1 GENERAL REQUIREMENTS

1.1 Purpose

This section defines the method by which a supplier may request Material
Review Board (MRB) consideration of nonconforming materials prior to delivery,
using the Vendor Material Review Request (VMRR), Form 1589.

1.2 Scope/Applicability

This section applies to all MRB requests carried out by the supplier for products
shipped to Aerostructures.

1.2.1 Aerostructures is not obligated to accept any nonconforming material.

1.2.2 VMRRs may not be used for material that is reworkable in all manners
back to an "as engineered" condition unless approved by Aerostructures
MRB management prior to VMRR submission.

1.2.2.1 Only those items that are not manufactured within engineering
parameters, and are not reworkable to an "as engineered"
condition may be processed on a VMRR unless approved by
Aerostructures MRB management prior to submission.

1.2.2.2 Items that are not manufactured per purchase order,


Configuration Control Sheet (CCS) or Aerostructures
manufacturing instruction, but which are within engineering
parameters shall not to be processed on a VMRR.

1.2.2.3 Contact Aerostructures Buyer for a request to any variance of


the CCS. Buyer will contact Manufacturing Engineering for
evaluation and disposition of items.

1.2.3 VMRRs shall be limited to one part number per form and may not be used
to cover an accumulation of discrepant materials.

1.2.4 Additional nonconforming items may not be added to a VMRR that has
been dispositioned, unless they are related to the original VMRR item.

Note: Related additional nonconforming items must be created during the


repair of original VMRR item. All other new (non-repair related)
nonconforming items must be submitted on a new VMRR.

2.3 Definitions

Material Discrepancy Report (MDR):


Aerostructures type of QN used to document a defect discovered by
Aerostructures on a vendor-supplied material.

Quality Notification (QN):


Aerostructures nonconformance document used to process and notify
responsible parties of a quality deficiency (e.g. Corrective Action Request,
Material Discrepancy Report (MDR), Vendor Material Review Request (VMRR),
etc.).

Stock:
Material that has completed all aspects of the production process and which is
being held for sale.

Supplier Corrective Action Request (SCAR):

Aerostructures document for Supplier corrective action related materials and


corrective action from surveys or supplier performance.

Vendor Material Review Request (VMRR):


Aerostructures type of QN used to document and process all vendor
discrepancies not yet delivered to Aerostructures.

Work In Process (WIP):


Material that has been partially converted through the production process.

3 VMRR SUBMISSIONS

3.1 Requirements

3.1.1 VMRRs shall be submitted by the holder of the purchase order or


Aerostructures Quality Personnel.

3.1.2 The VMRR shall be written in a clear and concise manner on Form 1589.
The description of the discrepancy shall contain a "SHOULD BE"
statement which is a summary of the specific engineering requirement that
has not been achieved, and an "IS" statement, which is the actual
condition of the feature that is being reported.

Note: Aerostructures will return those VMRRs that are missing information
or do not sufficiently describe the condition of the product.

3.1.3 Dimensions shall be stated per engineering.

3.1.4 All discrepant material, including work in process and stock, must be
included on the VMRR.

3.1.5 Upon completion of the VMRR per the following instructions,


supplier/associate must complete a Supplier Corrective Action Request
COL–FRM–0054 and COL-FRM-0055 (SCAR Form) and submit all
documents to Aerostructures at the location noted on the “deliver to”
address on the purchase order with the exceptions noted below for Critical
Parts/Assemblies and Composite Assemblies.

Note 1: If VMRR submission is returned by Aerostructures for clarity or


corrections, the corrected VMRR submission shall be resent in its entirety
(e.g. VMRR Form, Attachments, SCAR Form(s), etc.).

Note 2: Resubmit VMRR submissions shall only include documents


pertaining to resubmit reason (e.g. Resubmit Form 4385, any necessary
attachment to complete the resubmit request). Original VMRR submission
package (e.g. Form 1583) is not required in Resubmit VMRR submission.

3.1.6 A separate Supplier Corrective Action Request COL–FRM–0054 and


COL-FRM-055 is required for each noncompliance with a different
discrepancy code and/or a different root cause.

