SUBJECT
1. INTRODUCTION TO MARAFIQ
MARAFIQ is a Power & Water Utility Company for Jubail and Yanbu with its head office
located at Jubail.
MARAFIQ was formed by Royal Decree # M/29 as a Private Joint Stock Utility Company
serving Jubail and Yanbu Industrial Cities.
MARAFIQ supplies Power, Potable water, Seawater for cooling and Wastewater treatment &
management systems to the industrial customers in the cities of Jubail and Yanbu.
MaSa - Marafiq/Saur Operation and Maintenance Company (MaSa) are a company organized
under the laws of the Kingdom of Saudi Arabia with responsibility for operational and
maintenance activities in Jubail.

The purpose of this project is to quantify and charachratize the COD being received and treated
through out IWTP-8 stage 3 processes. Then perform analysis in Reclaimed Water Network to
find the sources of Hard COD received. Also, assessing the Fenton system treatment operation
pholosophy based on design OEM documents and field. The assessment should include
condition assessment of Fenton system including all its auxilaries such as; Fenton chemical
dosing system, and lamella clarifier. Moreover, it is deemed to find best dosing ratios that
achieve design removal effieciency (45.8%), and Fenton COD outlet (65 ppm). In addition to
above, it is required to conduct feasbility study on Fenton Technology implemented based on
IWW quantity and, charachtaristic received to IWTP-8, then suggest other technologies to addess
hard COD.

The Industrial wastewater Treatment facility (IWTP8) Jubail receives the discharge industrial
effluent from industries of Jubail 1 and Jubail 2. This treatment facility is primarily based on 3
different stages, Stage 1 based on Lagoon aeration system & Stage 2 based on Conventional
Activated Sludge system and Stage 3 which was commissioned in 2012 (the most recent stage
compare to the other two older stages) is having activated sludge system with denitrification and
nitrification zones in its aeration tanks and an advanced oxidation process (Fenton Treatment)
for the non-biodegradable COD removal. The average daily flow capacity of stage III is
55,000m3/day.
Now, since the updated RC water quality standards are requiring lower COD levels in the effluent
of industrial waste treatment plants the typical biological treatment can only maintain a certain
COD level in final effluent. The Hard COD or non-biodegradable COD will stay in the effluent
and may not reach the required COD compliance of 50 ppm.
Apart from older stages, stage III is designed for influent COD of 1800mg/L since it also
provided with Advanced Oxidation Process (Fenton Treatment) to deal with the residual COD.

Fenton treatment is a costly treatment process and O&M team of IWTP8 are having several
difficulties to run Fenton to comply with the residual COD standard. In this situation BU has
suggested to assess hard COD (quantity, sources, and composites), and Fenton System.
GENERAL:
Phase 1 during which contractor shall demonstrate their capability to conduct COD
fractionation analysis of samples in below areas:
a. Plant Inlet
b. Primary Outlet
c. Secondary Outlet
d. Fenton Outlet
e. GAC Outlet
f. MMF Outlet
g. Plant Outlet
The sampling will be done by contractor and he shall analyze and review of the nature of COD
being received and treated. The testing of COD fractionation shall include following
categorization of COD:
The industrial customer review has the aim to help focus the effort of phase 2 of this project
to ascertain who are the main contributors of COD that reaches the inlet of IWTP8. This
must be done by taking samples and analyzing Reclaimed Water Network. Then addressing to
MARAFIQ/MASA who are the contributor of hard COD. This will demonstrate a causal link
between the nature of the industry and the type of COD found at the inlet of ITWP8 in order to
better target and optimize the investigations in the industrial area.
Upon acceptance of initial test results and a formal sampling strategy based on sounds evidence
the option to proceed for phase 2 with wider testing shall be considered at the mutual acceptance
of both parties.
Incase contractor need any clarification or have doubt in understanding the true meaning of any
portion of this scope of work, the Contractor shall make a written request for an official
interpretation or correction.
2. The contractor must assess the Fenton System operation philosophy starting from its design
(OEM), then on field, to optimize and enhance the system.
3. The contractor must assess the Fenton System condition including all its auxiliaries for its
physical, performance, and chemical reactions aspects. The Fenton system is composed but
no limited to below:

Ferrous Chloride, Caustic Soda, Sulfuric Acid, and Polymer.

