2 INTRODUCTION
The aim of this document is to present the Network Design of the Telecommunications Network being
provided under the contract.The document details:

3 COMMUNICATION SOLUTION FOR NEW STATIONS
ALSTOM will supply new SDH, PDH & teleprotection Equipment’s at both new stations:
a. KPCL-2
b. Northwest Power Plant
Both these stations will be connected to Existing PGCB Substation Khulna central 132 S/S over OPGW
(not in ALSTOM Scope) through new SDH Equipment’s proposed at these two stations over a capacity of
MSP STM-1.
New SDH equipment will also be provided at existing equipment at Khulna Central 132 S/S as existing
equipment at this station cannot be upgraded. The existing SDH equipment at Khulna Central 132 S/S
will be replaced by new SDH equipment in the existing Telecom Cubicle. The new equipment will have
suitable optical interfaces for optical connectivity to new stations and existing PGCB stations already
connected with Khulna central S/S.

3.2 Teleprotection Connectivity
3.2.1 KPCL-2 Power Plant to Khulna Central 132S/S
The transmission Line between KPCL-2 to Khulna Central is a Single Circuit Line. Hence it is provided
with one number of Digital protection coupler (ALSTOM e-terragridcom DIP-5000) at each of these two
stations.
At both stations these protection couplers will be integrated with SDH Equipment through E-1 Links and
will communicate with each other over STM-1 optical Fiber Link.
For the Control Relay Panel (CR Panel) side the I/O board (SR-200) of protection coupler will be wired at
site to existing CR Panel (Supply of CR Panel and cable between CR Panel to Protection Coupler is not in
scope of ALSTOM).
3.2.2 Northwest Power Plant to Khulna Central 132S/S
The transmission Line between KPCL-2 to Khulna Central is a Double Circuit Line. Hence it is provided
with two number of Digital protection coupler (ALSTOM e-terragridcom DIP-5000) at each of these two
station.
At both stations these protection couplers will be integrated with SDH Equipment through dedicated E-1
Links and will communicate with each other over STM-1 optical Fiber Link.
For the CR Panel side the I/O board (SR-200) of protection coupler will be wired at site to existing CR
Panel (Supply of CR Panel and cable between CR Panel to Protection Coupler is not in scope of
ALSTOM).
Now this section is being augmented to Double circuit by addition of one more bay. To provide protection
to second circuit; both stations are being provided with one number of Digital Protection Coupler
(ALSTOM e-terragridcom DIP-5000) at each of the two stations. At both stations these new protection
couplers will be integrated with SDH Equipment through dedicated E-1 Links and will communicate with
each other over STM-1 optical Fiber Link.

3.2.6 Termination details between CR panel & Teleprotection
Access Equipment ALSTOM e-terragridcom DXC is provided at both new Power plants viz Northwest
Power Plant & KPCL-2 Power plant for
1. Providing speech services. The speech will be extended to these stations as Remote subscriber
from existing PGCB PABX at Khulna South or Goalpara.
2. Back up communication path for RTU at these stations to Bidyut Bhavan

5 RTU DATA COMMUNICATION WITH CONTROL CENTERS
RTU communication will be over 104 protocol from both Northwest & KPCL-2 Power stations.
The redundant path for RTU data from these stations upto Rampura NLDC & Bidyut Bhavan back up
NLDC will be configured. This will be by reconfiguration of existing SDH & PDH Equipment’s in the PGCB
NLDC Telecom network.
The first connection towards Front End 1 (FE1) server and Front End 2 (FE2) server is carried out using
one VLAN (read links in the diagram below) via EoS backbone network. The first Ethernet port for RTU is
connected to collocated SDH Ethernet board belonging to EoS access network; one VC12/E1 trunk is
used to connect this SDH to EoS backbone switch.
The VLAN connection is terminated in Port 3 of FE1 and FE2 servers which handle VLAN tagging for
RTU addressing traffic. The RTU VLAN has two possible ways towards RAMPURA NLDC1 and RAMPURA
NLDC2 EoS switches in order to remedy to network failure.
The RTU is connected to PDH-Router card in DXC5000 which provides a second connection to Port 4 of
FE1, FE2 and FE backup servers. The RTU transport traffic is carried out using IP Network. One Inter-
center Ethernet link is provided for transporting IP traffic between RAMPURA NLDC and BIDD.BHABAN
backup NLDC.