3.1.7 When approved by Aerostructures Supplier Quality, SCAR Form for


repetitive defects with known corrective action plan approved by
Aerostructures may not need to be included in VMRR submission. A clear
statement and documented corrective action plan reference number shall
be listed in the VMRR form “NOTES” section.

Note: Aerostructures will return those VMRRs with missing SCAR


document and are missing a “SCAR not required” statement.

3.2 Document Submission

3.2.1 Submit one VMRR per e-mail with related attachments.

Note 1: When delivery of hardware is from one supplier to another


supplier, VMRR submission instructions are located on the Purchase
Order.

Note 2: E-mail attachments too large to send in one e-mail (e.g. 15mb) or
separated for email encryption, VMRR submission may be separated into
multiple e-mails following naming convention below in section 3.3.

3.2.2 Submit documents via e-mail to the location on the “deliver to” address on
the purchase order:

3.3 E-mail Naming Convention

E-mail Subject line for VMRR submission must follow the naming convention and
practices in the order listed below. Clearly separate below portions of subject line
with a comma (“,”), semi-colon (“;”), dash (“-”), or similar non-alpha numeric
character.

3.3.1 Include QN Number with “QN” or “VMRR” designation (for resubmit VMRR
only)

3.3.2 Include Supplier Rejection Number (e.g. “SRN 4321”, “Rejection Number
4321”, etc.)

3.3.3 Include Aerostructures Part Number (e.g. “P/N 123-4567-89”)

3.3.4 Optional: Part Nomenclature and/or defect description

3.3.5 Include email “X of Y” when email submission is split into multiple emails
(e.g. “(1 of 3)”, “Email 1 of 2”, etc.)

Examples:
New VMRR – “SRN 1234, P/N: 123-4567-89, TR_Bracket_LH”

3.4 Training Requirements

3.4.1 Prior to VMRR submission, Supplier shall submit to Aerostructures


Supplier Quality Personnel proof of training to ASGSQR-005 and
preparation of VMRR/Resubmittal VMRR.

3.4.2 Training applies to all Supplier personnel who submit VMRR/Resubmit


VMRR.

3.4.3 Training material is available on the materiel.good.com site.

Note: Aerostructures instructor led training may be requested by the


Supplier.

3.5 Preparation of VMRR (Form 1589)

The VMRR shall be prepared as follows. The numbers of section 3.5 correspond
to the fields on the VMRR Form.

Note 1: The Quality Notification number for a VMRR will be provided by


Aerostructures, when the VMRR has been accepted into Aerostructures Quality
Management System. All fields shall be completed.

Note 2: The “Select Export Statement” is completed by Aerostructures.

3.5.1 DATE: Enter the date (MM-DD-YYYY) the VMRR was sent to
Aerostructures.

3.5.2 MATERIAL NUMBER: Enter the part number of the nonconforming detail
or assembly (only one part number per VMRR is permitted).

3.5.2.1 VMRRs written for assemblies shall have the part number of the
nonconforming detail as listed on the engineering stated in the
“Parts Affected” and “Reference” fields for each item.

3.5.2.2 For Group and Serial Number purchased parts (e.g. 279-
00245), enter the Group and Serial number and the
Aerostructures approved supplier part number. Clearly separate
Aerostructures approved supplier part number in either
parenthesis (“()”) or slash (“/” or “\”).

Example: “279-00245 (123-4567-89)”

3.5.3 MATERIAL NAME: Enter the part description as stated on the Purchase
Order (P.O.)

3.5.4 SUPPLIER CODE: Enter Aerostructures assigned supplier code as noted


on the Aerostructures Purchase Order.

3.5.5 SUPPLIER NAME/ADDRESS/CITY/STATE/COUNTRY: Enter supplier


name and address.

3.5.6 SUPPLIER QA CONTACT NAME, PHONE NUMBER: List the key person
who may be contacted by Aerostructures who can clarify questions about
the reported discrepancy.

3.5.7 SUPPLIER E-MAIL ADDRESS FOR DISPOSITION QN RETURN: List


the e-mail address that the dispositioned VMRR will be sent to.

3.5.8 SUPPLIER REJECTION NO.: Enter internal rejection number (e.g. NCR,
MDR etc.).

Note 1: Supplier Rejection number shall be unique to each VMRR


submitted.

