Insulator Ties

1 Scope and service conditions

1.1 Scope
This specification covers the requirements of top, side tie and solid copper wire which
are used as the binding wire to secure conductors on insulator in overhead distribution line.

1.2 Service conditions

1.2.1 General conditions


The following relevant conditions are provided as an aid to operate and design. Also
these conditions shall conform to GECOL’s recommendations. If relevant GECOL’s
recommendations are not available, then relevant National Standards shall be proposed by
the suppliers for GECOL’s approval.
(a) Range of ambient temperature: -10°C ~ 50°C
(b) Average ambient temperature for year: 30°C
(c) Maximum relative humidity: 100%

1.2.2 Unusual service conditions


Conditions other than those listed in 1.2.1 for ties are considered to be unusual. The
manufacturer shall discuss with GECOL for the unusual service conditions

2 Normative references

2.1 Applicable standards


All ties supplied shall, in general, comply with the latest edition of following
international standards:
(a) IEC 60227-1: Polyvinyl chloride insulated conductors of rated voltages up to and
including 450/750V - Part 1: General requirements
(b) IEC 60227-2: Polyvinyl chloride insulated conductors of rated voltages up to and
including 450/750V - Part 2: Test methods

2.2 Alternative standards


The supplier may propose alternative standards provided it is proven that it gives an
equivalent degree of quality as applicable standards. But the acceptance of the alternative
standard is limited to GECOL for approval.

2.3 Precedence of standards


In case of discrepancy between this specification and any of the applicable standards, the
following order of precedence shall apply:
(a) Technical specification of GECOL
(b) Applicable standards
(c) Accepted alternative standards

3 Definition

3.1 Tie tube


Each tie is detached and applied over the bare conductor to prevent damage of insulator.

3.2 Identification tape


Shows catalog number, nominal sizes, etc.

3.3 Lot
A group of articles offered for acceptance from the same manufacturer, of the same
design and manufactured under presumed similar conditions of production. One or more
lots may be offered together for acceptance; the lot(s) offered may consist of the whole, or
part, of the quantity ordered

4 Kinds
The kinds of ties are listed in Table 1 & 2 of this specification. Applicable aluminum
conductor is the conductor made in accordance with IEC 61089 and copper conductor is
made in accordance with IEC 60227 and insulator class refers to NEMA C 29.

5 Requirements

5.1 General
Ties shall conform to the requirements of this specification in all respects. The design
shall avoid sharp corners or projection which would produce high electrical stress in
normal servicing condition. The design of adjacent metal parts and mating surface shall be
such as to prevent corrosion of the contact surface and to maintain good electrical contact
under all service condition.

5.2 Top and side ties for ACSR/AAC/AAAC

5.2.1 Material
Ties shall be made from aluminum alloy having 99.5% chemical composition of the
aluminum in accordance with ISO 209-1 or aluminum covered steel or equivalent. Ties
shall be helically formed (preformed) type suitable for conductor specified in Table 1 of
this specification. The aluminum alloy shall be anodized for preventing corrosion.

5.2.2 Design requirements


(a) All ties shall be designed to relieve the load before severe damage is done to the pole’s
structural components. The shape shall be referred to Figure 1 of this specification.
(b) Ties shall be suitable for securing the conductors in the top groove of the Pin/Line
post insulator classified in Table 1 of this specification. All ties shall have no slip at a
lower than 5% of rated tensile strength of conductor held by that.
(c) Ties shall be so designed as to install easily and quickly without any tool and also to
provide easy repair.
(d) Ties shall be provided with identification tape, tie pad and any marks for identification

supplied by manufacture such as color code and insulator identification mark.

5.3 Ties for bare/insulated copper conductor

5.3.1 Material
Ties shall be made from annealed copper conductor, conforming to Class 1 (Solid
conductor) in accordance with IEC 60228 or over equivalence. The surface of the
conductor shall be clean and smooth.
The insulation for insulated copper ties shall be an extruded polyvinyl chloride
compound of Type PVC/C and it shall be so applied that it fits closely on the conductor in
accordance with IEC 60227-3.

5.3.2 Design requirements


(a) The solid conductor shall be circular and shall comply with Table 3 of this
specification in accordance with IEC 60228.

(b) The insulation thickness and resistance shall comply with the specified value given in
Table 4 including the requirements of IEC 60227-3, Table 1. However, the thickness
at any place may be less than the specified value in Table 4 of this specification
provided that the difference does not exceed 0.1mm +10% of the specified value.
(c) The mean overall diameter of insulated copper conductor shall not exceed the upper
limit given in Table 4 of this specification including the requirements of IEC 60227-3,
Table 1.

