1. What is the importance of the constitution?
Ans. (i) various situations require some rules or laws which are
acceptable to all.
(ii) In any country these basic rules which safeguard the
interests of diverse groups of people are laid down in the form
of a constitution, which may be written or unwritten.
(iii) The constitution of the country is, thus a set of rules
according to which it is governed.
(iv)It is acceptable to all its citizens and laws down the
foundation for a good society.
(v) It is the supreme law of the country and legislations of the
state must be in accordance to the principles laid down in the
constitution.
2. What do you understand by the concept of Rule of Law?
Ans. (i) Rule of Law demands that people occupying positions in
different organs of the state and holding power should be
guided by law and not be allowed to act in an arbitrary or
unlawful manner.
(ii) The citizens should be protected by law and enjoy equal
rights as well as discharge equal responsibilities.
(iii) This measure was adopted to guard against the abuse of
power and evolve a democratic structure of power
relationship.
(iv)In this constitutional scheme, it is the parliament or the
legislature that enacts laws, the executive that implements
them and the judiciary that interprets them.
3. In the constitutional framework, who enacts, implements and
interprets the law?
Ans. In this constitutional scheme, it is the parliament or the
legislature that enacts laws, the executive that implements
them and the judiciary that interprets them.
4. How has the Untouchability Act helped in reducing inequality
in the society?
Ans. (i)The parliament enacted the Untouchability (Offences)
Act 1955.
(ii) The provisions of the Act included:-
a. Denial of admission to any person to public institutions like
place of worship, schools and hospitals.
b. Subjecting any person to disability with regard to access to
any shop, hotel or with regard to use of sources of water,
road etc.
(iii) An amendment to the Act in 1976 declared the practice
of untouchability a legal offence punishable by law through
imprisonment for one to two years.
5. What do you understand by dissent? Why it might take place
against the government?
Ans. (i) The term dissent or disobedience means refusal to
abide by law.
(ii) The goal of dissent is to bring about a change in the actions,
policies, laws, government and in the social and political
system underlying it. Eg.. French Revolution.
(iii) Dissent or disobedience takes place under extraordinary
circumstances and for justifiable reasons.
