Assesments of projects
• The Appropriate Assesments of projects must always be based on reliable and scientifically/
professionally validated data collected in the field. This data may be collected in previous
research and taken from the scientific/ professional literature or should be collected as part
of the Appropriate Assesments where there is no recent relevant research from the site of
the intervention. Collecting this data often requires that the field will be visited multiple
times and field research is proportional to the size and possible impacts of the project.

• Field research should always focus on target species and habitat types that may be affected.
The research guidelines can be found in the Opinions of the HAOP -(today Ministry of of
Environmental Protection and Energy), which are a public document and may be requested
by the project holder or authorized person from the competent authority or the HAOP at any
time. In this way, the follow-up of the appropriate assessment study can be avoided. The
guidelines given in the Opinions of the HAOP are only a framework set of the baseline
information available in the Screening phase and do not exclude any additional research if
they prove necessary during the design of the Appropriate Assessment study based on the
proxy analysis.

Step A. Field verification of the identified impact area within the ecological network and in the
surrounding area
Step B. Targeted data collection (field research)
Step C. Test the initial conclusions on the significance of the impact as well as the proposed
mitigation measures
In addition to the cost of the study itself, the design of the Appropriate Assesments Study
should also include the costs for the required field research or appropriate expert backgrounds/
expert opinions based on which a realistic impact assessment will be given.
Current practice has shown that Appropriate Assesments Studies that are not based on relevant
professional and field recent data, in most cases, require updates, most often updates that are
concerning lack of required field research. These updates significantly extend the time of the
evaluation process itself.
Due to the possibility that the project investor is able to anticipate the length of time and the
financial resources needed to carry out the necessary research and to develop a Appropriate
Assesments Study, it is recommended that he consult with the HAOP or one of the authorized
persons. Past practice has shown that prior communication with HAOP and / or project holder
has resulted in higher quality studies.
