BRIEF HISTORY OF DEPARTMENT OF TRANSPORTATION RAILWAYS (DOTr)

The Department of Transportation (DOTr) is the primary policy, planning, programming,


coordinating, implementing and administrative entity of the executive branch of the
government on the promotion, development and regulation of a dependable and
coordinated network of transportation systems, as well as in the fast, safe, efficient and
reliable transportation services.

As one of the first government agencies established under the Malolos Constitution on
January 21, 1899, with 121 years annual budget of P 99.39 billion, the DOTr plays a
crucial role in accelerating the country's economic development. It provides the
backbone for growth and enhances the country's competitive edge by providing effective
and efficient transportation infrastructure systems that narrow the geographical and
physical divide, connecting the country, its islands, and its people to the rest of the world.

DOTr ACCOMPLISHED PROJECTS

CAVITE BARGE GATEWAY TERMINAL (Seaports)

In line with the government’s initiatives to congest truck traffic on roads in Metro Manila,
the development of a barge and RORO terminal in Tanza, Cavite will allow
transshipment of cargo from Manila port to Cavite via barges and Roll-on-Roll-off
operations. Phase 1 of the project is designed to support 115,000 TEUs per year,
translating to about 140,000 fewer truck trips travelling city roads annually.

The project aims to construct a new passenger terminal building to accommodate 8

The Mactan-Cebu International Airport Project involves the construction of a new


world-class passenger terminal building in MCIA that will have a capacity of about 8
million passengers per year and the operation of the old and new facilities. DOTr already
turned-over the operations and maintenance to the private partner last 01 November
2014. Since then, there are various upgrades and changes that have been implemented:
greener terminal building with new seats, washrooms are being renovated, new
self-service check-in kiosks have been installed, new immigration, customs and
quarantine counters are in place, among others.

PUERTO PRINCESA INTERNATIONAL AIRPORT

The Puerto Princesa International Airport is the maininternational gateway to the western
Province of Palawan. It is located on the eastern coast of Palawan, in the City of Puerto
Princesa (Barangay San Jose, 3rd district of Palawan district, Region IV-B). In the last
decade, the airport has reached its maximum capacity, requiring a major upgrade of the
facility to cater for sustained international and domestic passenger growth. Thus, the
DOTC, with the financial and technical support of Korean Export-Import Bank (K-Exim
Bank) commenced with the Puerto Princesa Airport Development Program (PPADP).

BOHOL-PANGLAO INTERNATIONAL AIRPORT (BPIA)

Lauded as the country's first eco-friendly airport, the BPIA replaced the Tagbilaran
Airport in the province of Bohol. The airport mainly utilizes natural ventilation and
solar energy.

LRT LINE 2 EAST (MASINAG) EXTENSION PROJECT

This project adds four kilometers and two stops to the LRT 2 of the Manila light rail
system, starting from the existing station of Santolan. From Santolan, the new route will
go to "Emerald" station, which will be located in front of Robinsons Metro East and Sta.
Lucia in Cainta, Rizal.From Emerald station, the line will continue to the new final stop,
Masinag station which will be located before the Masinag Junction in Antipolo City. This
project was originally proposed in 2011, but scoping studies were not followed with
infrastructure. The project was revived under Philippine President Rodrigo Duterte's
"Build, Build, Build" infrastructure initiative, and is now under construction. It is expected
to accommodate 80,000 passengers daily during its first five years of operation, adding
to the line's daily ridership of 240,000.
The funding for the deal's viaduct and stations is from the Philippines National
Government, and electro-mechanical and consultancy services are funded by the Japan
International Cooperation Agency (JICA).

BICOL INTERNATIONAL AIRPORT DEVELOPMENT PROJECT

The project aims to develop a new airport with international standards in Daraga, Albay
replacing the existing Legaspi Airport to accomodate bigger aircraft that will service the
growing volume of passengers. It will also enhance the efficiency, reliability and safety
standards of air transportation in the region. It is consists of two packages. Package 2A
is for the construction of landside facilities (site development and other buildings).
Package 2B is for the construction of Passenger Terminal Building, runway completion
and other site development works.