Note 2: Supplier Rejection number should only include alpha-numeric


characters, do not include special characters (e.g. “#”, “&”, “*”, etc.)

3.5.9 AEROSTRUCTURES BUYER NAME & E-MAIL: Enter current


Aerostructures Buyer name, e-mail address and copy buyer when
forwarding to Aerostructures MRB. (This information can be found on the
current purchase order).

3.5.10 PURCHASE ORDER NUMBER: Enter the purchase order number issued
by Aerostructures.

Note: Limited to one Purchase Order Number per VMRR.

3.5.11 P.O. ITEM NUMBER: Enter the item number from the Purchase Order
(P.O.) of the discrepant part. (e.g. 10, 20, 30, etc.). P.O. Item Numbers
shall not include decimals.

Note 1: P.O. Item Numbers are only in multiples of 10 (e.g., 10, 20, 30,
etc.).

Note 2: Limited to one P.O. Item Number.

3.5.12 QTY (UOM): Enter quantity of discrepant parts being submitted. This also
includes Work in Process (WIP) and stock if applicable. This quantity shall
not exceed the total purchase order quantity. Parts not yet built must not
be included.

3.5.13 PARTS AFFECTED: Enter the following information for each detail part or
sub-assembly affected by a non-conforming material. This information can
be found in the Parts List.

Note 1: Assemblies must have all affected non-conforming detail part


numbers listed

Note 2: When the non-conformance statement describes an instance


where a "condition only" exists (e.g. voids or delaminations in bonded
assemblies) it is a requirement to list non-conforming detail part numbers.

a. Part Number

Note: Should be Aerostructures Part number. If detail part


affected is a sub-component of Aerostructures purchased part,
then acceptable to use supplier part number.

b. Part Number Revision

c. Part Description

d. Material Type: Enter material type as applicable

e. Metallic: Enter material type

f. Non-metallic: Enter the name of the material (e.g. adhesive,


Kevlar, graphite, fiberglass, etc.)

Note: “Various” can be used for assemblies, but additional


part(s) affected of detail material must be listed stating material
information of detail affected part.

g. Heat Treat Condition or “N/A” if not applicable to material

h. Gage: Enter the gage of the material or “N/A” if not applicable to


material

Note: Gage is used for sheet metal only

i. Specification: Enter material type specification or “N/A” if not


applicable to material

j. Part Category: When noted on the engineering, the supplier


must note “Part Category” for:

o Interchangeable and Replaceable (I&R) Part


o Fatigue Critical Area
o Critical Part
o Priority Part
o Designated Part
o IFSD (In-Flight Shut Down) Part

Note: Enter “N/A” for not applicable if engineering does not note
a part category

3.5.14 ITEM: Different discrepancies for each drawing characteristic on the same
part number shall be numbered. The first noted discrepancy shall be "1",
the second, "2", etc.

Note: Each drawing characteristic shall be listed as individual item.

3.5.15 DISC. CODE: Enter discrepancy code for each noted discrepancy. See
Discrepancy Codes in Forms Library (Refer to Section 7).

Note: Discrepancy code shall be the most appropriate and accurate code
that describes the noted discrepancy.

3.5.16 SHEET/ZONE & VIEW: Enter sheet and zone number of discrepant
engineering requirement location.

 For discrepancies relating to the entire part (e.g. corrosion,


extensive part damage, etc.), note "ALL" in this block.

 For zone coordinate drawings, list the drawing zone for each
nonconforming feature (e.g. “1A5”, “2C6”, “1B12”, etc.) in this
block.

 For zone coordinate drawings without an alpha character for


zone coordinate, list drawing zone for each nonconforming

feature with a dash (“-”) (e.g. “1-5”, “2-6”, “1-12”, etc.) in this
block.

 For non-zone coordinate drawings, use the sheet number as the


zone (e.g. “SH1”, “SH23”, etc.) in this block.

 For model based definition drawings, use view of capture and


characteristic number (e.g. “View A, 1003”, “View Section B,
Char 1002”, etc.) in this block.

 For discrepancies relating to the parts list such as finish,


material, flag notes, general notes, etc. use "PL" in this block.

 When referencing an engineering change document (e.g.,


ADCN, EO, etc.) use the Sheet/Zone and view from the affected
drawing in this block.