(d) The insulation shall have adequate mechanical strength and elasticity within the

temperature limits (70ºC) to which it may be exposed in normal use. Before aging test,
the tensile strength shall not be less than 12.5N/mm2 and elongation at break shall be
of 125% in accordance with IEC 60227-1. Compliance shall be checked by carrying
out the tests specified in this specification including the requirements of IEC 60227-1.
(e) The color of insulation shall be black.

6 Tests
All ties are to be checked for compliance with this specification and with the ordering
quantity. GECOL reserves the rights to ask for tests to confirm the quality of ties in the
presence of GECOL representatives.
All test reports of the below defined and executed tests shall be submitted to GECOL for
approval within one week after the completion of the tests.

6.1 Sampling
Test specimens shall be selected at random from each inspection lot (or coils) in
accordance with ISO 2859-1. The number of samples selected from each lot shall comply
with Table 5 of this specification.

6.4 Retest
If only one sample fail to comply with the sample tests, a new sample equal to twice the
quantity of originally submitted to that test shall be subjected to re-testing. If two or more
samples fail to comply with any of the sample tests, or if any failure occurs during re-
testing, the complete lot is considered as not complying with this specification and shall be
withdrawn by manufacturer.

7 Tapping
The helically formed (preformed) ties shall be tagged with the manufacturer’s
identification tape to ensure the system of traceability for each article. The characters shall
be English capital roman letters and Arabic numeral characters. The manufacture shall
indelibly mark these items;

8 Packing and delivery


The supplier shall provide packing of the ties as is required to prevent their damage or
deterioration during transportation to their final destination and long period of storage. The
packing shall be sufficient to withstand, without limitation, rough handling, and exposure
to extreme temperatures, salt and precipitation during transportation and open storage.
(a) The ties shall be shipped from the factory to the specified site or GECOL’s warehouse.
(b) Every preformed tie shall be tied up with a suitable string and then packaged in a
suitable waterproof package. The total sets ordered shall be packaged in a wood box
or equivalent case and then shall be delivered.
(c) The solid conductor shall be supplied with coiling on drum or with bundle.
(d) Each shipment shall include a detailed packing list identifying the ties.
(e) The ties shall be carefully loaded for protection during shipment.
(f) The ties shall be arranged to allow safe unloading at the site.
(g) In case of drum, it shall be made of stout wood to protect the conductor from damage.
(h) The solid conductor shall be tightly wrapped and no turn shall be left loose. Both ends
of the conductor shall be adequately secured to the conductor drum or covered for
safety and damage with cap. The conductor shall be wrapped with polyethylene sheet
after completion of drumming or bundling.
The drum or bundle of solid conductor and package of preformed ties shall be provided
with a name plate that shall be weatherproof material, fitted in a visible position of outside
of the flange or package and indelibly marked showing the appropriate items such as
owner’s name, conductor name and size, length of conductor, date of manufacturing, the
name or trade mark of supplier and gross weight, etc. The characters shall be English
capital roman letters and Arabic numeral characters. The size of characters shall not be less
than 4mm.

9 Document and certificate


The ties quoted by the supplier shall be approved by GECOL. The quantity of document
and certificates submitted shall be not less than three copies. The ties shall conform to the
latest edition of applicable standard including clause 2 of this specification or any other
equivalent international standards. The design and construction of the ties shall be
subjected to the approval of GECOL.

9.1 Information to be provided with the BID
Technical descriptions, data sheets, catalogues and other information shall be submitted
with the BID and those which are submitted shall be sufficient to enable GECOL to
evaluate thoroughly the proposal as to its compliance with the requirements of this
specification.
The minimum requirement is as follows:
(a) Detailed summary of difference with this specification
(b) Technical Data Sheet duly filled in and signed (Annex A)
(c) Material safety data certificates and the table of component ratio of all chemical
materials or metal used for manufacturing
(d) Detailed cross-sectional drawing of all components in A3 or A4 size
(e) Detailed handling, installation and maintenance manual for good operation
(f) Brochures and catalogues containing outline dimensions, main electrical and
mechanical data, etc.
(g) Applicable design specification and standards in English language
(h) Test certificates approved by international institute
(i) Quality control system and relevant certificate

9.2 Documents to be approved by GECOL


The supplier shall furnish all relevant technical information, drawings etc. to GECOL
for approval prior to the start of manufacture. Offers without Technical Data Sheet
completely filled in will be rejected.

9.3 Documentation
All documents supplied under this specification shall be documented to the extent that
the end user can easily understand its theory of operation, performance, installation and
maintenance for the product. All documents shall be submitted being filed in order to
approve of GECOL and reorder later.
Language in all documents and drawings shall be written in English and dimensions
shall be used in metric SI-units.

10 Warranty
The supplier shall provide a full one-year limited warranty on articles supplied. The
warranty shall cover all parts and all costs, which are directly attributable to the supplier.
Warranty coverage shall begin on the date that articles are received.
