Modals: can be / could be /may be /
might be + past participle

We use these forms to talk about present

and past ability, possibility and
permission in the passive voice when the
action is more important than the doer.

Examples
1. Cellphones may be used in the class.
2. The airport might be closed due to bad
weather.
3. The package could be delivered on time
if you send it today.
4. Fragile content can be damaged if not
wrapped appropriately.

Who does the action?

We don’t know, it’s not important.
Modals: must be / ought to be /
should be + past participle

We use these forms to talk about

necessity /obligation (must be/ have
to be / need to be) or to give avice /
suggestion (should be/ought to be)
in the passive voice.

Examples

1. Toys must be sent in a special box.

2. Children have to be taught to take
care of themselves.
3. The money ought to be returned
to the man.
4. Books should be kept safe.
Modals: will be + past participle

We use will be + past participle to talk

about future intentions or offers in
the passive voice.

Examples
1. The roads will be repaired soon.
2. The package won’t be taken today.

REMEMBER:
In the passive voice, it is important
WHAT is done, not who does it.