LIBRENG SAKAY PROJECT VALENZUELA CITY

The city announced the formal stoppage of its "Valenzuela's Libreng Sakay" after the
Land Transportation Franchising and Regulatory Board (LTFRB) opened additional
routes allowing more public transportation to resume operations within Metro Manila.
The city government earlier launched free shuttle services programs covering trips from
MacArthur Highway, Malanday to Monumento Circle (vice versa); M. H. del Pilar Street,
Polo to Monumento Circle (vice versa); and Maysan Road to Paso de Blas Toll Gate, due
to the limited public transportation brought about by quarantine restrictions.

EDSA CENTRAL CORRIDOR

BRT projects. The most ambitious, the Central Corridor BRT, involves putting high
capacity BRT on Manila’s ring road EDSA. The project, initiated by ITDP China and the
Asian Development Bank, could be one of the most important urban mass transit
projects in Asia, but is also one of the most complexes.

GALAS PORT DEVELOPMENT PROJECT

In 2007, the city government signified its plan to upgrade the feeder port into a
passenger port and had made a memorandum of agreement between the city
government and Philippine Ports Authority for the port's operation. From that time, there
was no shipping company serving the port until in the year 2015. However, in 2018,
allegations on the port's operation floated as First District Representative Bullet
Jalosjos called for the port's immediate closure for it lacked port security forces like
the Philippine Coast Guard, Philippine Drug Enforcement Agency, and the Philippine
National Police Maritime Group.[4]

On January 23, 2019, after four years of operating, the new Passenger Terminal was
open to the public.[5] In the same year, the Maritime Industry Authority opened a
missionary route between Dipolog and Siaton, Negros Oriental, a municipality south
of Dumaguete.[6][7][8]

PNR SOUTH LONG HAUL

A 581 kilometer, standard-gauge railway from Manila to Legazpi, Matnog, and


Batangas City. The railway will connect cities, international seaports, and economic
zones, allowing for faster transportation of passengers and freight. PNR South long
haul project on track; target opening – 2022 The Philippine National Railways (PNR)
South Long Haul Project, spanning some 581 kms from Manila to Matnog, Sorsogon,
is now on track towards its target opening by 2nd quarter of 2022. Announcement on
the project’s revised funding structure approved by the National Economic
Development Authority (NEDA) board recently.Originally proposed years ago the
project now forms part of the Duterte Administration’s flagship projects under the
massive infrastructure “Build Build Build” Program. It is envisioned as a backbone of
economic development designed to improve the connectivity of major airports and
seaports in Southern Tagalog and the Bicol Region.

PNR SOUTH COMMUTER

A 72 kilometer mass transportation railway from Manila to Los Banos, Laguna. It


is expected to have a daily ridership of over 300,000 in its opening year. It will cut
travel time between Manila and Calamba by more than half, reducing it from over
two hours today to less than one hour once the railway is fully operational. PNR
South Commuter is seamlessly integrated with PNR North 1, PNR North 2, and
PNR South Long Haul. This integrated commuter rail network will distribute
growth across the entire Greater Capital Region (NCR, Regions III & IV-A) and
also to other regions in Luzon. Provisions have also been made for freight rail
services to operate.

SUBIC-CLARK RAILWAY PROJECT

The Subic-Clark Railway Project is a component of the PNR Luzon System


Development Framework providing initial freight service between the Subic Bay
Freeport Zone and the Clark Freeport and Special Economic Zone, linking Subic Port
with Clark International Airport and other major economic hubs in Central Luzon,
especially New Clark City, and forming an integrated logistics hub for the
development of Central Luzon as a new growth center to decongest Metro Manila.

PNR NORTH 1 (NORTH SOUTH COMMUTER RAIL)

A 38-kilometer mass transportation railway that will connect Malolos, Bulacan with
NCR. It will reduce travel time between these two areas from over one hour thirty
minutes today to thirty five minutes once the railway is fully operational. The PNR
North 1 is expected to serve over 300,000 passengers daily in its opening year in
2021. It will be seamlessly integrated with PNR North 2 and PNR South Commuter,
forming one integrated commuter rail system serving commuters travelling to, from,
and within NCR, Region III, and Region IV-A. Using the legacy PNR right-of-way, the
project will also restore historical station buildings.

