1 INTRODUCTION
On December 12, 2003, Louisiana Energy Services submitted a license application for the
proposed National Enrichment Facility in Lea County, New Mexico. The U.S. Nuclear
Regulatory Commission (NRC) completed the safety review in June 2005, and the results of the
review are documented in the Safety Evaluation Report for the National Enrichment Facility in
Lea County, New Mexico (U.S. Nuclear Regulatory Commission, 2005). Center for Nuclear
Waste Regulatory Analyses (CNWRA) staff provided technical assistance to NRC to prepare
this safety evaluation report.

On December 8, 2006, NRC tasked CNWRA to provide technical assistance to support the
NRC design review of the National Enrichment Facility. The regulatory requirements in
10 CFR Parts 40 and 70 (U.S. Nuclear Regulatory Commission, 2006a,b) will be used to guide
the design review. Compliance with the performance requirements in 10 CFR 70.61 and the
baseline design criteria in 10 CFR 70.64 will be determined at the conclusion of the
design review. The results of this review will form part of the basis for a compliance
determination with regard to the regulatory requirements in 10 CFR 40.41(g) and
10 CFR 70.32(k).

This review plan provides the NRC and CNWRA staffs with the necessary guidance for a
technical review of the structural design of the National Enrichment Facility. Wherever possible,
this review plan relies on the use of existing, more detailed review guidance.

The NRC guidance documents referenced in this review plan for the structural design review
include the following:

2 ACCEPTANCE CRITERIA
This chapter presents the acceptance criteria for different design considerations to help
reviewers determine whether structural designs for the Louisiana Energy Services National
Enrichment Facility are in compliance with the regulatory requirements in 10 CFR Parts 40 and
70. The criteria are also to be used to assess whether the structural designs are consistent with
the codes and standards committed to by Louisiana Energy Services in its Safety Analysis
Report (Louisiana Energy Services, 2005; U.S. Nuclear Regulatory Commission, 2005).