4. The contractor must recommend the best dosing ratios of Fenton Chemicals, i.e; Hydrogen
Peroxide, Ferrous Chloride, Caustic Soda, Sulfuric Acid, and Polymer. The recommendation
should be based on laboratory and field tests of collected samples. The aim is to achieve all
below goals:
a. Fenton COD removal efficiency of 45.8%
b. As per mass balance if the inlet to Fenton is 120 ppm, the outlet from Fenton should
be below 65 ppm.
6. The contractor must conduct BOD analysis for the following areas: plant inlet, primary
outlet, and secondary outlet.
7. The Contractor shall be responsible to retrieve and verify the existing drawings from
Marafiq/MaSa documentation center, site specific measurements, structures and other related
site specific details, power supply connection details, cable routing details, out station
installation details, and all associated objects and links in order to have the same functionality
provided in the existing and provide a complete functional automation system.
9. The contractor shall provide the following minimum safety equipment to his employees
required to execute the work but not limited to: Escape harness, tripod, winch, continuous
ventilation arrangement, barricades, lighting, appropriate PPE (Harness, Hard Hat, Gloves,
Safety Shoes, Eye protection) etc.
10. The Contractor shall provide for purpose of testing, inspection, access ladders, scaffolding
(access platform), lighting and necessary instruments at their own cost including Low
Voltage (24 V) lighting equipment for inspection, testing work.
11. All civil, mechanical, electrical works required to execute the project is contractor
responsibility.
12. The contractor shall submit implementation plan, “procedures for Hard COD & Fenton
Assessment for the estimated duration,” for Marafiq/MaSa review and approval. Jobs shall
be well coordinated with business units (BU) and all interruptions for the plant should be
coordinated with BU. The implementation plan, procedures shall include measures taken
during the implementation to ensure that outage duration is minimized and the duration of
the implementation is limited. Business Unit shall be informed two weeks ahead of required
outage. Procedures set forth in the implementation plan, procedure shall not apply to routine
scheduled maintenance or testing.
13. The contractor shall be responsible for managing the assessment while system work is being
performed.
14. The Contractor shall consider all the requirements of this specification along with those
results of site survey and shall assume total responsibility including all aspects of
engineering, laboratory, procurement, supply, testing, and certification etc. for proposed
project.
15. The Contractor shall be solely responsible for all safety issue that may arise on site.
16. The contractor is responsible for Fenton chemicals testing during assessment; Hydrogen
Peroxide, Ferrous Chloride, Caustic Soda, Sulfuric Acid, and Polymer.
17. This contract is a fixed value contract, and all requirement needed to achieve its scope is
contractor responsibility.
The proposed project shall specifically consist of the following Contractor responsibilities but
not limited to below:
The contractor is deemed to analyze COD for fractionation, characterization, and quantification.
The fractionation should show the chemicals contributing to the COD. The characterization for
the itemized fractions of COD, should be as below:
The proposed locations for COD analysis inside the plant is as below:
a. Plant Inlet
b. Primary Outlet
c. Secondary Outlet
d. Fenton Outlet
e. GAC Outlet
f. MMF Outlet
g. Plant Outlet
The COD analysis in the network, will be for industries mentioned in Figure 1 attached.
A. Testing Coordination:
1. Contactor shall submit a qualitative analysis on the potential sources of hard COD
based on the activity of our industrial customers mentioned in Attachment 1.
2. Based on the same scheme and on the nature of our customers' activity, the
contactor is requested to develop a strategy for testing and analyzing samples of
potential industrial customers for hard COD production.
4. The Contractor shall conduct COD fractions testing and reporting on samples as
needed.
6. MARAFIQ/MASA reserves the right to change the number of samples collected for
testing as per requirement.
B. Sampling supplies:
1. Contractor shall supply all materials and equipment for safe and appropriate method
of sample handling, collection, preservation and shipping of samples at no
additional charges. Shipping and sample containers and supplies shall be suitable
for the sample matrix and analytical method.
2. Contractor shall provide sample bottle kits, properly sized sample coolers.
Preservatives appropriate for COD fractions analysis.
3. MARAFIQ/MASA reserves the right to change the number of samples collected for
testing as per requirement.
Analyzing COD requires the use of expert knowledge and understanding of petrochemical
processes and the nature of their industrial wastewater discharge. This is to enable a
focused the investigation on the companies that are the most likely to discharge hard COD
in wastewater.
What is expected is that the successful bidder will be able to analyzing and assessing all
discharging industries within Jubail industrial area, rank them from most likely to least
likely to be dischargers of hard COD and other pollutants which are typical of their
processes. The result will be a table that, which identify each industry source for each item
of Hard COD in the industrial area and any other notable chemicals which are a
characteristic of their processes.
D. Analysis of Samples:

