I. APPLICATION

If  a vote is equally divided the proposal shall be 
rejected. 

Veto 

Rule 26 
A  resolution  shall  not  pass  if  a  Permanent 
Member  of  the  MilanMun  Security  council 
casts  a  vote  against  the  resolution,  since  the 
vote is to be seen as a use of their veto power.