3.5.17 STATEMENT OF CONDITION: The nonconformance statement shall


utilize the "SHOULD BE" and "IS" format.

3.5.17.1 The “REFERENCE” section must include the affected


drawing(s) part number and revision, (that contains engineering
requirements), list Part Numbers affected, list of any affected
Serial Numbers, lot numbers, etc. for the item in reference.

Note 1: Drawing Number and Revision may differ from Part


Number and Revision listed on PARTS AFFECTED section of
VMRR.

Note 2: If all Part Numbers listed in PARTS AFFECTED section


of VMRR are affected for item in reference, then Part Number(s)
does not need to be listed in REFERENCE section.

Note 3: Include Drawing sheet change letter and change


attachment number (e.g. EO, etc.) if applicable.

3.5.17.2 The "SHOULD BE" statement must include a complete


statement of the engineering or specification requirement,
including nominal dimensions and tolerances.

Note: Do not use any abbreviations, acronyms or nicknames


when stating the engineering requirement.

3.5.17.3 The "IS" statement must report the actual condition of the
discrepant material. Each discrepant part must be inspected,
but may be reported, as a range (e.g. is .111 to .122).

Note: Do not use any abbreviations, acronyms or nicknames


when stating the actual condition.

a. The description of the actual condition of the part must be


written so that the exact condition of the part or assembly
is clearly defined, relative to the engineering requirement
that has not been met. Nonconformance size, location on
part, and quantity must be stated.

b. VMRRs written for multiple detail parts, shall state


quantity of detail parts that are used in each assembly.

c. VMRRs with multiple parts and multiple items shall list


quantity affected for each item.

d. Pertinent reference points (e.g. station, water or butt


lines, datum planes, x, y, z coordinates, etc.) shall be
included.

e. Certifications / Laboratory report, when referenced, shall


list serial number and test results. Test data indicating
non-conformance must be summarized.

Note: Copy of report shall be attached to the VMRR.

f. When x-ray rejections are involved, x-ray film number


shall be listed.

Note: If MRB disposition is to repair, the x-ray film


number accepting the part after repair is noted in the
repair routing operations.

g. When calculated dimensions are used, calculation and


tolerance of dimensions must be provided.

h. True position nonconformances shall list all applicable


basic dimensions in addition to the true position.

i. Hole nonconformances close to edge of part or adjacent


hole, shall provide pitch and edge distance in addition to
Blueprint hole size. For assemblies, hole
nonconformances shall also provide the fastener that
goes into the hole.

3.5.17.4 The “NOTES” section shall include additional information related


to the nonconformance not stated in the “IS” statement.

a. If the discrepant part has been returned to the supplier on


an MDR, the MDR number shall be noted above the
statement of condition notes.

b. When a nonconformance includes a key characteristic as


defined by engineering or purchase order, the statement
of condition notes must state "KEY CHARACTERISTIC".

c. For part inspection using a tool as acceptance (e.g.


FLPT, Mylar, APLT etc.), the tool type nomenclature (e.g.
CMBJ, APLT. etc.) and serial number must be listed on
the VMRR.

d. Supporting data to the item statement of condition shall


be stated (e.g. “refer to ABC_Item1_Photos_01-01-18.pdf
for more information”)

e. SCAR form related to nonconforming item should be


stated.

3.6 Preparation of Resubmit VMRR (Form 4385)

Aerostructures MRB may request a VMRR resubmittal when additional


information is required before a method of repair can be determined. A resubmit
shall be submitted to Aerostructures using the VMRR Resubmittal Form 4385
and shall be prepared as follows. The numbers of section 3.6 correspond to the
fields on the Resubmit VMRR form.

Note 1: Enter VMRR (QN) number that has been assigned by Aerostructures that
is associated with the Resubmit VMRR.

Note 2: The “Select Export Statement” is completed by Aerostructures. All other


fields shall be filled out by the supplier.

Note 3: A Supplier shall resubmit a VMRR if the repair of the original discrepancy
creates a new nonconformance during the repair or within the immediate vicinity
of the repair.

Note 4: Newly found non-conformances require the initiation of a new VMRR.