1. Contractor shall analyze all samples within allowable holding time appropriate to
the method, matrix and analysis.
2. Contractor shall use the respirometer test methodology based on microbial growth
kinetics referred as biological approach (please refer to Attachment 2) to conduct
the fractionation of COD in provided industrial wastewater samples. In case the
contractor needs to use another method, then it there should be a written request
addressed to MARAFIQ/MASA. The request maybe accepted or rejected by
MARAFIQ/MASA
The contractor is deemed to assess the Fenton System operation philosophy as below:
1. MARAFIQ/MASA, will supply all available OEM documents, P&IDs, & Mass
Balance.
2. MARAFIQ/MASA will give the opportunity for contractor to have field inspection
and interviews to understand the current practices, and condition.
3. The contractor must recommend best international operation practices for Fenton
System
The contractor is deemed to make an assessment for Fenton System which is composed of below:
a. Lamella clarifier
b. Fenton reactor
c. Mixers
d. Chemical dosing pumps, preparation system, and tanks of Hydrogen Peroxide,
Ferrous Chloride, Caustic Soda, Sulfuric Acid, and Polymer.
e. Fenton Thickener
The assessment should be with below stated items but not limited to:
1. The physical condition of all Fenton system; equipment inspection. As a result of the
inspection, the contractor must recommend equipment need for repair, replace, or
other.
3. The Chemical reactions, which resulted side effects of running Fenton. Those were
observed by the operation team, which are below:
a. Hydrogen Peroxide interference with COD reading
b. Total Dissolved Solids (TDS) increase in treated water once the Fenton chemicals are
dosed
As a result, the contractor must recommend a practical method to eliminate the indicated side effects
above.
The contractor is deemed to determine the best dosing ratio for Fenton Chemicals. The Fenton
Chemicals are:
2. There can be difference between ratios that achieve (a) and (b). Then, both ratios must be
determined.
The contractor is deemed to make a feasibility study on Fenton System based on the below:
1. Fenton Technology implemented.
As a result of above, the contractor must recommend technologies that can address hard (non-
biodegradable) COD received to IWTP-8.
The Codes and Standards listed below shall be considered. Where discrepancy/
inconsistency exists between these Codes and Standards, the most stringent
application shall govern. Discrepancy shall be brought to the attention of
MARAFIQ/MaSa Representative prior to start of the activity. The Contractor shall
ensure that the requirements of the Standards are met, and that all applicable tests,
inspections and other requirements are complied with.

10.1 INTERFACES
The Contractor is responsible to get the approvals from the below mentioned
Departments. Permit for the work shall be obtained from the responsible departments
as applicable.

The Contract Programme shall be in the form of a Critical Path Method (CPM) Gantt-
chart, incorporating activities for all works to be performed by the Contractor, his Sub-
Contractors and other Contractors to be employed in or about the site. The Contractor
shall provide MARAFIQ/MaSa with an electronic copy of the Contract Schedule.
The Contract Programme shall be clearly and accurately presented and coded with
work activities relating to specific work phases, packages, and locations grouped for
ease of reference. Each work activity shall have the following minimum information
shown in the diagram:
• Activity Number
• Concise description of the works
• Specific Coding (work phase, package, trade, location etc.)
• Duration in calendar days
• Early / Late start and finish dates
• Total Float (or slack)
The Contract Schedule must be fully logic linked, and the amount of activities with
Constraints must be kept to a minimum.
The Contractor shall ensure that full account is taken of factors such as interfaces with
other contractors, tender milestones, forecast deliveries of nominated sub-contractor

