Minimum of a bachelor’s preferably master’s degree in Project Management City


Planning Urban Planning Public Policy or Civil Engineering from a recognized
accredited university. Additional certification in Project Management will be an added
advantage. 

Experience:

At least 5 to 7 years’ experience of supervising development projects. Supervision


and monitoring preferably for urban development or capacity strengthening
operations.

Experience of working on international donor-funded projects will be an added


advantage.

Excellent analytical interpersonal and communication skills.

Ability to produce reports and other documents up to a professional standard.

Language Requirements:

Fluency in Written and Spoken English Dari & Pashto.   

Contract Period Reporting and Remuneration

The City Coordinator will be engaged on a one-year renewable contract of which the
first three months would be a probationary period.  The contract may be renewed on
an annual basis depending on performance and need for the duration of the CIP.  

The City Coordinator will be compensated in accordance with the National Technical
Assistance (NTA- Grad B) GOA and World Bank/Donor pay scale based on level of
experience and performance.

The City Coordinator will report directly to the CIP Director against the
accountabilities noted above and will be subject to the periodic review of his/her
performance accordingly.

Duties & Responsibilities

Under the direct supervision of the CIP Director and the respective Mayor of the PCC
the City Coordinator will support the existing municipal staff in implementing the
project. The selected candidate will need to build a strong link between the CIP
management team at the PIU in the IDLG and the local administration of the PCC.
She/he is in charge of management and supervision and will therefore coordinate
and oversee all activities on the ground at the city level. This includes as outlined
below in greater detail strategic planning and policy coordination implementation
oversight of priority projects as well as the work of consultants capacity building
performance improvement target selection and reporting.

Summary of Key Functions:

Specific responsibilities will include but not limited to:

Coordinate and oversee all the Project activities on the ground in the respective PCC
including implementation oversight of the Priority Projects.
Manage city level team for CIP including city engineer financial analyst technical (IT)
specialist etc.

Responsible to ensure that effective implementation monitoring and supervision


tools are developed and implemented.

Respond to implementation challenges and support mainstreaming of technical


assistance into the relevant PCC departments.

Ensure the establishment of a close working relationship and cooperation with


partners in the provinces; participate in provincial coordinating bodies or other
relevant provincial platforms.

Arrange weekly meeting with the Technical Unit of the respective Municipality and the
CIP Project to make updates on progress reports and confirm that all work is
completed according to the Project requirements.

Help build local teams and capacity to gather baseline and performance
benchmarking data at the city level.

Submit bi-weekly physical progress reports and all related reporting documents and
provide timely inputs to the quarterly Progress Reports.

Undertake periodic review of the CIP Project activities in consultation with all key
stakeholders and produce recommendations and proposals as required.

Facilitate organizing and/or participating in events seminars ad hoc working groups


etc. as required.

Manage the day to day activities in regard to environmental social and grievance-
related issues and communicate with the relevant stakeholders and local
communities.

Report on issues identified relevant to implementation and safeguards to enable


timely resolution by management/stakeholders.

Facilitate the work of consultants with respect to both the Municipal Capacity
Building (MCB) package design performance improvement target selection and
reporting.

Support the implementation of the Afghanistan Financial Management Information


System (AFMIS) in accordance to the MoF procedures.

Assist the implementation of the own source revenue (OSR) enhancement plan and
the Municipal Finance data-base to be developed under the CIP.

Follow up with the respective Mayor regarding implementation of the Strategic


Development Framework (SDF) for the PCC.

Assist the CIP Manager Operation Manager and Kabul based team in preparation of
project documents revision of the design work progress and technical documentation
in accordance with World Bank standards.

Support the Contract Management Specialist (Kabul) Operation Manager for the CIP
and the Head of the Municipality Engineering Section for QA/QC of the work of the
contractor.

Coordinate any changes especially design changes that are processed by the
Contract Management Section during implementation.

Build the capacity of the respective PCC and Counterpart Engineers in road and
construction techniques including good practices and troubleshooting methods.

Perform any other duty in line with these ToR’s as directed by the Director.
