The two considerations for additional protective measures are required are
✓ the likelihood of occurrence of injury or damage to health
✓ the severity of injury or damage to health
that results from a hazard.
Design Considerations:
Only one of the methods shall be used on the same piece of equipment. The procedure that defines how to perform the arc
flash risk assessment must also specify which method is preferred.
Incident Energy Analysis method involves extensive calculation and allows for a more precise determination of PPEs for
working at a given distance from the Equipment or the Electrical System.
Thus, any task performed, at a distance less than the working distance specified is susceptible to exposure to increased
energy levels and the work permit issued considering the distance in the label would become ineffective.
The body parts, such as hands and arms that get extended closer to the working distance would demand usage of
additional protective measures.
The arc rated PPEs used at a rating lesser than the actual rating of the PPE would be enable better protection.
ARC FLASH RISK ASSESSMENT
Incident Energy Analysis Method:
The incident energy analysis shall take into consideration
✓ the characteristics of the overcurrent protective device
✓ its fault clearing time
✓ condition of maintenance.
Hence, it is important to update the changes in the Electrical Distribution Systems in incident Energy analysis.
The Change in Electrical Distribution System could be
✓ Addition of a new equipment that would require a new label to be made
✓ Alterations or modifications carried out in an Electrical System for various operational reasons
✓ Changes made in the Power Distribution System by the Utility companies, resulting in a change in the Source Fault levels
Under the above circumstances the ARC Flash Analysis would be required to be reviewed.
The accuracy of the Incident Energy analysis shall be reviewed at an interval not more than 5 years.
Limitations:
While usage of PPE could protect the person from the high energy released from the fault in terms of heat energy. However,
PPE would not provide protection against
✓ The strength of the pressure wave created by the Arc Flash
✓ The shrapnel ejected at a velocity high enough to prevent the body.

When using the incident energy analysis method, the selection of PPE must also comply with the requirements of 130.7(C).

b :Face shields with a wrap-around guarding to protect the face, chin, forehead, ears, and neck area are required by 130.7(C)(10)(c).
Where the back of the head is inside the arc flash boundary, a balaclava or an arc flash hood shall be required for full head and neck protection.
c :Rubber insulating gloves with leather protectors provide arc flash protection in addition to shock protection.
Higher class rubber insulating gloves with leather protectors, due to their increased material thickness, provide increased arc flash protection.
The incident energy analysis shall be updated when changes occur in the electrical distribution system that could affect the results
of the analysis. The incident energy analysis shall also be reviewed for accuracy at intervals not to exceed 5 years.
ARC FLASH RISK ASSESSMENT - PPE category method
When conducting the arc flash risk assessment using the PPE category method, the tables must be used in the following
sequence:
1. It must be determined if an arc flash is likely for the tasks specified
2. If an arc flash is likely, the hierarchy of risk controls must be exhausted before determining necessary PPE.
3. When PPE will be employed as a risk control, the level of PPE necessary must be determined from either Table
130.7(C)(15)(a) for ac systems or Table 130.7(C)(15)(b) for open-air dc systems.
4. Table 130.7(C)(15)(c) must then be used to determine the personal equipment needed to achieve the required PPE
category.
It is inappropriate to utilize the PPE category method as justification for authorizing energized work.

Exception No. 1: Unless changes in electrical distribution system(s) render the label inaccurate, labels applied prior to the
effective date of this edition of the standard shall be acceptable if they complied with the requirements for equipment labelling in

Exception No. 2: In supervised industrial installations where conditions of maintenance and engineering supervision ensure that
only qualified persons monitor and service the system, the information required in 130.5(H)(1) through 130.5(H)(3) shall be
permitted to be documented in a manner that is readily available to persons likely to perform examination, servicing,
maintenance, and operation of the equipment while energized.
