RESOLUTION NO.: 2016-003

RESOLUTION DECLARING A SECOND FAILURE OF BIDDING FOR THE REHABILITATION/ GRAVELLING OF

FARM-TO-MARKET ROADS, PURSUANT TO SECTION 35.1 (a) OF THE REVISED IMPLEMENTING RULES
AND REGULATIONS OF RA 9184 OTHERWISE KNOWN AS GOVERNMENT PROCUREMENT REFORM ACT

WHEREAS, Republic Act No. 9184 otherwise known as Government Procurement Reform Act
provides for the modernization, standardization and regulation of government procurement in all its
branches and instrumentalities regardless of funding;

WHEREAS, the Municipal Government of Gamu, Isabela thru its Municipal Bids and Awards
Committee (MBAC), as mandated by RA 9184, have conducted two public biddings for the
Rehabilitation/ Gravelling of farm-to-market roads;

WHEREAS, the MBAC published through the Philippine Government Electronic Procurement
System (PhilGEPS) and in three (3) conspicuous places within the Municipality, an Invitation to Bid for
the above mentioned project on November 27- December 18, 2015 and December 29, 2015 to January
12, 2016;

WHEREAS, despite the publication for the Invitation to Bid, the MBAC did not receive any bids
for the project;

WHEREAS, the MBAC pursuant to Section 35.1 (a) of the Revised Implementing Rules and
Regulations of RA 9184 declares second failure of bidding;

NOW, THEREFORE, for the consideration of the foregoing, by the power vested in US by law,
WE, the members of the Municipal Bids and Awards Committee of the Municipal Government of Gamu,
Isabela, hereby RESOLVE AND DECLARE, as we, hereby resolve and declare a second failure of bidding

pursuant to Section 35.1 (a) of the Revised Implementing Rules and Regulations of RA 9184 otherwise
known as Government Procurement Reform Act for the Rehabilitation/ Gravelling of farm-to-market
roads;

RESOLVED FINALLY, that copy hereof be forwarded to the Municipal Mayor for his information
and proper action, to the Audit Team Leader for his information and record;

RESOLVED at the Office of the Municipal Mayor, Municipal Hall, District 1, Gamu, Isabela this
12nd January 2016.
