Information and Communication Technology

It refers to the use of communication technology such as laptop, smart phones, tablet,
telephone, internet and etc. to send, save, and edit information.

ICT in the Philippines

The use of communication technology spread in the entire country now a day even in rural
areas. Speedtest Global Index documents Philippine mobile internet speed at 14.24 Mbps (global
average 30 Mbps) and fixed broadband speed at 23.80 Mbps (global average 74.64 Mbps). For
many years, internet speed in the Philippines ranked lower than Syria, and was the slowest in Asia.
Cellular coverage is spotty at best, due to a long lasting duopoly between two major players that have
not encouraged investment in the sector. The nation of 109 million people and 7,000 islands only has
20,000 towers. Regulatory change is expected to allow for a third player and for common towers.
According to Rappler blog site there are 119 million mobile phone subscriptions from a total
population of 101 million and 47 million active Facebook accounts. The Philippines is the fastest
growing app market in Southeast Asia and the highest digital population in the world. The top online
activities are social media, videos, online mobile games, location-based search and online shopping.
Staying connected with loved ones, friends, and relatives is a fundamental need for Filipinos.

Current State of ICT Technologies

World Wide Web
It is also known as WWW or W3 introduce by Tim Berners-Lee. It consists of different pages that are
formatted in a markup language called HTML (Hypertext Markup Language) and linked to each other
that contain text, graphics, multimedia files, hyperlinks and etc.

Web 1.0
When the World Wide Web was invented, most web pages were static. It is also known as flat page
or stationary page. The page is “as is” and cannot be manipulated by the user. The content is also the
same for all users.

Web 2.0
It is the evolution of Web 1.0 by adding dynamic web pages. The user is able to see a website
differently than others. It allows users to interact with the page like creating user account, posting
comments, uploading images and videos, and others. It includes social networking sites, blogs, wikis,
video sharing sites, hosted services, and web applications.
Example: Blog sites, Facebook, Twitter, Instagram, YouTube

Features of Web 2.0
1. Folksonomy – users can classify and arrange information by adding tag or label. Pound sign
(#) is used in Facebook, Twitter, Instagram and other social networking sites.
Example in tagging on Facebook: #TeamKawayan, #Single

2. Rich User Experience – user can have high interaction with the content of the page and can
achieve level of expertise.

3. User Participation – user can put content on web page like comment, evaluation, and etc.

4. Long Tail – a site that offers services and brings individual and businesses into selling
different goods and commodities such as shopping site like OLX, Lazada, Shopee and others.

5. Software as a service – users can subscribe to software when they need it instead of
purchasing them.

6. Mass Participation – sharing of diverse information through universal web access.

Web 3.0 and the Semantic Web

The Semantic Web is a movement led by the World Wide Web Consortium (W3C). The W3C
standard encourages web developers to include semantic content in their web pages.
According to the W3C, “The Semantic Web provides a common framework that allows data to be
shared and reused across application, enterprise, and community boundaries.” The aim of Web 3.0 is
to have machines understand the user’s preferences to be able to deliver web content specially
targeting the user through studying personal preferences of an individual user and showing results
based on the preferences.

Web 3.0 is yet to be fully realized because of several problems:

1. Compatibility- HTML files and current web browsers could not support Web 3.0.
2. Security- the user’s security is also in question since the machine is saving his or her
preferences.
3. Vastness- the World Wide Web already contains billions of web pages.
4. Vagueness- certain words are imprecise. The words “old” and “small” would depend on the
user.
5. Logic- since machines use logic, there are certain limitations for a computer to be able to
predict what the user is referring to at a given time.

Trends in ICT
As the world of ICT continues to grow, the industry has focused on several innovations. These
cater to the needs of the people that benefit most out of ICT. Whether it is for business or personal
use, these trends are the current front runners in the innovation of ICT.

1. Convergence
Technological convergence is the synergy of technological advancements to work on a similar
goal or task. For example, besides using your personal computer to create a word documents,
you can now use your smartphone. It can also use cloud technologies to sync files from one
device to another while also using LTE technology which means you can access your files
anytime, anywhere. Convergence is using several technologies to accomplish a task
conveniently.

2. Social Media
Social media is a website, application, or online channel that enables web users to create, co-
create, discuss, modify, and exchange user-generated content. According to Nielsen, a global
information and measurement company, Internet users spend more time in social media sites
than in any other type of site. With this, more and more advertisers use social media to
promote their products.

3. Mobile Technologies such as smartphones and tablets has taken a major rise over the years.
This is largely because of the devices’ capability to do tasks that were originally found in
personal computers. Several of these devices are capable of using high-speed internet. Today,
the latest mobile devices use 4G Networking (LTE), which is currently the fastest mobile
network. Also, mobile devices use different operating systems:
 iOS is used in apple devices such as iPhone and iPad.
 Android is an open source operating system developed by Google. Being open source
means several mobile phone companies use this for free.
 Blackberry OS is used in Blackberry devices.
 Windows Phone OS is a closed source and proprietary operating system developed by
Microsoft.
 Symbian is the original smartphone OS. Used by Nokia devices.
 WebOS is originally used for smartphones; now used for smart TVs.
 Windows Mobile is developed by Microsoft for smartphones and pocket PCs.

4. Assistive Media is a nonprofit service designed to help people who have visual and reading
impairments. A database of audio recording is used to read to the user.
