During the war years (World War II), Lilo-an had three mayors at one time.

The elected mayor was

Catalino Noval. The Japanese Occupation Forces appointed another, Pascual Delgado. Not to be
outdone, the Guerilla Forces also designated another, Jose Cañete.

Records show that the mayors with the longest length of service were Lazaro Ramas and Cesar Bugtai,
each having served Liloan for 21 years.

VINCENT FRANCO "DUKE" FRASCO

Mayor Vincent Franco "Duke" D. Frasco is the Local Chief Executive of Liloan, a First Class Municipality
situated north of the Province of Cebu. At just 26 years old, Mayor Duke Frasco followed in the footsteps
of his father, the late Mayor Panphil "Dodong Daku" B. Frasco, and was elected with an historic and
overwhelming majority of almost 70% of total votes cast in the May 2007 elections. Enjoying a 95%
approval rating, Mayor Duke Frasco ran unopposed during the May 2010 elections and was reelected to
a second term garnering almost 80% of the total votes cast. He is currently the youngest Mayor in the
Province of Cebu.
Mayor Duke Frasco sits as chairman of the Municipal School Board, the Municipal Development Council,
and the Municipal Health Board, among others. Concurrently, Mayor Duke Frasco is the Vice President
for Internal Affairs of the League of Municipalities of the Philippines, Cebu Chapter and Director and Co-
owner of the family-owned Titay’s Liloan Rosquillos and Delicacies, Inc.

Dubbed, the "Duke of Change", Mayor Duke Frasco has aggressively pursued his vision of cityhood
status for the Municipality of Liloan. Since 2007, Mayor Duke Frasco has increased the locally-generated
income of Liloan by almost 400%, allowing him to build vital infrastructure and provide quality basic
services to all of Liloan's 14 Barangays. Under his helm, Liloan was chosen as one of the Most Business
Friendly Local Government Units (LGU) in the Philippines in 2010 by the Philippine Chamber of
Commerce and Industry. In 2011, Liloan was conferred with the Emerging LGU in Good Governance
Award by the Province of Cebu and the Ramon Aboitiz Foundation, Inc. (RAFI), besting over 40 other
towns in the Province.

Of his 8-Point Agenda, Mayor Duke Frasco's main thrust and priority lies in the field of Education. In
2007, a milestone in Education was marked with the creation of the Mayor Duke Frasco Scholarship
Program, which offers Scholarship Grants to underprivileged and intellectually capable residents of
Liloan who are college students in the Province of Cebu. To date, the Mayor Duke Frasco Scholarship
Program has granted over 3 Million Pesos in Scholarships to over 500 underprivileged students, giving
the latter the opportunity to attain what would perhaps have been a previously elusive dream -- a
college education and degree to set them up for a better life.

In just three years since his assumption of Office, Mayor Duke Frasco has more than doubled the salaries
of the Local School Board Teachers and has added more locally paid teachers, ensuring that the need for
quality teachers in Liloan is addressed. Mayor Duke Frasco has also been instrumental in the
construction of many new classrooms and in the renovation of old and dilapidated classrooms in all
public schools in Liloan. Truly, Mayor Duke Frasco has remained steadfast in his belief that a sturdy
foundation in Education ensures a bright and vibrant future for the children of this country.

Before entering public service, Mayor Duke Frasco worked as an Internal Audit Consultant for Protiviti,
Inc., one of the leading consulting firms in the world. He has audited several multinational companies in
various cities in the United States, as well as in the United Kingdom.

Mayor Duke Frasco obtained his Bachelor of Science in Accounting (B.S.A.) and Bachelor of Business
Administration (B.B.A.) degrees from the prestigious Loyola Marymount University in Los Angeles,
California, where he graduated with honors and received various awards and scholarships.

Mayor Duke Frasco is also a member of various organizations in Cebu, namely, the the Cebu Business
Club, the Cebu Country Club and the Knights of Columbus-Liloan Chapter. Mayor Duke Frasco is married
to Atty. Christina Garcia Frasco, consultant on Programs and Projects Institutionalization of the Province
of Cebu.

With dynamic and visionary Mayor Duke Frasco at the helm, the bustling Municipality of Liloan is
vibrant, progressive and a true Light of the North of Cebu.
