1 . INTRODUCTION
Due to unavoidable incident that happen on Ras Lanuf Terminal previously which affects the Tank
Farm area, Storage tanks and associated piping’s, Harouge Oil Operation will be replacing the
concrete Valve box for 48” line, (TV124). This 48” valve box was badly affected and concrete valve
box has been demolished. The 48” valve was already replaced, therefore, concrete valve box is
necessary to have access to this valve.

Furthermore, two relief lines shall also needed to be installed/constructed connecting Storage Tank
no. 5 to 6, (AMNA) line and another relief line to connect from Storage Tank no. 13 line to Storage
Tank no. 10 (MESLA) line by-pass.

2 . SCOPE
This Method statement describes in details the sequences of work activities and the assigned
resources (all necessary manpower , equipments and materials )to be implement in the
construction of the mentioned 48" 124 TV valve box (sludge removal , excavation, formwork ,
casting concrete) and 16" relief line pipe supports (survey work layout and elevation, excavation,
formwork , casting concrete) .

4 . Work Location.
Work site will be at Libya –RasLanuf Tank Farm to Complete procurement and construction of civil
works at Ras Lanuf Tank Terminal.(see sketch No#01)

5. WORK PREPARATION.
5.1 GENERAL PREPARATION
 Work area will be provided with all signage and warning equipments relevant to
work type for example traffic cones , plastic chain , signage indicate work site and
signage to indicate excavation work.
 Work area shall be clean and safe for all work activities , transportation , manpower
and machinery movement around the site.
 During the work time only essential personnel are allowed to have access the work
area.
 Supervision team and Safety supervisor should implement all necessary actions and
precautions to guarantee safe work activities.
 All risk and hazardous conditions and situations are to be detailed and
mitigated in the risk assessment.

5-2. LIFTING OPERATIONS - GENERAL

 A lifting operations is a vertical movement of sludge , concrete and includes any


materials or load lifted by crane, forklift and high-up truck.
 Before starting the work the ground level will be checked , and prepared , cleaned
and leveled when / if necessary , then inspected to guarantee the stability of crane.
 All lifting equipments shall be safe to use and inspected.
 All lifting operations must be planed and supervised as necessary for safety.
 Only trained and authorized persons may , manage supervisor or carry out lifting
operations.
 Damaged equipments and accessories shall be taken out of service.

5-3. FORMWORK – GENERAL.

 Formwork shall be adequate enough to resist fresh concrete force exerted on


formworks and supports to avoid movements, vertically, horizontally, and
plumpness.
 Formwork shall be constructed of wood (plywood), provided that where plywood is
used for exposed surfaces, it is of a type (plastic coated marine plywood, etc.) to
achieve the specified finish. The number of uses of any particular formwork shall be
such that the quality of the specified finish is maintained and where the concrete has
subsequently to be coated, that the coating can be effectively applied.
 Only skilled Persons allowed to work as carpenters or steel fixer to guarantee safe
work.

5-4. CONCRETE MIX DISIGEN


A - Option #1
 As per attached Approved Concrete Mix Designe for Project of (Minor Construction
& repair work At RasLanuf Terminal ) Trail Mix For Transformer#43.
 Mix-1 Approval Date 27/11/2018
 Mix-2 Approval Date 28/11/2018

B - Option #2

New trial mixed shall be conducted for new concrete design, must be grade C40 tested
after 28 days, as per ACI 318 requirements, mixed design must be approved, trail mix
must be conducted and witness by the client (HOO).

5-5. MATERIALS
All aggregate (fine & coarse ) cement must be properly stored to avoid contamination of
foreign materials.
A- Cement
 Cement must be sulphuric resistant , Portland cement (ASTM type II) .
 Source : ALMERGEB – ALKHOMS – LIBYA.
B- Aggregate
 Crushed Gravel must be hard , durable, clean and free from adherent coating such as
clay.
 Fine Aggregate (Sand) must be clean and washed , not contain harmful materials which
have bad effect on strength or durability of concrete or any substances, which may attack
the reinforcement , Desert sand will on be used.
 Source : EJDABYA – LIBYA.
C- Water
 Potable water shall be used for mixing concrete.
 Source : Harouge Oil Operation – RasLanuf.
D- Admixture
 Sikament-163 (High Range Water Reducing Concrete Admixture) used as a highly
effective water-reducing agent and super plasticizer for the production of high quality
concrete in hot climates.
 The dual action of Sikament-163 promotes accelerated hardening with high early and
ultimate strengths.
 Application Dosage : (0.6-2.5)% of Cement Wight.
 Complies to: ASTM C-494 Type F and B.S. 5075 Part 3 for super plasticizer.

