0 NIOSH
National Institute for Occupational Safety and Health (NIOSH) was formed by the exterior of
Safety and Health icon in 1970. These organizations consist of more than 1300 employees
and originate from different fields such as medicine, nursing, hygiene industry, safety,
psychology, statistics, chemistry, economics and many branches of engineering ([ CITATION
Wil18 \l 17417 ].

2.1 FUNCTION OF NIOSH


NIOSH is a government organization that is mindful to lead research and make
recommendations for the avoidance of work-related injury and illness. NIOSH also
contributes to a range of occupational safety and health activities including research,
surveillance and technology transfer where focuses on relevance, quality, and impact. To
broaden the horizon, every organization needs to have a function and strategy plan as well as
NIOSH. There are several functions of NIOSH in Malaysia such as contribute towards effort
to upgrade Safety and Health (OSH) through development and training programs for
employees and employers, assist industry or trade and others to solve problems related to
OSH, organize research for short or long term on OSH and health issues related to Malaysia
and disseminate information on OSH findings and health issues in media social or be as a
reference centre[ CITATION Umi12 \l 17417 ] . Other than that, NIOSH also has a bunch of
strategic plans to widen the organisations such as reducing occupational chronic diseases,
hearing loss, respiratory disease, immune and infectious disease besides lessening traumatic
injuries and promoting safety and health work design and well-being [ CITATION NIO18 \l
17417 ].

2.2 CASE STUDY OF NIOSH IN MALAYSIA


NIOSH is a sector that provide a training for all employees to increase level of awareness in
OSH. Table 1 shows types of programmes that organised by NIOSH in Malaysia and number
of participants to NIOSH programmes from 2013 until 2016. The statistic of participants
become lower because of lack of consciousness of employees about OSH. In addition,
regarding the explosion of methanol tank at detergent factory in Fatty Chemical Malaysia
Sdn Bhd at Kompleks Perindustrian Prai on 28 February 2006, NIOSH also recommends
contract workers to undergo safety training as it is one of the mandatory implementations in
the Occupational Safety and Health Act 1994 (OSHA) and an important element in the
management system where it has training in OSH for each employee [ CITATION Mat11 \l
17417 ].

NIOSH also has conducted a research about perspective of Malaysian Residential


Construction Industry on construction occupational safety and health. The research was using
survey that conducted in chosen residential construction due to the versatility in construction
approaches.
Table 2 below shows one of the questions on the survey about management element in
contributing to occupational accidents and illnesses.

From the survey, majority of the respondent were agreed that accidents in construction
industries is due to the management element [ CITATION Moh16 \l 17417 ].
