Subject : DATA GATHERING FOR THE RESEARCH AND INSTRUCTION THEMATIC AREAS OF
THE REGIONAL HIGHER EDUCATION ACTION PLAN (RHEAP) FOR MITIGATING
THE IMPACT OF COVID-19

The CFIEDRO-III with the Thematic Focals conducted the online briefing on the data
gathering instruments for the research and instruction thematic areas of the RHEAP on 29
June 2020 as part of the regional integral efforts for adapting the new normal and motivated
by the principle of “We HEAL as ONE...We EDUCATE as ONE”. The instruments were
discussed extensively to the target participants including the timeline for the delivery of
expected outputs. This signifies the start of the data gathering activity for the two thematic
areas with the following details:

The HEIs are expected to cascade this memorandum to the target respondents for them to
accomplish the survey using the google form links indicated in the table on or before 5
July 2020. The accomplished survey forms will go straight to the assigned Thematic Focals
for processing. The objective is to reach all the respondents as possible to gather their
personal experiences even with the limitations (e.g. availability of gadgets, internet
connection, etc.). The data gathered from the respondents will be used as basis for the
preparation of the RHEAP, formulation of policy recommendations and determination of the
corresponding programs and projects in mitigating the impact of CoViD-19 in the higher
education sector of Region III.

Upon securing clearance, the Thematic Focals for Research and Instruction allow the HEIs
in Region III to use their data gathering instruments provided that they are credited in the
documents where their instruments were used or will be used.