NEW CEBU INTERNATIONAL CONTAINER PORT PROJECT

The project involves the construction of a new container port terminal to complement
the existing Cebu Base Port, which is already congested, exceeding the optimal yard
utilization rate of 80%. The new container terminal will handle all international cargo
to decongest the Base Port.
The Consultancy Services will conduct the preparation of tender documents for the
procurement of civil works and topographic and bathymetric surveys, soil
investigation, and numerical simulation once travel restriction has been lifted due to
COVID 19.

METRO MANILA BRT LINE 1 PROJECT

The objective of Metro Manila Bus Rapid Transit (BRT) First Line Project for Philippines
is to improve the efficiency, effectiveness and safety of the public transport system along
the project corridor in Metro Manila in an environmentally sustainable manner. The
project has six components. (1) BRT infrastructure component finances the development
of BRT infrastructure along the project corridor, including, among others, construction of
bus terminals and stations, segregated bus ways, segregation barriers, and sidewalks,
road reconstruction, intersection improvement, landscape strips, warning and directional
signage, advanced direction signs, carriageway markings, and associated traffic
management infrastructure (such as pedestrian walkways), construction of bus depots,
including pedestrian crossing facilities. (2) System management component finances (i)
traffic engineering and management measures along the project corridor including,
among others, intersection optimization, parking management, u-turn slots and improved
signals; (ii) development of an intelligent bus operational support and management
system; (iii) development of IT and marketing functions of the BRT system management;
and (iv) provision of technical support consultants for the planning, design and
implementation of the Project and the promotion of BRT.

EDSA GREENWAYS

The project aims to improve the pedestrian environment in four areas (the Balintawak,
Cubao, Guadalupe, and Taft mass transit stations) along Epifanio de los Santos Avenue
(EDSA), a major artery in Metro Manila. Existing pedestrian facilities on EDSA are poorly
designed, uncomfortable, and unsafe. The project will build or improve a total of 5
kilometers of covered elevated walkways around the four stations. Elevators will be
attached to the elevated walkways to address the needs of the elderly, women, persons
with disabilities, and people traveling with small children. The elevated walkways will be
connected to mass transit stations to help promote the use of public transport. The
Department of Transportation promotes walking as zero emission transport and
develops flagship walkway projects as Greenways projects.

CEBU BUS RAPID TRANSIT PROJECT

The Cebu Bus Rapid Transit Project of the Philippines has an objective to improve the
over-all performance of the urban passenger transport system in the Project Corridor in
Cebu City in terms of the quality and level of service, safety, and environmental efficiency.
The project consists of six components.

LRT 1 CAVITE EXTENSION
START DATE: April 30, 2020
END DATE: May 7, 2020
BUDGET: 64.9 Billion

Line 1 (LRT-1) Cavite Extension project will extend the existing 20.7km metro line
serving the Metro Manila region in the Philippines by approximately 11.7km. Also called
Green Line, the LRT Line 1 is the first metro line of the Manila LRT system. The line runs
between Baclaran in Paranaque city and Congressional Ave in Quezon City in the Metro
Manila region. The proposed extension will extend the existing line from Baclaran to
Bacoor city in Cavite Province. The project is aimed at easing the traffic congestion in the
Paranaque-Las Pinas-Cavite corridor and improving the commercial development
around the rail stations along the line. Upon completion, the extended line is expected to
benefit more than one million daily passengers.

MRT 3 REHABILITATION

BUDGET: 22.06 Billion

The rehabilitation of the Metro Rail Transit (MRT-3) is set to take 43 months or more than
3 years, according to the Department of Transportation. In a statement Tuesday, the
DOTr said it ratified last week with the Japan International Cooperation Agency (JICA)
the details of the appraisal mission for the Japan-financed MRT-3 Rehabilitation and
Maintenance Project.
