As part of his administration’s educational thrust, Manila Mayor Joseph E. Estrada


distributed cash and shoes to the city’s elementary and high school students in time for the
opening of classes for school year 2018-2019.
The local chief executive extended P5 million in financial aid to at least 1,000 learners in
line with the local government’s Educational Assistance Program (EAP), upholding the rights of
children, especially the underprivileged, to free education.

Easing the Textbook Backlog


Some 10 million copies of textbooks have already been distributed by the Department of Education
(DepEd) in 19,000 public elementary and secondary schools nationwide.

Constructing More School Buildings


To date, the government has constructed 1, 612 school buildings in barangays unserved by
nearby schools. Some 555 schoolhouses will be completed within the next few weeks.
The President has directed DepEd to design classrooms within the P250,000 budget so that the
government can build more classrooms throughout the country, especially in remote barangays.

Launching the Internet-based Education Program


In support of the national effort to empower and prepare the youth for the Information Age, the
ed. venture program has already built 15 fully equipped, Internet-connected and fully air-
conditioned computer laboratories in public schools nationwide.

President Aquino Signs K+12 Program Into Law


In a historic moment for advocates of educational equity, President Benigno Aquino III
approved Republic Act (RA) 10533, signing into law the K+12 program on May 15, 2013.
The K+12 program covers kindergarten and twelve years of basic education — six years
of primary schooling, four years of junior high school and two years of senior high school. By
adding two years to the current educational system, K+12 aims to provide mastery of skills for
lifelong learners and prepare them for career opportunities. The program also contextualizes
lessons to students, as concepts will be explained using local culture with the use of the students’
respective mother tongues. The curriculum also prepares graduates to acquire mid-level skills
that will allow them more opportunities even in the global job market.

Anti-Bullying Act of 2013


RA 10627, or the “Anti-Bullying Act of 2013.” This law is one of the first “anti-bullying
laws” in the world. Under this law, all public and private basic-education schools are mandated
to adopt anti-bullying policies and establish intervention programs for both the child victim and
the child bully. Schools should also impose the appropriate disciplinary measures against the
perpetrators depending on the gravity and nature of the bullying case.

Iskolar ng Bayan Act of 2014


RA 10648 (“Iskolar ng Bayan Act of 2014”) which mandates all state universities and colleges to
admit and provide scholarship grants to the top 10 public high-school graduates subject to some
requirements and conditions provided by said law and the implementing rules and regulations to
be formulated by the Commission on Higher Education (CHED) and the DepEd; and