E- Reinforcing Steel
 All reinforcing steel must be new and free from rust/corrosion .
 Reinforcing tie must be number 18 minimum size, if smaller must be double warp.
5-6. CONCRETE CASTING
- Concrete casting must be done in segment, so as maximum concrete free fall inside
the formworks must not more than 1500mm in height.
- Concrete placement must be done not more than 600mm in thickness and spread
around the form equally.
- Proper treatment on the concrete joint prior additional concrete must casted,
roughening the old concrete surface , cleaning and application of bonding
agent/grouted.
- Proper scaffold must be prepare around the formworks for casting concrete .

- An experience and skilled team shall only allowed to casting concrete, to follow the
approved concrete mix design quantities .
- Proper concrete vibrator must be provided and inspected before casting concrete.
- An experience and skilled concrete vibrator operator shall only allowed to operate the
equipment, to avoid segregation of mix.
- Concrete curing must be properly observe, by means of water curing, a hessian burlap
must be warp to keep the concrete moist all the time.
- All concrete defects must be treated prior application of water proofing membrane,
and must be applied after concrete attain its required compressive strength, minimum
of 7 days.

5-7. EXCAVATION, BACKFILLING & COMPACTION


- Excavations such as ditches, trenches or holes shall be sloped sufficiently to prevent
cave-in or slide. Of sloping is impractical, shoring shall be used whenever the vertical
dimension exceed 1.5 meters.
- Worker removing shoring after completion of work shall not be in the bottom of the
excavation. Shoring shall be removed in a manner to prevent cave-in on worker.
- Barricades, handrails, signals or other appropriate warring devices to protect worker
from any hazardous operation or excavation shall be provided. Open trenches,
excavations, etc., shall be covered when handrails or barricades do not provide
adequate protection.
- Grade lines, ropes, chains, and other tripping hazards shall be sufficiently marked to be
clearly visible in the day or night.
- Excavation by powered equipment is prohibited closer than 1.2 meters to any
underground cable. Tiles covering electric cables shall not be removed without prior
approval.
- Located underground obstacles, cables and piping shall be marked, i.e. physically
identified, in the field and will be updated on drawings of underground.
g. Ground water shall be removed from and kept out of, the bottoms of all trenches and
excavations.
- Backfilling materials shall be of selected fill, free from rocks/ stones larger than 500mm
in size and foreign materials.
- Backfilling & compaction must be done in layers 150 mm lift and tested up to 92%
based on modified proctor density.
- Around the pipes shall be backfilled with clean sand materials 300mm around the
pipes, prior additional backfilling with fill materials, sand will be compacted by means of
water flooding.

The following items identify the anticipated inherent risks associated with
carrying out the works.

9. WORK EXCUTION.
9-1 . Valve box for 48” line, (TV124).
According to Valve box sketch (Contract Drawings) the dimensions of valve box will be :
From outside to outside , Length = 4500 mm, Width = 3500 mm and Depth = 4950 mm
Steel Cover = 50 mm , Thickness of walls = 250mm , Thickness of floor slab = 300 mm
Dimensions of valve foundation = 1800 mm Length X 1640 mm Width X 300 mm Depth
Type of Box Cover = Primed And Painted Steel Structure.

CONSTRUCTION OF 48 INCH TV 124 VALVE BOX:

1 – Provide Gas test Prior any activity at site ensure.

2 – Provide containment wall (Barrier) and divert the flow of oil from pressure relief valve to
avoid contamination of work area (see sketch No#02).

3 - Removing of all sludge inside the pit to get clean and safe area for work.

4 - Provide adequate support, reinforced the pipe line with suitable materials ,I beam and
pre-casted concrete foundations (see sketch No#03) .

5 - provide shoring or benching around the valve box as temporary supporting during work
activities to protect workers if collapse occur.

6 – Starting excavation up to the required level .

7 - Check the bottom of foundation :

- Option #01 - If Bottom of foundation is disturbed soil materials, excavate up to the


required level which is - 700 mm under of the bottom of valve, then provide compaction
and test to a minimum of 95% on modified proctor density , then provide a polythene
sheets 200 microns and lean concrete.

- Option #02 Continue with excavation to get the undisturbed soil materials, provide a
polythene sheets 200 microns and lean concrete.

8- Casting Lean concrete with minimum thickness of 100mm and grade C25 .

9- Prior casting structural concrete for slab and wall (will be grade C40 tested after 28 days,
as per ACI 318 requirements), mixed design must be approved, trail mix must be conducted
and witness by the client, and must be followed in the entire construction works :

A - Admixture to be added to improve workability of concrete mix,(Sikament 163).

B - Provide a sump pit with dimensions of , 300mmX300mm in size and 250mm depth , and
location to be determined on site.

C- Provide a keyway on joint between floor slab and wall.(see sketch No#04)

D - Annular space between pipe and pipe sleeves will be properly sealed with sika materials
or approved equivalent approved by HOO engineer.

