Dear Comrades,
IMPLEMENTATION OF THE
DECISIONS OF THE NATIONAL EXECUTIVE MEETING
HELD ON 23RD AUGUST 2020
The decisions taken in the online National Executives meeting on 23rd August 2020 could
not be executed by us at the desired speed due to bad health conditions of our Presidents
and Addl. Secretary General. The matter is therefore regretted.
However, maintaining the spirit of the decisions taken in the said meeting, it has been
decided that following actions shall be taken and following programmes are to be
implemented for realisation of the Charter of Demands:-
1. Reminder letters to the authorities concerned shall be issued against the
Resolutions adopted in the last National Executive meeting held on 25th July 2020
and forwarded to different authorities.
2. The Charter of Demands along with background note against each item shall be
forwarded to Government of India with the request to discuss the issues with the
representatives of the NFCGA-EWO.
3. CAMPAIGN WEEK FROM 15TH TO 22nd SEPTEMBER 2020:
In order to spread the awareness about the NFCGA- EWO amongst the Central
Government, Public Sector, outsourced, contingent, casual and contract workers
throughout the country, State level committees shall resort to campaign
programmes from 15th to 22nd September 2020 through distribution of
handbills and other publicity materials (drafts of which would be prepared and
provided by the Federation headquarters).
4. PROTEST MEETINGS IN LUNCH HOUR AND BADGE WEARING ON
24TH SEPTEMBER 2020:
The 2nd phase of programme shall be Demand badge wearing and holding lunch
hour meeting at every work spot in support of the charter of demands.
5. CENTRAL DHARNA ON 1st OCTOBER 2020 (last day of monsoon
session of Parliament):-
There shall be Dharnas under the banner of state level branches of NFCGA-EWO
in a central place of the City/Town on 1st October 2020.
All affiliates are requested to issue necessary directions to their field
units to implement the programmes vigorously.

CHARTER OF DEMANDS
1. Withdrawal of orders of DA/ DR freeze.
2. Removal of indifferent attitude towards the concerns of NPS holders: Scrap-
ping NPS (New Pension System) and bringing all Central Government
Employees under the fold of old pension Scheme.
3. Eradication of injustice to Casual, Contract and Outsourced workers:
providing them the right to form a union in terms of Article 19.1(c) of the
Constitution of India: Regularisation of all casual, contingent and outsourced
workers.
4. Negotiated settlement of the FR 56(J) / (I) and Rule 48 of the CCS (Pension)
Rules, 1972.
5. Grant Recognition to all employees organisations fairly and transparently-
restore function of departmental and office councils in terms of the JCM
scheme.
6. Stop privatisation, outsourcing and closure of Govt. Departments and
Autonomous bodies.
7. Introduce productivity linked bonus in place of Adhoc Bonus: raise the ceiling
limit for the purpose of payment of Bonus to 18000/-: Grant Bonus to all
officers and employees being deferred wage.
8. Issue select lists and grant promotion in all cadres
9. Fill up all vacant posts in all grades.
10. Remove discrimination on compassionate appointment by removing 5%
ceiling.
11. Grant 5 effective upgradations to all Group B &C employees in their entire
service life.
12. Upgrade all posts to the level of UDC handling electronic devices.

13. Promote all eligible MTS to the next grade against the existing vacancies as a
onetime measure.
14. Extend the benefit of ACPs/MACPs to Temporary status employees.
15. Setting up of complaints committees under all heads of the Departments in
terms of the “Sexual harassment of women at work place (Prevention,
Prohibition and Redressal) Act 2013” – arrangements for ladies rest room at
work spots.
16. Providing Adequate Equipment and protection materials to COVID-19 fighters
– insurance coverage of Rs. 1 (one) crore to all departmental and non-
departmental employees in case of death due to Corona infection while
performing duty.
17. Democratise APAR system
18. Grant all democratic rights to the employees of Government and Autonomous
bodies like other ordinary citizens.
19. Undertake cadre review of all Groups –B&C Cadres in every five years before
the cadre review of Group A Cadres.
20. Extend the present decision of one time relaxation for vacating the residential
accommodation at least upto 31st December 2020
21. Credit facilities for treatment of employees covered under CGHS/CS (MA)

