Médecins Sans Frontières (MSF / Doctors without Borders) is an

healthcare in Kachin, Rakhine and Shan states, as well as Yangon and

Job title: Base and Facilities Officer
Job location: Maungdaw Project (Based in Rathidaung)
Accountable to: Technical Activity Supervisor
Base Salary: 538,000 MMK
No of Position: 1
Duration: 1 year with possible extension

MAIN PURPOSE OF THE POSITION


Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and
local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure
and vehicles in optimal running conditions
ACCOUNTABILITIES
 Planning vehicles movements, tracking individual trips, and ensuring implementation of security
measures
 Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
 Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that
domestic waste is correctly discarded
 Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water
supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to
assess the rehabilitation needs of facilities.
 Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in
particular:
o Inventories and the reallocation of equipment.
o Renewing the authorization to use radio material with local authorities.
o Checking the quality of the work carried out on generators and electrical installations.
 Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
 Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the
quality or availability of the items to be purchased.
 Participating in trainings at the request of the line manager
 Manage large numbers of staffs such security guard, drivers and boat pilot.
 Make sure the Maintenance of the Boat is conducted timely manner by responsible mechanic
 Supervising and monitoring on a day-to-day basis the implementation of his/her technical
activity/activities in the project ensuring compliance to MSF standards, protocols and procedures.
 Supervise technician, contracted skilled worker and daily workers.
 Upon request, assist project technical activities supervisor with technical issues (repairs, construction
and Watson in to all MSF premises and clinics sites.)
 Responsible for the equipment and tools, including extinguishers and air conditioners, checking they
are correctly and safely used, maintaining, check-up, service follow up and renewing them when
necessary and keeping the inventory updated.
 Ensuring proper use, storage and maintenance of the equipment and tools provided.
 Be focal person and responsible for monthly electrical and internet bill topup in the based location.
 Execute new electrical installations and repairs in all MSF premises and clinics with support and
guidance of MTR E&P.
 Provide monthly report to the logistic Team Leader.
 Performing any other relevant tasks assigned by his /her supervisor as necessary

REQUIREMENTS

Education Essential Secondary Education (equivalent to matriculations exam passed)


Experience Desirable experience with other NGOs.
Languages Mission/English language essential; local language of Rakhine desirable.
Knowledge Computer literacy and radio equipment user-knowledge
