal equipment needed to achieve the required PPE
category.

It is inappropriate to utilize the PPE category method as justification for authorizing energized work.

Exception No. 2: In supervised industrial installations where conditions of maintenance and engineering supervision ensure that
only qualified persons monitor and service the system, the information required in 130.5(H)(1) through 130.5(H)(3) shall be
permitted to be documented in a manner that is readily available to persons likely to perform examination, servicing,
maintenance, and operation of the equipment while energized.