OTHER DECISIONS OF NATIONAL EXECUTIVES MEETING HELD ON 23RD
AUGUST 2020 AND IMPLANTATION OF THE THOSE DECISIONS
REGARDING
The on line meeting of the National Executive held on 23rd August 2020 was presided
over by Com. Ghanashyam Chauhan, President NFCGA-EWO and it lasted for one and a
half hours. Com. Amol V. Sule, Joint Secretary General took all pains to ensure that the
National Executive Members could join the meeting crossing the technical impediments.
REVIEW OF THE DECISIONS TAKEN IN THE LAST MEETING HELD ON
25TH JULY 2020(AGENDA NO.1)
The draft minutes of the last National Executive meeting held on 25th July 2020 was placed
by the Secretary General for the Consideration and approval of the house. As per decisions
of last meeting resolutions regarding {1} right to form association to Casual and
Contract labours {2} granting of recognition to service associations has been
forwarded to Government of India and authorities concerned for favourable decisions.
On placing the draft minutes by the Secretary General, President sought the opinions of
the members present in the meeting. All members agreed to the contents of minutes and
appreciated the timely efforts taken by the organisation and minutes were therefore,
adopted unanimously by the meeting.

COURSE OF AGITATION/ ACTIONS TO BE INITIATED IN SUPPORT OF
THE PENDING DEMANDS (AGENDA NO.2).
So far as the charter of demands is concerned, it was approved by the meeting with some
minor modifications. Some demands relating to Films Division and CBSE, it was decided
that those shall be forwarded to the Central headquarters.
After the suggestions were received from the National Executive members, some major
decisions had been taken by the house on the basis of the proposal given by the Secretary
General and those have been reported at the beginning of this circular for implementation
in their true spirit.
RESOLUTION TO FIGHT AGAINST PRIVATISATION, OUTSOURCING AND
CLOSURE OF GOVT. DEPARTMENTS AND AUTONOMOUS BODIES.
On the basis of the proposals given by the President, the meeting passed a resolution against the
anti-people and anti-working class policies of privatization and corporatization etc. of the
Government of India The meeting also decided that, all efforts shall be taken to unite the like-
minded Organisations and the Organisations directly affected by such policies to build up an
united movement.

PAYMENT OF SALARY IN ADVANCE TO THE C.G. EMPLOYEES AND PENSIONERS


OF MAHARASHTRA FOR AUGUST 2020 ON ACCOUNT OF GANAPATI FESTIVAL:
A MAJOR ACHIEVEMENT

The latest demand of NFCGA-EWO to pay the salary in advance to the CG


employees and pensioners of Maharashtra for August 2020 on account of
Ganapati Festival was accepted by the Government of India and it was ordered
for payment of salary and pension in Maharashtra on 27th August 2020. The
Maharashtra State Branch had initiated the move on 13th August 2020 for
payment of salary of August 2020 in advance to the Central Government
employees, officers and Pensioners in the state of Maharashtra as it is being
paid to the state of Kerala before the Onam festival. The state Branch wrote to
NFCGA-EWO Headquarters and the Chief Minister of Maharashtra. The NFCGA-
EWO headquarters took up the matter with the Controller General of Accounts
and the Department of Expenditure. Due to delay in taking decision by the
Government, all affiliates of NFCGA- EWO as Maharashtra state and the District
Committees of NFCGA-EWO Maharashtra state sent emails to the authorities
urging them to concede the demand. On 19th August, President and Secretary
General of NFCGA-EWO met the authorities and discussed the matter.
Thereafter the orders had been issued by the Government. As this was an urge
of the people of Maharashtra for the last four decades, settlement of this issue
is a major achievement of NFCGA-EWO. The meeting congratulated the leaders
of NFCGA-EWO and greeted the people of Maharashtra.

