Position: ICLA Technical Assistant


Reports to: ICLA Officer
Supervision of: Nil
Duty station: Kayin (implementation in Mon State and Kayin State)
Travel: 80%
Category and level: Grade 4, Step 1
Salary Range: 588,783 MMK per month
Duration and Contract Period: 1 February 2021 to 30 June 2021

1. Role and responsibilities


The following is a brief description of the role.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall
be short and essential. Details belong in the Work and Development plan.

1. Adhere to NRC policies, donor requirements, tools, handbooks and guidelines


2. Monitor and report on the project activities and ensure compliance with plans and NRC
standards
3. Implements ICLA activities according to strategy, proposals, budgets and plans/targets
4. Contribute to periodic progress reports and other document as required
5. Ensure proper filing of relevant documents according to procedures
6. Develop and maintain knowledge of Legal and Civil Documentation (LCD) and Housing, Land
and Property (HLP) rights in order to be effective in his/her work.
7. Involve target communities and community leaders in the planning of activities.
8. Coordinate with relevant partners/ other humanitarian actors and other NRC core competencies
and support departments.
9. Ensure the timely procurement and distribution of materials needed for field activities
according to NRC procedures.
10. Use initiative in day to day problem solving in line with agreed ICLA procedures, priorities and
standards.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of
operation, strategic focus and type of programme intervention. This section shall be revised whenever
a new employee is hired or the context changes significantly.
• Implement the One Stop Service operations in cooperation with counterparts.
• Provide information, counselling, legal assistance and training activities to target
communities in line with NRC policies, strategies and work plan agreed with line manager.
• Accurately record all ICLA activities in line with NRC policy and using templates and
guidance provided by NRC.
• Provide accurate information on legal and civil documentation (LCD) and housing, land and
property (HLP) rights and entitlements to target beneficiaries in accordance with agreed
information scripts.
• Report regularly on beneficiary data to ICLA supervisors.
• Maintain and take responsibilities of ICLA IT material and OSS stock items
• Ensure the financial matter in line with NRC guideline especially on cash advance and claim
cash for field activities
 Provide accurate legal counselling on LCD and HLP topics within his/her competency and in a
manner that enables ICLA counselling beneficiaries to effectively resolve their LCD and HLP
issues independently.
 Provide appropriate and effective LCD and HLP legal assistance to resolve LCD and HLP
cases, including through accompanying beneficiaries, formal correspondence, telephone calls,
meetings with authorities and collaborative dispute resolution (CDR) activities etc.
 Provide LCD and HLP training using NRC approved materials and templates.
 Identify and document violations of LCD and HLP rights observed/ reported during field visits
to your line manager.
 Participate in assessments, monitoring and profiling exercises as agreed with line managers.
 Compile narrative and statistical reports on activities and cases of interest on agreed templates
as requested by line manager.
 Ensure that ICLA activities are carried out in line with appropriate standards and report on any
incident of malpractice by any ICLA staff member to the ICLA Project Coordinator and ICLA
Project Manager.
 Perform any other tasks as requested by ICLA line managers.

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or
persons. Relevant interfaces for this position are:
 Stakeholders (MoLIP, civil society, community leaders and representatives, government
bodies, local authorities and other duty bearers in targeted locations)
 ICLA Officer in field office
 ICLA Technical Officer in field office
 ICLA Project Coordinator in area of operation
 ICLA Project Manager for South East Myanmar

2. Competencies
Competencies are important in order for the employee and the organization to deliver desired results.
They are relevant for all staff and are divided into the following two categories:
1. Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
 Experience of working in legal aid or protection programmes in a humanitarian/recovery IDP/
returnee context preferred
 Previous experience of providing information or counselling to vulnerable communities
 Previous experience of working in complex and volatile contexts
 Documented results related to the position’s responsibilities
 Fluency in written and oral Burmese
 Some knowledge of written and/ or oral English preferred

Context/ Specific skills, knowledge and experience:


 Knowledge of the local context
 Familiarity with issues pertaining to ICLA (HLP, civil documentation, returns).
 Knowledge of gender-sensitization
 Knowledge of languages used in state in which s/he works an asset
 Computer literacy and knowledge of software programmes MS Word, Excel, PowerPoint

2. Behavioral competencies

3. Performance Management
The employee will be accountable for the responsibilities and the competencies, in accordance with
