Ref. No. 410 Date: 04.01.2021

To
The Chief General Manager (IDD)
NABARD, HO, and Convener, JCC on RRBs
5th Floor, ‘E’ Wing, Bandra Kurla Complex,
Bandra (E), Mumbai – 400 051
idd@nabard.org

Respected Sir,
BARODA UP GB / BARODA RAJASTHAN GB / BARODA GUJRAT GB - ARBITRARY
AND UNLAWFUL ACT OF THE SPONSOR BANK (BOB) IN GIVING INSTRUCTIONS TO
IBPS WITHDRAWING THE RECRUITMENT PROCESS.

We understand that -
• The Management of Ba Baroda
roda Up GB / Baroda Rajasthan GB / Baroda Gujarat
GB finalized Man Power exercise based on business of 31.03.2020 and
placed indent to the IBPS for direct recruitment in the vacant posts
post identified
by above three RRBs.
• It is a matter of concern that reportedly BOB Management ( Sponsor Bank )
passed an instruction to all three RRBs to cancel their indent for direct
recruitment in the large number of vacant posts.
• As discussed last time in the JCC meeting held on 30.12.2020,
30.12.20 the Sponsor
Bank should not interfere in the matter of Man Power Planning of the RRB,RRB
as the matter relates to the GOI / NABARD approved Mitra Committee
recommendations implemented in RRBs vide NABARD Order. dated
14.02.2015, and BOD is the appropriate authority to approve the Man Power
exercise / Promotion and Recruitment in the RRB.
• If direct recruitment in the vacant post
posts is delayed or withheld,
withheld the RRBs will
suffer not only in the matter of loss of business, but also the customers will
be badly affected owing to poor customer service caused by acute shortage
of staff.
Under the above context may we request you Sir to kindly intervene and advise
advi the
above RRBs suitably to go ahead with the recruitment process as decided in the

1
respective BODs, and not to be guided by unauthorized and unlawful instructions
of the Sponsor Bank in this regard.
We also request you to see that NABARD nominee in the respective BODs may be
suitably advised to ensure proper implementation of the Board Resolutions in the
matter.
It may further be kindly noted that reportedly Canara Bank has recently advised
its Sponsored four RRBs, Viz. Andhra Pragathi Gramin Bank, Karnataka
Grameena Vikash Bank, Karnataka Gramin Bank, Kerala Gramin Bank to stop
any direct recruitment for next two years, thus creating the similar example of
unlawful acts and putting the above RRBs to very adverse situation for them.
Expecting your immediate and urgent action.
Wishing you very Happy New Year 2021.
With regards,
Yours faithfully,

S Venkateswar Reddy
SECRETARY GENERAL
