PRESIDENT FIDEL V.

RAMOS (Presidency: June 30,1992- June 30,1998)

Fidel Ramos was born in Lingayen, Pangasinan on March 18, 1928 to former Foreign Affairs

Secretary Narciso Ramos and Angela Valdez. He graduated valedictorian from elementary

school, and attended the UP High School, before enrolling in the Philippine Military Academy

(PMA) where he earned a scholarship to the US Military Academy in West Point. While in the

US, he also obtained a Masters Degree in Civil Engineering in University of Illinois

In 1952, he joined the Philippine Army and became part of the Philippine Expeditionary Force in

1952 during the Korean War. In the 1960s, he was Chief of Staff of the Philippine Civil Action

Group in Vietnam. From there, he quickly rose from the ranks to head the Philippine

Constabulary, and later on, the Chief of Staff of the Armed Forces.

He then helped former President Corazon Aquino overcome the seven coup attempts led by now

Senator Gregorio Honasan. In 1992, Aquino anointed her as her candidate for the presidential

elections.

Based on our survey the administration of Fidel V. Ramos was great by that time. We have

interview some of the people that experience the term of Ramos. One answer is remain in our

mind, by the time of Ramos his presidency was good for them. And this is some of Ramos

advocacy in the Philippines.

RAMOS ECONOMIC REFORM


Under his administration, he vision about 'Philippines 2000' that can leads the country into a

newly industrialized country in the world . this is the vision of Ramos in the Philippines by the

year 2000:

• Peace and Stability

• Economic Growth and Sustainable Development

• Energy and Power Generation

• Environmental Protection

• Streamlined Bureaucracy

EDUCATION UNDER RAMOS PRESIDENCY

Under the form of President Fidel V. Ramos educational reforms rushed to completion. August

25,1994 Ramos signed into law of various bills on education. This law was designed to improve

the quality of Philippine education.During his speech that was held in Malacanang Ramos say:

“Today, we break new ground, and aim for higher goals in the Filipino’s continuing search

for means by which to win the future. We stand at the frontier of major and far-reaching

improvements in education. We leave behind the darkness of ignorance and backwardness

causes by the lack of quality education. Ahead beckons a horizon of hope and opportunity for

He emphasized that this is the task of education which, is the right of every citizen to receive,

and the responsibility of government to provide. we must step up our efforts to improve the

quality of education.

At the basic level, we see a need to strengthen the teaching of English, science and mathematics.

We also recognize the importance of promoting basic Filipino values such as love of country,

pride in being a Filipino, honesty, civic consciousness and respect for law and order, among

others.

Following these principles, and in all our schools today, we must prepare young Filipinos and

students to be responsible, productive and enlightened citizens of a much higher quality than

they are now.

These will enable us very soon to produce a globally competitive human resource base. And this

will be true not only in Metro Manila, but also and especially in the countryside and our far-flung

regions.

As his vision in 2000 approaches, we will need to be more competitive in science and

information technology. The main battleground of the future will be in these areas, and we

cannot wait until the battle is upon us to prepare ourselves for its challenges.

Our schools, our colleges, our universities and our manpower training centers must therefore

refocus their programs to reflect this higher priority.

This is just the summary of the law that was being signed by Ramos during his presidency.
FIDEL V. RAMOS, has another law which, direct the Secretary of Education, Culture and Sports

and the Chairman of the Commission on Higher Education to take steps to immediately and fully

implement the letter, intent and spirit of Republic Act No. 1425 and to impose.

In Republic Act No. 1425 ENTITLED "AN ACT TO INCLUDE IN THE CURRICULA OF

ALL PUBLIC AND PRIVATE SCHOOLS, COLLEGES AND UNIVERSITIES, COURSES

ON THE LIFE, WORKS AND WRITINGS OF JOSE RIZAL, PARTICULARLY HIS

NOVELS, NOLI ME TANGERE AND EL FILIBUSTERISMO, AUTHORIZING THE

PRINTING AND DISTRIBUTION THEREOF AND FOR OTHER PURPOSES".

This indicate that all schools, colleges and universities, public and private, to include in their

curricula, courses on the life, works and writings of Jose Rizal, particularly his novels Noli Me

Tangere and El Filibusterismo which "are a constant and inspiring source of patriotism with

which the minds of the youth, especially during their formative and decisive years in school

should be suffused;"

because according to Dr. Rizal, "the school is the book in which is written the future of the

nation;"
