46TH MEETING OF THE BUILDING INDUSTRY
PRESIDENTS’ COUNCIL (BIPC)

The 46th meeting of the Building Industry Presidents’ Council (BIPC) was held on 26 February 2018, at Wisma REHDA,
in Kelana Jaya, Petaling Jaya.

The meeting was chaired by Datuk Seri Fateh Iskandar Tan Sri Dato’ Mohamed Mansur, Chairman of BIPC and
representing REHDA. The meeting was attended by the Presidents of PAM, MBAM, ACEM, and IEM. Representatives
from RISM and MIP were not present at the meeting.

Key issues that were discussed during the meeting were on matters within each Institute’s jurisdiction having an impact
on the Building Industry in areas such as:
- Standards,
- Code of Practices,
- Policy,
- Trade Liberalisation, and
- Unfair Practice.

PAM also reported on matters affecting the building industry, i.e, requirement for Architects’s endorsement on Land
Surveyor’s Plan, PAM Contract 2018 preview, export of professional services, the 9th session of World Urban Forum
(WUF9) and the Focus Group on Delivery of Construction Permit (FGDCP) under the Construction Industry
Transformation Programme.

IN SURABAYA

working on establishing scale of fee for architects
in Thailand. He has chosen Board of Architects
Malaysia (LAM) Scale of Minimum Fee as one of
their reference in the study. Currently, there is no
scale of fee for Architects in Singapore. SIA
informed that, their scale of fee was abolished due
to enforcement of Singapore Competition Act
2004. However, with recent development in
Singapore, SIA strongly believe it is necessary to
have scale of fee for professionals.

collaboration between PAM and JWN in carrying out the
