Kerala State Coastal Area Development Corporation (KSCADC) is seeking Expression of Interests (EoI)
in TWO COVER SYSTEM from Manufacturers/ Distributors / approved agencies etc for Setting up of
ISO standard Rust proof Reefer Container based Fresh Fish Storage or equivalent on lease for SIX
months at Vizhinjam (Thiruvananthapuram district) and in Kollam district

EoI proposal along with the relevant documents shall be submitted to the Managing Director, Kerala
State Coastal Area Development Corporation (KSCADC), ChalachithraKalabhavan Building, 1st Floor,
Vazhuthacaud, Thiruvananthapuram, Kerala 695 014, Ph.0471-2321520, Fax:2323363, E-Mail:
kscadc@gmail.comwithin the specified time. KSCADC reserves the right to accept or reject any or all
applications without assigning any reason.

The scope of works includes:

1) Design of the Reefer Container based cold room or equivalent capable of keeping 2 to 4
degree Celsiuswith its supporting accessories like backup Generator, shelter, elevated
platform or support stand, floor ramp, air curtain, interior lights, online monitoring and
alarm, etc for the storage of fresh fish in two different categories
a. capable of storing at least 1000 standard fish crates (40 feet containers or
equivalent)
b. capable of storing at least 500 standard fish crates (20 feet containers)

2) Installation of the approved Reefer Container or equivalent with suitable Generator in the
selected locations within the specified time

3) Testing & Commissioning including necessary electrical wiring and obtaining KSEB
connection

4) Operation of the facility for a period of one month including all connected expenditure like
operation cost, energy charges, water charges, appointing staff for the above period etc

5) Training Client’s staff free of cost

6) The installed facility should meet all the Hygiene, Food safety & HACCAP Standards

7) Handing over of the facility one month after successful commissioning and operation

8) OFFERS can be submitted for theTWOcategories of containers or equivalentas mentioned

above. The rate offered is to be for ONE SET OF REEFER WITH ALL THE CONNECTED
ACCESSORIES as mentioned above

9) Warranty period will be for the whole period of leasing

10) The quoted rates should be inclusive of all charges like freight, loading, unloading,
demurrage etc, but exclusive of GST (The GST amount is to be separately specified)
 11) The technical and other details of the installation along with the credentials as described in
the pr-qualification criteria are to be included in the FIRST COVER, whereas the price bid
alone should be made in the SECOND COVER.

12) The successful bidder has to enter into an agreement with KSCADC in stamp paper worth
0.1% of bid value and 10% of bid amount as security amount, which will be released on
completion of warrantee period.

13) Payment terms will be as follows:

• Themonthly lease rent will be paid at the end of each month

14) If selected, the entire facility has to be installed and commissioned within a period of 1
month of acceptance of offer

Pre Qualification Criteria

a) The Company/firm/individual should have at least two year experience in the

Manufacture/ supply/ installation/ownership of Reefer containers or equivalent

b) The company/firm should have proven credentials to prove the above

A detailed EOI proposal in TWO COVER SYSTEM, specifying the competition offers shall be submitted
to the Managing Director, KSCADC on or before 3 pm, 17th April 2020, along with all proof of
records substantiating the eligibility criteria and prior experience in executing the subjected work as
specified in the scope of work.

8) Separate quotations can be submitted for the 40 feet and 20 feet sizes in two options as
listed below:

• With Brand New containers (with a warranty of one year from the date of
commissioning)

• With Used containers (with a warranty of one year from the date of commissioning)
 9) The quoted rates should be inclusive of all charges like freight, loading, unloading,
demurrage etc, but exclusive of GST (The GST amount is to be separately specified)

10) The technical and other details of the installation along with the credentials as described in
the pr-qualification criteria are to be included in the FIRST COVER; whereas the price bid
alone should be made in the SECOND COVER (offers for different categories can be quoted
in a single sheet)

11) The successful bidder has to enter into an agreement with KSCADC in stamp paper worth
0.1% of bid value and 10% of bid amount as security amount which will be released on
completion of warrantee period

12) Payment terms will be as follows:

• 70% of the total amount will be paid when all the material reaches the site

• Balance 20% will be paid on handing over of the facility

• Balance 10%will be paid after successful operation for one month

13) If selected, the entire facility has to be installed and commissioned within a period of 30
days of acceptance of offer

Pre Qualification Criteria

a) The Company/firm should have at least three year experience in the Manufacture/
supply/ installation of Reefer containers.

b) The company/firm should have proven credentials to prove the above.

c) The Company/firm should have at least a minimum turnover of Rs 50 Lakhs/annum for

the past three financial years.

electronically through the e-tender site on or before 3 pm,21stApril 2020, along with all proof of
records substantiating the eligibility criteria and prior experience in executing the subjected work as
specified in the scope of work.