E - Concrete casting must be done in segment, so as maximum concrete free fall inside the
formworks must not more than 1500mm in height.

F - Concrete placement must be done not more than 600mm in thickness and spread
around the form equally.

G - Proper treatment on the concrete joint prior additional concrete must casted, roughening
the old concrete surface , cleaning and application of bonding agent/grouted.

H- Proper scaffold must be build around the formworks of valve box for casting concrete .

I - An experience and skilled team shall only allowed to casting concrete, to follow the
approved concrete mix design quantities .

J - Proper concrete vibrator must be provided and inspected before casting concrete.

K - An experience and skilled concrete vibrator operator shall only allowed to operate the
equipment, to avoid segregation of mix.

L - Concrete curing must be properly observe, by means of water curing, a hessian burlap
must be warp to keep the concrete moist all the time.

M - All concrete defects must be treated prior application of water proofing membrane, and
must be applied after concrete attain its required compressive strength, minimum of 7 days.

10- Steel valve pit cover and steel members including ladder will be fabricated and coated
by epoxy coating materials and HOO approve procedures.

11- Backfilling materials shall be of selected fill, free from rocks/ stones larger than 500mm
in size and foreign materials.

12 - Backfilling & compaction around the valve bit must be done in layers 150 mm lift and
tested up to 92% based on modified proctor density, after bituminous coating application has
been properly dried.

13 – Around the pipes shall be backfilled with clean sand materials 300mm around the
pipes, prior additional backfilling with fill materials, sand will be compacted by means of
water flooding.

9-2 . PIPE SUPPORTS FOR 16 INCH AMNA RELIEF LINE (ST 5 - 6)

construction of new concrete support (preferably pre-cast) for the new line,
construct/installed as per drawing reference number 1401/3/50/100 sheet 1&2,
1401/3/54/100 sheet 1&2 & detailed drawing number SK100918-1013.
HOO will supply the required 16 inch pipe saddle support embedded on concrete
foundation; strapped type pipe saddle support’s location shall be site determined (total –
21 nos.).

B- STEEL PIPE SADDLE SUPPORT

16" Steel pipe saddle supports will be provided by HOO.

1 – Determine of pipe line route and bench mark.


2 – Determine the elevation of the pipe line route
3 – Calculations and determine the exact level for excavation.
4 - Carefully excavation for the required area (hand tools only) up to the required level.
5- A polythene sheets 200 microns will be provided prior casting lean concrete.
6 - After pipe supports has been casted/installed, backfilling around the foundation in
layers not exceeding 150mm in thickness.
7 – In any case, any gap between Pre- Cast Support and lean concrete must be grouted.

9-3 . 16 INCH MESLA RELIEF LINE BY-PASS (ST 13 - 10)

Construction of new concrete supports (preferably pre-cast) for the new line,
construct/install as per drawing reference number 1401/3/50/102, 1401/3/54/102 and
detail drawing SK100918-1013.

HOO will supply the required 16 inch pipe saddle supports to be embedded on concrete
foundation ; strapped type pipe saddle support’s location shall be site determined
(total – 2 nos.).

Length = 0.6 meters , Width = 0.4 meters , Depth = 0.8 meters

B - STEEL PIPE SADDLE SUPPORT (SEE SKTCH ABOVE)

(ST13 - 10)

1 – Determine of pipe line route and bench mark.


2 – Determine the elevation of the pipe line route
3 – Calculations and determine the exact level for excavation.
4 - Carefully excavation for the required area (hand tools only) up to the required
level
5 - . excavate along pipe route approximately 14.00m in length x 1.00m width x 1.0m depth
on access road crossing and above bund wall area with approximately 5.00m in length and
0.60m deep.
6- A polythene sheets 200 microns will be provided prior casting lean concrete.
7 - After pipe supports has been casted/installed, backfilling around the foundation in layers
not exceeding 150mm in thickness and tested.
8 – In any case, any gap between Pre- Cast Support and lean concrete must be grouted.

INSPECTION BOX), dimensions of inspection box from inside to inside will be :

Length = 3000 mm , Width = 1375 mm , Depth = (Field determined ) Walls thickness = 150mm, floor
slab Thickness = 300 mm, Type of Cover = chequered plate removable cover.

CONSTRUCTION OF NEW INSPECTION VALVE CHAMBER:

1 - Starting excavation up to the required level.


2 – Compaction for the bottom of foundation to.
3- A polythene sheets 200 microns will be provided prior casting lean concrete.
4- Lean concrete will be of grade C25 minimum thickness of 50mm .
5- Reinforced concrete for slab and beams.
6- Masonry work and plaster of walls both sides.
7- Applying bitumen coat.
8- Backfilling and compaction around the walls.
9- Installation of access rung ladder, chequered plate removable cover with required frame.