COURSE OF ACTION TO BE TAKEN FOR STRENGTHENING THE
ORGANISATION (AGENDA NO.3)
1. Filling affiliation forms: - It was once again reminded that affiliation forms and
affiliation fees as per the Constitution of Federation are yet to be received. It was
unanimously agreed that the affiliates which haven’t yet forwarded the affiliation
forms duly filled up shall immediately submit the same to Federation Headquarters.
However, the form may be once again circulated to those affiliates and all affiliates
shall send the email address to the headquarters.

2. Financial decision: - It was reported that, in pursuance of the decisions of the


last meeting, the Financial Secretary has already engaged himself in this job and he
has visited the Bank etc.
After detailed discussions the meeting also proposed that, in order to organise
campaigns and struggles, funds shall be required for the state Branches. The state
branches may take decisions at their levels for collecting some special collection
through coupons etc.
3. Formation of State and District level committees: - It was reported in the
meeting that a 37 member committee of Delhi state Branch of NFCGA-EWO has
been formed on 21st August 20. The meeting congratulated the Affiliates of Delhi.
The meeting also reiterated the need of forming State and District level committees
of NFCGA-EWO and decided that all affiliates shall direct their state units to initiate
actions for formation of state level Branches of NFCGA-EWO to improve the
strength and function of NFCGA. Next meeting shall review the progress on this
matter. All participants expressed their willingness to strengthen the movement.

4. Finalisation of Emblem: - The sub-committee constituted in the last National


Executive meeting had placed its recommendation on the emblem/logo. The
meeting finalized the logo with suggestions of some minor improvements in it. The
sub-committee has been requested to finalise it within 28th August2020.
The logo has been finalised and adopted. All State Committees have been
directed to make proper use of the logo and display it to all required documents.

RESOLUTION
Against The Policies of Privatisation and Corporatisation
This online meeting of National Executives of NFCGA-EWO held on 23rd August 2020
through audio-visual medium deliberated at length on the effects of privatisation policies
of the Government of India. It has been observed by the meeting that the Government of
India is moving unabated towards Corporatisation and Privatisation of Government
establishments and Public Sectors. Government has moved in a big way to shut down the
BSNL and MTNL, It has enforced largescale voluntary retirements and miseries for the
workers. The Defence production units of the country are in the process of privatisation
and the workers are [persistently struggling to sustain the establishment. One of the
biggest establishments of the country the Indian Railways is being privatised in stages
resulting threat of job loss by lakhs of workers. The Department of Supply has been closed
by privatising the procedure for procurement the items require in functioning of
Government Departments through GEM. Large numbers of Railway Stations and the
Airports have been handed over to the private hands. In February, 2019, the first round of
privatisation of six Airports - Lucknow, Ahmedabad, Jaipur, Mangalore,
Thiruvananthapuram and Guwahati was cleared for operation, management and
development through PPP Model. In September, 2019, Civil Aviation Ministry had
recommended for privatisation of 6 more airports such as Amritsar, Varanasi,
Bhubaneshwar, Indore, Raipur and Trichy. On August 18, 2020, The Civil Aviation Minister
has said that his ministry would place a proposal for further privatisation of airports
before the union cabinet. On August 19, the union cabinet approved the proposal for
leasing out three Airports Viz., Jaipur, Guwahati and Thiruvananthapuram through public
private partnership (PPP). The Department of Post is preparing systematically to
privatise the Postal and other services rendered by the Postal Departments by handing
those over to the private hands which shall finally render thousands of employees as
surplus. Bharat Petroleum Corporations Ltd (BPCL) is on the verge of privatisation even
though making profit and the workers are on the path of struggle.
The Meeting expressed its grave concern that the policies of privatisation and process of
selling out of government assets to the private hands have become disastrous for the
working class of the country and the Central Government Employees of the country being
no exception to it, no responsible Central Government Employees Organisation can
continue remain a silent spectator to such a situation.
The meeting therefore, unanimously resolved that the National Federation of Central
Government and Allied Employees and Workers Organisations shall continue to oppose
the policies of Privatisation and Corporatisation of Government Departments with its full
might and shall join the common struggle of the working class against the policies of
Privatisation and Corporatisation Etc.
