1. International Maritime Organization’s Maritime Safety Committee (MSC) adoption by


resolution MSC.416(97), which amends the International Convention on Standards of Training,
Certification and Watchkeeping for Seafarers (STCW), 1978, along with resolution MSC.417(97),
which amends Part A of the STCW Code. GIVE A BRIEF EXPLANATION.

International Maritime Organization’s adoption of the Polar Code Amendments to STCW. This
amendment was made to rightly address the unique hazards and challenges faced by the vessels
operating in the Polar Waters, that was not fully implemented in the former SOLAS, MARPOL,
and STCW conventions. In this amendment, specific terminologies are also added to the STCW,
and importantly, qualifications, trainings and certificates needed to work on polar waters are
specifically identified, stated, and listed to ensure safety and competence at work.

2. Qualifications of officers in accordance with chapter V of the STCW Convention, 1978, as


amended, and a table provided specifying the appropriate level of training required by the Polar

The Polar Code of the STCW Convention has set specific training, certificates, and qualification
intended accordingly among different ranking levels and different ship types. Masters and deck
officers who wish to be a candidate for the issuance of Certificate of Proficiency (CoP) should
acquire Certificate in Basic Training for ships operating in polar waters, and Certificate in
Advanced Training for ships operating in polar waters. Under the conditions upon the issuance
of the Certificate in Advanced Training for ships operating in polar waters, should have at least 2
months of approved seagoing service in the deck department, at management level or while
performing watchkeeping duties at the operational level, within polar waters or other equivalent
approved seagoing service, and should have completed approved advanced training for ships
operating in polar waters and meet the standard of competence specified in the STCW Code. The
Certificate of Proficiency (CoP) is issued by the training provider to ensure that the vessels
sailing in polar waters are manned with certified and qualified individuals.
3. Requirements set out in Regulation V/4 of the STCW Convention and detailed in Section A-
V/4 of the STCW Code , as amended, to support the functional requirement for training in
Chapter 12 of the Polar Code with new mandatory minimum requirements for the training and
qualifications of Masters and deck officers on ships operating in polar waters. GIVE A BRIEF
EXPLANATION.

The requirements for the training and qualifications of Masters and deck officers on ships
operating in polar waters are in detailed lists in tables  A-V/4-1, A-V/4-2, and STCW Section B-
V/4 Chapter V (STCW 2010). Masters and officers who are candidate for the issuance of
Certificate of Proficiency, a perquisite of working for vessels operating in polar waters, should
thoroughly understand and demonstrate each assessment stated in the tables to ensure
competency and and good execution of duties and responsibilities each one should take upon
joining operations at polar waters.
