WHAT I NEED TO KNOW

Substance use and abuse is the social and health concern in the Philippines. This module will help the
learners understands the drug scenario in the Philippines specifically in the Northern Mindanao Region.
The latest data of information were provided by the Dangerous Drugs Board. The government agency
implements their program and projects to combat and reduce the illegal distribution, manufacture and sale
of drug of abuse. You will also discuss some issues regarding the War on Drugs of the law enforcer
which was mandated by the President of the Philippines.

The basic terminology of substance use and abuse will be discussing for self-awareness. You will also
share your own comments and reactions on your understanding of the topics. Activities were provided to
develop your knowledge, skills and attitudes

INTRODUCTION

DRUG SCENARIO IN THE PHILIPPINES

Substance use and abuse is a growing problem in the Philippines. According to the International
Narcotics control Broad (INCB), an international drug monitoring agency, the Philippines is listed as one
of the countries in Southeast Asia where drug trafficking is growing in numbers.

In the Philippines, drug and abuse is a social and health concern. Poverty has become an
increasing cause for involvement in the illegal drug trade. Foreign drug syndicates take advantage and
exploit the poor and use promises of “easy money” to entice the people to serve as couriers and runners.

According to the 2012 statics available in the Dangerous Drugs Broad Website, the most common
type of substance of abuse among Filipino are “Methamphetamine Hydrochloride (Shabu) 81.36%,
“Cannabis (Marijuana) 33,65% and “Inhalant” (Solvent) 4.82%.

FACTORS THAT INFLUENCES SUBSTANCE USE AND ABUSE

DRUG - is a chemical substance that changes the physical, emotional, or behavioral state of the person
taking it.

SUBSTANCE ABUSE - is the harmful or hazardous use of psychoactive substances such as alcohol and
illicit drugs.

SUBSTANCE or DRUG MISUSE - is the use of a drug for which it was not intended or using a
drug in excessive quantities

SUBSTANCE or DRUD ADDICTION - This is the harmful or hazardous use of psychoactive


substances like alcohol and illicit drugs.

SUBSTANCE DEPENDENCE - is an adaptive state that develops from repeated drug


administration and results in withdrawal upon cessation of drug use.

Factors that Influences Substance use and Abuse

Biological Factors

This may have to do with brain’s “feel-good” chemical called dopamine, and a person’s gene-
controlled relationship with it.

Genetic factors account for between 40-60% of a person’s vulnerability to addiction.

Environmental Factors

(Home and Family) - the influence of home environment, especially during childhood, is a very
important risk factor. Teens get their values from their parents and other adults.

The Filipino family, which serves as the primary social group of the adolescent, is showing
initial traces of stress in this day and age, marked by a substantial increase in levels of absentee
parenting and unstable marital unions.

Curiosity and Thrill-seeking

Adolescents tend to be curious and seek thrills as adrenaline rush is higher in them.

Summary

The common drug of abuse used were 1st Shabu, 2nd Marijuana and 3rd Inhalant. The
government intense effort in combating drug were the reason on declining the substance use and
abuse: Operations conducted by different law enforcing agencies, strict implementation of
policies under “Dangerous Drug Act of 2002” and Actualization of the Dangerous Drug Board’s
Program and Projects. The law enforcing agency in Northern Mindanao were seriously
implement the law which cover with legal operation to combat War on Drug.
Drug are substance or chemicals which taken into the body have psychological,
emotional and behavioral effects on the person. Drug Abuse is the use of a substance for non-
medicinal purposes which commonly abused by users. Drug misuse is the use of a substance
incoherent or inconsistent with the prescribed dosage or frequency of use.
