MATTER 4 – Reassessment of SPATIAL STRATEGY – POLICIES SS1 – SS5


& Key Diagram

1. Are the principles for sustainable development and growth set out in
policy SS1 appropriate and achievable?
2. Are the range of factors set out in policy SS3 comprehensive and
would it enable the Council to deliver sustainable growth through
subsequent DPDs?
3. Is the Council’s distribution strategy identified in policy SS4 the most
appropriate one; is there sufficient evidence to support it or would an
alternative strategy deliver better outcomes?
4. Would the approach advocated in policy SS5 provide the flexibility to
ensure an adequate land supply is maintained during the plan period?
5. Overall would the modified Spatial Strategy provide a sound basis for
delivering sustainable development?
6. Are there any outstanding Spatial Strategy queries re: the Key
Diagram?

7. Is policy SS2, as proposed, consistent with PPG2 and is it sufficiently
flexibility to provide for future land releases?

1. Is there justification for the Council’s intention to link housing growth


to an average annual range as set out in policy CP8?
2. How likely is it that this revised approach will meet the housing needs
of the Borough throughout the plan period?
3. Is the phasing regime realistic, appropriate and deliverable so that
there is likely to be an adequate housing land supply over 5, 10, and
15 years?
4. Is the brownfield target over-optimistic in light of the changes to PPS3
and should this be modified?
5. What reliance in placed on windfall development and is this identified
in the Plan?
6. Is there enough flexibility in the CS to allow for alternative sites to
come forward?
7. Are the % targets for affordable housing & area/site thresholds
justified, effective and consistent with national policy?
8. Has viability been adequately taken into account in the future delivery
of affordable housing given the amount of development expected on
small sites and brownfield land?
9. How will adequate management and control on affordable units be
secured?
10. Is the Council’s approach to making the best use of land (DC3)
consistent with national guidance?
11. Is the Council’s stance on protecting living conditions sufficiently
comprehensive (DC11 and DC12)?
12. Is the Council’s approach to improving energy efficiency through the
Code for Sustainable Homes appropriate or necessary for inclusion in
the CS?

MATTER 5 – Reassessment - FLOOD RISK - POLICIES CP4 and CP5

1. Is the Council’s approach to flood risk comprehensive, practicable and


consistent with PPS25 in light of the Level 2 SFRA?
2. Does the policy approach adequately reflect the SFRA findings? Will
flood risk be satisfactorily managed?
3. Should there be better clarification on the parameters to be used by
the Borough Council in its assessment of ‘safe development’?
4. Should sequentially preferable development locations in lower flood
risk locations be identified if sites on Canvey Island cannot be
exploited?
5. The Environment Agency appears to cast doubts on long-term
objectives to protect Canvey Island from flooding. What weight should
be given to this?