Note 5: Aerostructures will return those Resubmit VMRRs that are missing
information or contains mismatch information from Original VMRR.

3.6.1 SUPPLIER NAME: Enter the supplier name (should match the original
VMRR).

3.6.2 MATERIAL NUMBER: Enter the part number of the nonconforming detail
or assembly (only one part number per Resubmit VMRR is permitted and
shall match the original VMRR).

3.6.2.1 VMRRs written for assemblies shall have the part number of the
nonconforming detail as listed on the engineering stated in the

3.6.2.2 For Group and Serial Number purchased parts (e.g. 279-
00245), enter the Group and Serial number and the
Aerostructures approved supplier part number.

Example: “279-00245 (123-4567-89)”

3.6.3 MATERIAL NAME: Enter the part description as stated on the P.O.
(should match the original VMRR).

3.6.4 DATE: Enter the date (MM-DD-YYYY) the Resubmit VMRR was sent to
Aerostructures.

3.6.5 SUPPLIER REJECTION NO.: Supplier shall enter the unique internal
rejection number that was reported on original VMRR submission (e.g.
NCR, MDR etc.).

3.6.6 SUPPLIER QA CONTACT NAME: List the key person who may be
contacted by Aerostructures who can clarify questions about the reported
discrepancy.

3.6.7 SUPPLIER E- MAIL ADDRESS FOR DISPOSITION QN RETURN: List


the e-mail address that the dispositioned Resubmit VMRR will be sent to.

3.6.8 PARTS AFFECTED: See section 3.5 for Preparation of VMRR (Form
1589).

3.6.9 ITEM: Enter the corresponding item number to the original VMRR
submittal.

Note: Multiple rows of same Item is acceptable when Item resubmit has
multiple reasons for resubmittal (e.g. Corrections, Additional Information,
Alternate Disposition, etc.).

3.6.10 DISC. CODE: Enter discrepancy code for each noted discrepancy and
should match Original VMRR Item. See Discrepancy Codes in Forms
Library (Refer to Section 7).

Note: Discrepancy code should be the most appropriate and accurate


code that describes the noted discrepancy.

3.6.11 SHEET/ZONE & VIEW: See section 3.5 for Preparation of VMRR (Form
1589).

3.6.12 STATEMENT OF CONDITION: The nonconformance statement shall


utilize the format based on the selection of the resubmit REASON below.
Only one reason can be selected per Item. In addition to the REASON
selection, describe the reason for the resubmittal (just to right of REASON
selection).

Note 1: Do not use any abbreviations, acronyms or nicknames when


stating the description.

Note 2: Refer to “Sample Completed Form” on VMRR Resubmittal Form


4385 for guidelines on how to complete the VMRR Resubmittal form.

3.6.13 Resubmit Reason: Correction (or Clarify)

The "PREVIOUS SUBMIT" statement must include a description of


previously submitted VMRR statement or attachment (e.g. Should Be
condition, Is Condition, Attachment, etc.) that needs correction or
clarification.

The "CORRECT TO" statement must describe the corrected or clarified


portion of the VMRR statement or attachment. The description must be
written so that the exact correction or clarification is clearly defined,
relative to the previous submission.

3.6.14 Resubmit Reason: Results (From Repair)

The "RESULT SHOULD BE" statement must include a complete


statement of the expected result of the repair.

The "RESULT IS" statement must include the actual condition of the part
and must be written so that the exact condition of the part or assembly is
clearly defined, relative to the repair requirement.

3.6.15 Resubmit Reason: New Item

See section 3.5 for Preparation of VMRR (Form 1589).

3.6.16 Resubmit Reason: Additional Info

The "ADDITIONAL INFO" statement must include a clear statement of


what information is to be added to the previous VMRR package submittal
(e.g. Should Be Condition, Is Condition, Attachment, etc.).

3.6.17 Resubmit Reason: Cancellation (QN)

The "RATIONALE" statement must include the reasoning for the


cancellation request of the VMRR.

3.6.18 Resubmit Reason: Alternate Disposition

The "RATIONALE" statement must include the reasoning for the alternate
disposition request.

