APAC Sur Strategy Implementation
• Minimize pilot position reporting/Maximize the use of ADS-B;
• Reduce the dependence on Primary Radar/Encourage
deployment of Mode S systems
• Provide ATS surveillance on operational requirements/Make
full use of aircraft Mode S capabilities
• Use alternative technologies (e.g. ADS-C) under constraints/
Use multilateration where appropriate and feasible;

• Monitor ADS-B OUT developments (DO260B equipage
and space-based ADS-B) application programs. At
appropriate time (circa 2018) review progress and
consider transition plans where cost/benefit studies
indicate positive advantages for the region;
• Monitor ADS-B IN development and cost benefits to
ensure that APAC States are able to take advantage of
ADS-B IN benefits when appropriate, through
procedures, rules and ATC automation capabilities;

• United States of America – 1 January 2020: Class A airspace (1090ES);
1090ES or UAT below 18000ft in certain airspaces.

• Europe – 7 June 2020: IFR Aircraft with MTOW >5700kg or TAS >250kts.

• Colombia – 1 January 2020: All airspace.

• Seychelles – 7 December 2020: Existing (registered before 8 Jan 2015)


IFR aircraft in controlled airspace. “Retrofit mandate”.

• It is used for Situation awareness and

separation (5 NM) and to support surface
movement control
• 34 ADS-B ground stations installed.

• ATC system has been processing
ADS-B data since 2013.

• The FAA planned “baseline” set of Service
Volumes operational since 2014, using data
from 600+ radio sites installed by Harris.
• Additional Service Volumes activated using
additional radio sites by Harris, all but 5 of
sites installed and operational in April 2018.

• As of 1 April 2018, 184 of the 226 U.S. air
traffic control facilities are using ADS-B for
ATC separation; all En Route Centers and
major Terminal facilities are using ADS-B
for ATC separation; all remaining facilities
are planned to be using ADS-B by 2019.

• Two-phase ADS-B implementation plan
adopted.
• Phase 1 implemented in March 2013.
