PETITION TO REQUEST THE INVESTIGATION OF THE CRIMINAL AND FRUDULENT ACTIVITIES OF DR

KONGSY MANIPHONE AND MR VILAY SAYTHONGGKEO OF LAOS INTERNATIONAL COLLEGE
OUDOMXAY.

Dear Sir,

I wish to report the activities of the proprietors of Laos International College Oudomxay where I
worked for the last one year as a lecturer and researcher and was exploited and maltreated by the
owners.

I wish to expose the scam been perpetuated by the owners of this school which are Dr Kongsy
maniphone who is the wife of Mr Vilay Saythongggekeo. There seems to have perfected the act of
employing foreign teachers from outside Laos by promising them many incentives and
renumerations but when the teachers get to Laos there are poorly treated and abused by them.

Mr Vilai and Dr Kongsy manphone has been running this scam for a very long time. There make sure
that the foreign teachers there employ comes from Countries that does not have an Embassy in Laos
and so can not report them to their Embassy. There also try to blackmail the teachers into keeping
silent about this maltreatment by setting them up or getting them in debts and there never pay the
teachers their full salary.

Dr Kongsy and Mr Vilia are pathological liars and criminals and there must be stopped from hiring
foreign English teachers. I’m writing my story so that their evil act will be exposed to the world and
other novice teachers will not fall victim to their fraud.

My story begins like this.

I was doing my PHD program in Ton Duc Tang University in Vietnam when I met Mr. Vilay
Saythongkeo. He has been in the Business Administration Department for two years. He was having
serious problems writing his PHD Thesis because he doesn’t know how to write anything. He was
very dull. Infact he didn’t even know how to write the Thesis. So he asked me to help him. I was the
one that helped him to organize the chapters one to four until where he has to do his own scientific
research. He was very impressed and He then offered me a job in his school in Laos promising that
we can get contacts writing research projects for the government and research papers.

He offered a contract of 300usd saying and accommodation claiming that foods is very cheap in Laos
and it is enough to live on. I told him to increase it to 400usd which he said he will do once I get
there. He only processed the Visa application letter for me to come. I paid for the Flight, Visa fees
and Even my visa extension.

I arrived Laos January 7 th 2020, Only to discover that the accommodation is a wooden house full of
holes and so many insects. The Accommodation was not up to standard. Immediately after I got
there Mr Vilia started behaving that he does not know me and started putting as much distance as
possible like we were not colleagues any more. He refused to increase my salary saying I signed a
contract to work for only 300usd a month. The salary was not enough for me to even live well
monthly in Oudomxay talk less of saving.

On top of this Salary Mr Vilia still insist that, you will have to teach in the college, lesson and
kindergarten and still be required to write research and project for the school.

Due to the fact that the teacher has wasted all their money coming into the country there will have
no choice but to stay and manage the poor working condition and low salary. It was then that I
discovered that Mr Vilia and His so called wife Dr Kongsy are running a slave camp where there
deceived and exploited teachers to work for them and never pay them. There also do this to Lao
teachers as well. There will deceive the teachers that there are giving them teaching experience and
don’t pay them for 4 months in a row. I only got salary for 5 months and I worked for 10 months.

There did this to a Croatia teacher whom there employed and deceived to work for them and she

She was my Co-teacher at the College that left before me and she also told me that the Foreign
teacher from Uganda before her was given the same treatment as well. I’m from Nigeria. What I
discovered we had in common was that none of our Countries had an Embassy in Laos and so we
don’t know where to go to for help and we cannot speak the Lao Language and you will not be
allowed to travel unless you have permission to travel from the school where by you will have to sign
that you were treated well by the school and everything is okay. I’m writing this Article to
corroborate her story and to ask the Lao government to stop Mr Vilay Saythongkeo and Dr Kongsy
Maniphone from Hiring Foreign teachers because there exploit these teachers and give a very bad
name to the Country and good people of Laos.

Lao International College also engage in massive piracy of academic works, wide scale institutional
cheating is encouraged in the school. Handwork is not encouraged or rewarded Vilia is only
interested in taking school fees money from the students and does not even provide Text books for
the college students to read. When I asked him why he does this? He said that he doesn’t really want
the students to know the subjects so that there will keep paying school fees. This is his mentality.

This is very bad because students that want to study by themselves and improve their education
have no books to read and there for no guidance.

If you doubt me ask any of the college students past and present to show or give you the text book
used to teach them? There don’t have any. This makes the students to be very dull and the hotel
accommodation he houses the students in is worst than a prison cell.
I would recommend that the Lao Government should send Health inspectors to check the hotel
accommodation he claims to provide for the students. The toilets is indeed a hell hole.

Mr Vilia and Dr Kongsy are very greedy, stringy, wicked, dull, sadistic specimen of humanity. The
kindergarten re don’t deserve to be allowed near anyone’s children.There have no value to offer in
the educational sector.There are maggot and scumbags who are taking advantage of the Lao
Government to abuse and waste the time of innocent students.

Dr Kongsy claims to be a Dr,Yet she can not teach or write any research project. I wrote more than
10 research proposal for the school and there never paid me for this. I also wrote a complete
research that was published titled. “Critical Success Factors for the Development and
Sustainability of Smart Tourism in Laos, A Case study of Oudomxay Province”
Which Dr kongsy and Mr Vilia attempted to steal by deceiving me that the research was not
accepted until I called the research community directly. If not both of them would have
written their names on it and claimed full glory for my hard work.
There were also many instances where Mr Vilia’s younger brother attempted to get me drunk
and sedated so that he can take compromising pictures of me to blackmail me of which he
was not successful, After various attempts by him to get me drunk I started thinking
critically and questing the motives of these people.
During my stay in the school over 5 teachers resigned because of low salary and maltreated.
There can also collaborate my story. Let this message be a warning to all prospective teachers
coming to Laos. There are many other things that happened there which I could not write in
this report but the bottom line is:
PLEASE DO NOT WORK AT LAO INTERNATIONAL COLLEGE OUDOMXAY
LOCATED AT OUDOMXAY NORTH LAOS and anywhere you see the name DR KONGSY
MANIPHONE AND MR VILAY SAYTHONGGKEO.

Do not have any dealings with these individuals because before I left there were planning to
change the name of the School due to the bad name there have created for themselves. So if
you see their names on any documents just know that there are one and the same people.
A word is enough for the wise. I m using this medium to report their activities to the Ministry
of Foreign Affairs Laos and the Ministry of Education and all other relevant security agency.
