Development activity
For floodplain management purposes, any activity defined as
development which will necessitate a floodplain development permit.
This includes buildings, structures, and non-structural items, including
(but not limited to) fill, bulkheads, piers, pools, docks, landings, ramps,
and erosion control/stabilization measures.
Development, major
Development consisting of:
A. Any building and structure or combination of buildings and
structures on a tract of two acres or more; or
B. Buildings having a total gross aggregate floor area of 10,000
square feet or more. This definition does not include detached
single-dwelling and duplex housing units and customary
accessory structures.
Development, minor
Development consisting of a building or structure or combination of
buildings and structures constructed on tracts less than two acres in
size and having a total gross aggregate floor area between 500 square
feet and 10,000 square feet.
Diameter at breast height
A measurement of the diameter of a tree trunk taken four and one-
half feet above the ground level. If the tree branches are below four
and one-half feet, the measurement is taken at the narrowest part of
the trunk below the lowest branch. Multi-stem trees will be calculated
by the addition of the diameters of all branches four and one-half feet
above the ground level.
Discount variety store
A type of retail sales uses that offers for sale a combination and variety
of convenience shopping goods and consumer shopping goods in a
limited assortment and continuously offers a majority of the items in
their inventory for sale at a price generally less than $10.00 per item.

Digital flood insurance rate map
An official digital map of a community, issued by the Federal
Emergency Management Agency, on which both the special flood
hazard areas and the risk premium zones applicable to the community
are delineated.
Dish antenna
A device designed to receive communications or other signals from
orbiting satellites and other extraterrestrial sources.
Disposal
The discharge, deposit, injection, dumping, spilling, leaking, or placing
of any solid waste into or on any land or water so that the solid waste
or any constituent part of the solid waste may enter the environment
or be emitted into the air or discharged into any waters, including
groundwaters.
Distillery
An establishment engaged in the production and packaging of liquors
for distribution, retail, or wholesale both on and off-premise. Accessory
uses may include a taproom, seating areas, ancillary sales of related
merchandise, event space, and warehouse space for stored product.
Distribution facility
An establishment used as a relay station for the transfer of a load from
one vehicle to another or one party to another. The facility may include
storage areas for trucks and areas for the temporary storage of loads
in the process of being transferred.
Dormitory
A type of accommodation characterized by association with a particular
educational, religious, or corporate institution that provides sleeping
accommodations unrelated persons in one room or a series of closely
associated rooms under joint occupancy and single management,
with or without meals, but without individual cooking facilities.
Accommodations are provided on a temporary rather than permanent
basis, often for a school term, and are not considered dwelling units.
