REPORT

ON THE LOCAL COUNCIL FOR THE PROTECTION OF CHILDREN PLAN CY2020 AND
COMPREHENSIVE LOCAL JUVENILE INTERVENTION PLAN CY2019-2022 DULY
APPROVED BY THE MUNICIPAL COUNCIL FOR THE PROTECTION OF CHILDREN
PURSUANT TO ITS RESOLUTION NO.2019-01 PER 1ST. ENDORSEMENT OF THE
MUNICIPAL MAYOR RECEIVED ON DECEMBER 02,2019.

I. REFERENCE

On December 03, 2019 The August Body referred to the Committee on Social
Welfare and Development the Report on the Local Council for the Protection of Children
plan CY 2020 and Comprehensive Local Juvenile Intervention Plan CY 2019-2022 Duly
Approved by the Municipal Council for the Protection of Children pursuant to its Resolution
no. 2019-01 per 1st endorsement of the Municipal Mayor received on December 02, 2019.

II. ISSUE

Whether or not the request be granted.

III. FINDINGS AND DISCUSSION

The various DILG MCs emphasize the importance of the LCPC. In general, the LCPC is
crucial in sustaining the national efforts in the localization of the Philippine National
Strategic Framework for Plan Development for Children or Child 21, which is a roadmap
for planning programs and interventions meant to promote and safeguard the rights of
Filipino children.

Moreover, with the passage of RA No. 9344, otherwise known as the Juvenile Justice
and Welfare Act of 2006, the LCPC plays a key role in the protection of children,
particularly in coordinating with and assisting the LGUs in the formulation of a
comprehensive plan on juvenile delinquency prevention and in the oversee of its proper
implementation.
 Now therefore, to sustain and strengthen the existing programs the Municipal
Council for the protection of Children convened to craft the resolution for the Local Council
for the protection of Children CY2020 Plan and the Comprehensive Local Juvenile
intervention Plan for CY2019-2022; and the Council is on opinion to adopt to the standard
procedures on the implementation of the various plans, programs and activities of the local
council for the protection of the Children and the Comprehensive Local Juvenile
Intervention Plans. The Council found it indispensable to endorse the LCPC CY2020 and
CIJIP CY2019-2022 a Resolution to the Office of the Vice Mayor for inclusion in the regular
session of the Sangguniang Bayan for Adoption and with 1% funding from IRA for the
rehabilitation and reintegration of the Children in conflict with the law and children at risk
with their respective Families and Communities to prevent committing offenses.

IV. CONCLUSION

The committee concludes that the Report on the Local Council for the Protection of
Children plan CY2020 and Comprehensive Local Juvenile Intervention Plan CY2019-2022
Duly Approved by the Municipal Council for the Protection of Children pursuant to its
Resolution no.2019-01 per 1st endorsement of the Municipal Mayor received on December
02, 2019 be granted.

V. RECOMMENDATION

The committee hereby recommends for the favorable adoption of this report.

VI. MOTION

It is moved that the report be adopted. It is further moved that report be calendared
under the Unassigned Business for proper action.