4 HARDWARE DELIVERY

4.1 Delivery Requirements

4.1.1 Material may not be delivered to Aerostructures until all items on VMRR
have an approved disposition and returned to the supplier with direction to
"Use As Is", "Repair", or "Coordination Required" and the disposition has
been met (unless otherwise specified by Aerostructures MRB and Quality
in writing with instructions on how to identify product when reviewed by
Aerostructures).

Note: Approved dispositions must have both MRB Engineering and MRB
QA signatures.

4.1.2 Deliverable material shall be 100% identified with the VMRR number. A
copy of the dispositioned VMRR shall be stamped by the supplier's quality
organization in the Final Accept Stamp/Date block, with the exception of
“Coordination Required” dispositions.

4.1.3 This copy must be presented to the Aerostructures representative


reviewing/accepting the hardware.

4.1.4 Copies of VMRRs shall be distributed, and maintained on file, as required


per Supplier Documentation Requirements SECTION.

4.2 Resubmit Dispositions

4.2.1 MRB disposition requests that are not received (e.g. requested Resubmit)
beyond 60 days with part location confirmed at supplier, the VMRR
disposition will be returned to the supplier as “Scrap.”

4.3 Coordination Required Material

4.3.1 Nonconforming material dispositioned as “Coordination Required” on a


VMRR shall not be shipped with conforming material, it shall be
segregated so that Aerostructures can verify the nonconforming material
to VMRR requirements.

4.3.2 Nonconforming material dispositioned as "Coordination Required" by


Aerostructures MRB Engineering shall be paper-tagged with one tag per
part. The paper tag shall read:

DEFECT ITEM NO(S)

Note: The VMRR number shall be entered in the blank.

4.3.3 All accompanying paperwork shall state "Coordination Required Part".

4.4.1 The VMRR number shall be noted on supplier's Certificate of


Conformance. Associate suppliers shall enter this information in the
turnover log.

4.4.2 Repairs shall not be performed prior to Aerostructures MRB disposition


approval. Suppliers performing repairs, as dispositioned on the VMRR,
must be Aerostructures approved.

4.4.3 Aerostructures MRB must be notified if a VMRR with a repair disposition


has been scrapped at a supplier facility.

Note: Material dispositioned as "Scrap" shall be scrapped by the supplier.

5 SUPPORTING DATA (ATTACHMENTS)

5.1 Requirements

5.1.1 All applicable supporting data and test documentation shall be attached to
the VMRR (and/or Resubmit VMRR) submission.

5.1.2 Form No. 9948 VMRR Sketch Attachment in Forms Library (Refer to
Section 7) should be utilized or create sketch with same format.

5.1.3 When required, thickness defects may include a thickness grid.

5.1.4 Any referenced documents, such as a copy of the affected drawing area,
engineering orders, lab reports, recommended dispositions, etc. shall be
attached as additional pages of the VMRR. Reference this data in the
applicable “NOTES” row of each item.

5.2 Format

5.2.1 Create the appropriate file types. Most common file types are listed below
as follows:

• jpg or .JPG (jpeg image file)


• tif or .TIF (tiff image file)
• pdf or .PDF (.pdf image file)
• doc or .docx (MS Word file)
• xls or .xlsx (MS Excel file)
• ppt or .pptx (MS PowerPoint file)

5.2.2 The page layout for files should be limited to 8.5” X 11” (Letter) format.

5.2.3 Any sketches or photos shall not be embedded in the VMRR Form 1589
or Resubmit VMRR Form 4385.

6 NAMING CONVENTION

File naming for VMRR (and Resubmit VMRR) submissions must follow the
naming convention and practices in the order listed below.

a. Include Supplier name.

b. Include a brief description of the file object (e.g. Sketch, Drawing,


Photograph, etc.).

c. Include date to match date listed on VMRR form.

Note 1: Do not use symbols (@, #, etc.) other than those shown in the example
below.

Note 2: Do not use spaces. You must use underscore (“_”).

Note 3: File names should be in all CAPITAL LETTERS.

8 AEROSTRUCTURES FURNISHED MATERIAL

If it is suspected or known that nonconforming material has been received from


Aerostructures or another Aerostructures supplier that was furnished by
Aerostructures, the supplier shall document the discrepancy on the Material
Deficiency Report (Form 1847) listing the received condition from supplier
information and submit it to the Aerostructures buyer for disposition.