equipment and forecast lead times and deliveries of own supply materials & equipment,
sub-contractors and resources. The Contractor shall make it clear in the schedule which
holiday periods he will not be working.
The Contractor shall provide a general description of the arrangements, sequence and
methods of construction (which illustrates the contractors intent) which the Contractor
proposes to adopt for the carrying out of the works.
The Contractor shall provide a planned “S-Curve” extracted from schedule, showing the
planned/Target progress of the works over the time span of the works. This curve should
have as a minimum two supporting curves, namely one for analysis and one for
assessment.
The Contractor shall provide prior to the commencement of the works a labour and plant
resource histogram identifying the resources planned to be used during the works.
The Contractor shall clearly highlight on the Schedule where information or interaction
with other parties is required.
Contractor shall submit the progress report weekly at every stage of the project, and
shall include comparison with the master schedule and future work plan for the coming
month.
Contractor shall attend Progress review meeting bi-weekly with MARAFIQ/MaSa (or
weekly basis – to be decided by MARAFIQ/MaSa after award of Contract). Other
coordination and interface meetings will be conducted as required. The contractor shall
prepare the minutes of meetings and submit to MARAFIQ/MaSa for approval.
• A brief “Bullet Point” narrative describing present progress and productivity and
all negative float activities, manpower and materials status together with
highlighting problem areas and any possible future pinch or hold points and
proposed corrective action to mitigate possible delays.

• An update on the status of all material and sub-contract orders placed and
procurement status.
• Once the schedule has been updated the Contractor shall issue an 8 week look-
ahead showing the items and sequence of work planned to be accomplished in
the weeks ahead.
The Contractor shall provide a manpower report, detailing the manpower by trade or
discipline and show the actual number of people for the Contractor (and all sub-
contractors under his control) for each trade or discipline as well as total man days and
man-hours.

• Third Party liaison including RC, and adjoining.
Submittal of the Contract programme shall be in accordance with the following
procedure:
• The Contractor shall submit his initial Construction Programme, in 2 (two) hard
copies and one digital, twenty-one (21) days after the Notice to Commence.
• After review of the contractor’s initial Contract Programme, all subsequent
revision and monthly update submittals shall comprise the following:
➢ Three (3) prints of the updated Contract Programme from the last approved
Contract Programme, suitably marked to show all revisions, and signed by the
Contractor.
Revisions and monthly updates to the Contract Programme shall be submitted within
three (3) working days of the date for Review meetings on contract programme. The
date for the first monthly update shall be two-weeks after review by the Engineer of the
Contractor’s initial Contract Programme, and successive review dates shall be at two-
week intervals. The dates for specific programme review should coincide with the date
of the site programme meeting at which time the records of progress are verified.
The Contractor shall be responsible for obtaining all entry passes and work permits
necessary for his personnel and equipment engaged in performance of the contract.
The Contractor shall adhere to all MARAFIQ /RC Safety procedures for work permits,
fieldwork, the work force, equipment, tools and materials during the entire course of the
project.
Work permits shall be received by Authorized permit receiver (APR) from Contractor
side. Necessary training and validation of APRs will be arranged by MARAFIQ/MaSa
and the time of training will be intimated in advance.
Personal protection equipment (PPE) shall be provided by the Contractor for all his staff
during the course of job.
Contractor shall take all precautions to safe guard against any risk of bodily harm / injury
to persons or damage to property. Contractor shall provide safe and secure method of
work in every aspect.
All safety requirements as per MARAFIQ safety procedure shall be met by the
Contractor prior to the start of job.
Hold points for inspection shall be submitted by the Contractor for MARAFIQ/MaSa
review prior to start of the job. Contractor shall provide MARAFIQ/MaSa with a detailed
work schedule, and shall be notified 48 hours in advance on week day of all hold and
witness points requiring inspection. Failure to provide such notification may result in the
requirement for re-inspection or rework.
